Book excerpt: Master's Thesis from the year 2014 in the subject Politics - Topic: Peace and Conflict, Security, grade: Masters Level, Addis Ababa University (Peace and Security Studies), course: Human Security, language: English, abstract: In this study the causes, effects, and measures being undertaken by authorities, such as Addis Ababa Police Commission, Road Authority, Health Bureau and others, with regard to Road Traffic Accidents (RTAs) and its overall linkage with human security in Addis Ababa are examined using mixed methodological approach, i.e., qualitative and quantitative. The findings revealed that, combination of factors contributed for the incidence of RTAs in Addis Ababa; human errors, vehicles defect, poor road design and poor traffic regulation enforcement. The study found the multifaceted effects of RTAs on the economy of households and the state, on the social interaction of victims and family, on the physical safety or the survival of individuals including permanent and temporal health problems. Countermeasures are being carried out authorities starting from creating awareness through education campaigns, improving road designs and enforcement of the traffic regulation of the city, though the rate of RTAs are still raising and occurring frequently. The research concludes that, RTAs have multifaceted effects on human security in Kerkos sub city and /or Addis Ababa and little attention is given to the problem, despite the increase of road crashes from time to time.

Despite efforts made by various stakeholders to reduce the massacre on Ethiopian roads, road traffic accidents have been a serious health development issue in the country. The essay used data on road traffic accidents in Ethiopia for the period 2006 –2015. Data were obtained from Federal Police Commission and Federal Road Authority and analyzed using descriptive statistics. The study found that at national level, on average road traffic injuries are increasing from year to year where Oromia regional state is the major contributor of total fatalities occurred in the past decade. On the other hand, Addis Ababa city administration is found as a major contributor of serious and slight injuries as well as property damages. The study showed that alike any developing countries, pedestrians and passengers are found to be the most vulnerable and hardest hit segment of road users. The finding also showed that male road users who are in their productive age group are disproportionately affected by road traffic injuries. Human errors (mainly drivers’ behavior and actions) are found as the major cause of road traffic accident in Ethiopia. So as to reduce fatalities and injuries on Ethiopian roads, the essay recommends that road safety policy and law enforcement; capacity building, education, and awareness creation; and cooperation and integration between and/or among all transport stakeholders should be the focus of Ethiopian government.

The results show that road traffic injuries remain an important public health problem, particularly for low-income and middle-income countries. Pedestrians, cyclists and motorcyclists make up almost half of those killed on the roads, highlighting the need for these road users to be given more attention in road safety programmes. The results suggest that in many countries road safety laws need to be made more comprehensive while enforcement should be strengthened. This Action has been the reality in different parts of Ethiopia especially for the last two years as a manifestation of the political, economic and social turmoil in the existing regime. The research has been followed a case study to get in-depth information from few eyewitnesses that were comprised of different places to collect ample evidence based on the eyewitness account. A qualitative method was used to analyze the data taken from informants with an interview. The findings of the study showed that the nature of mob justice in the suburbs of Addis Ababa city is marked by perpetrators from different socio-demographic backgrounds which especially are young, unemployed and male-dominated mobs. Moreover, there were also strangers that commit most of the action intentionally against a few ethnic groups that project different resentments related to the current political-economic situation in the country. Most of the patterns of mob justice in these localities were supported by government officials at the community level due to different reasons like as a means to hide from future accusations that are believed by these officials. At an individual level, most of the perpetrators were reported to be filled with ethnic haters and economic benefits that are perceived to be gained after the displacement and evacuations by victims from their households and most of the squatter settlements that were targets of the mob justice. At a community level, the ignorance and negligence of the communities in each locality cost hundreds of innocent lives and destructions of huge amounts of properties from these areas. All such actions were caused by different implications that divided households, neighbors, and communities into disintegrations and uncertainties. Finally, educating communities, taking measures to criminals, rehabilitating the victims with different strategies, controlling the hate speeches and fake news by Social Medias with appropriate legal frames, organizing the justice system with impartiality and independence, and change the compositions of local administrative with different ethnic groups and etc were the major recommendations suggested based on the findings reached.
