Transport Planning and Traffic Safety: Making Cities, Roads, and Vehicles Safer offers a source book for road safety training courses as well as an introductory textbook for graduate-level courses on road safety taught in engineering institutes. It brings together the international experiences and lessons learned from countries which have been successful in reducing traffic crashes and their applicability in low-income countries. The content is based on lectures delivered during an international course on transportation planning and traffic safety, sponsored annually by the Transportation Research and Injury Prevention Programme (TRIPP) at the Indian Institute of Technology, Delhi. The book is interdisciplinary and aimed at professionals—traffic and road engineers, vehicle designers, law enforcers, and transport planners. The authors examine trends in performance of OECD countries and highlight the public health and systems approach of traffic safety with the vulnerable road user in focus. Topics include land use (transportation planning, mobility, and safety), safety education and legislation, accident analysis, road safety research, human tolerance to injury, vehicle design, safety in construction zones, safety in urban areas, traffic calming, public transportation, safety laws and policies, and pre-hospital care of the injured.

According to the committee that authored the report, the lack of professional recognition and comprehensive road safety education and training opportunities is threatening the ability of public agencies to build the knowledgeable and skilled road safety workforce that is needed to make safety advances. To address this need, the report recommends that the American Association of State Highway and Transportation Officials and the Governors Highway Safety Association forge a broad-based alliance of public, private, and educational organizations to champion the road safety profession. The report recommends that the alliance encourage states to take advantage of federal workforce training funds for the purpose of developing road safety professionals and to advocate comprehensive road safety education and training by universities, including the many publicly funded transportation and safety research centers. In addition, the report urges the alliance to explore the creation of one or more specialized institutes to provide comprehensive instruction and training for road safety professionals.

Next, the handbook focuses on how the Vision Zero ideas have been received and implemented in various legislations and countries worldwide. It takes into account the way Vision Zero is looked at in the context of international organizations such as the WHO, the UN, and the OECD. This allows for a comparison of systems, models and effects. The third part of the handbook discusses the management and leadership aspects, including ISO standards, equity issues, other goals for traffic and transportation, and opportunities for the car industry. Part four delves into tools, technologies and organizational measures that contribute to the implementation of Vision Zero in road traffic. Examples of specific elements discussed are urban and rural road designs, human factor designs, and avoiding drunk and distracted driving. The final part of the handbook offers perspectives on the transfer of Vision Zero policy to other areas, ranging from air traffic to suicide prevention and nuclear energy. Vision Zero is a public road safety policy including both a long-term goal that no one shall be killed or seriously injured as a consequence of accidents in road traffic and a safety principle stating that the design and function of the road transport system shall be adapted to meet the requirements that follow from that goal. It is a new road safety paradigm which has resulted in new types of responsibilities among stakeholders, technological innovations, and new strategies and organizational measures to achieve a safe system. The road safety work based on Vision Zero has shown promising results, and although Sweden has not yet reached a safe system, the number of fatalities and severe injuries has decreased substantially. This is an open access book.

Book excerpt: This report presents the status of road safety in the WHO European Region and provides a baseline assessment of how far 49 countries have come in implementing the recommendations of the World Report on Road Traffic Injury Prevention. In the Region, road crashes result annually in 120,000 deaths, 2.4 million injuries and a great economic burden, which may be up to 3% of a country's gross domestic product. Road traffic injuries are the leading cause of death among people 5-29 years old. Vulnerable road users such as pedestrians, cyclists and users of motorized two-wheelers constitute 39% of all road traffic injury fatalities, with pedestrians being more at risk in the eastern part of the Region. Countries differ greatly in mortality rates for road traffic injuries; the average in low- and middle-income countries is twice that in high-income countries. Countries policy responses in providing road safety for their citizens have differed. This report proposes the following areas of action: narrow the gap between countries with the lowest and highest mortality rates; provide better protection for vulnerable road users; develop a well-resourced multisectoral road safety strategy in each country; design and enforce comprehensive legislation; and develop and implement healthier transport policies. In addition, country profiles on the current status of road safety are presented for the 49 participating countries.
