Book excerpt: L'introduction des peintures à l'eau, notamment dans le secteur du bâtiment, est un réel progrès, tant pour les conditions de travail des peintres que pour l'environnement, en raison de la réduction massive des composés organiques volatils (COV) qu'elles émettent comparativement aux peintures classiques solvantées. Cependant des publications récentes montrent qu'il existe encore des interrogations quant à leur toxicité, car elles contiennent de nombreux produits dont des éthers de glycol, des amines et des biocides. Les risques sont essentiellement cutanés, respiratoires (asthme notamment), avec une suspicion d'effets hématotoxiques. Notre travail s'inscrit dans le cadre d'un projet de toxicovigilance régional piloté par l'équipe de santé au travail du Laboratoire Génie de Prévention et Santé des Populations (GPSP) de Grenoble. Il porte sur le recueil et l'analyse de la composition de 220 fiches techniques, 270 fiches de données de sécurité et 70 fiches de composition, pour pouvoir identifier les dangers et prévenir les risques sanitaires en proposant des moyens de protection adaptés. La discussion de ce travail porte dans un premier temps sur l'analyse du réseau de professionnels et surtout les difficultés d'obtention des fiches de compositions exactes en terme de formulation qualitative et pondérale, entraînant un biais de représentativité dans la connaissance exhaustive des peintures à l'eau. En effet, alors que l'Institut National de Recherche et de Sécurité est dépositaire des compositions des substances utilisées, une méconnaissance importante demeure au niveau des médecins du travail, ce qui limite les actions de prévention sur le terrain. Dans un deuxième temps, pour chaque grande typologie de peintures (peintures intérieures et extérieures pour le bâtiment, peintures poly-fonctionnelles et peintures automobiles), nous avons insisté sur la grande diversité des composants, leur complexité et leur multiplicité, et avons comparé nos résultats à ceux de la littérature, notamment des pays nordiques. Dans une troisième partie, nous présentons la toxicité des peintures à l'eau, par composé et par tropisme d'organe. Certaines marques utilisent toujours des dérivés de l'éthylène glycol, principalement le butylglycol dont le potentiel hématotoxique et tératogène est prouvé chez l'animal et suspecté chez l'homme. Par ailleurs, toutes les peintures à l'eau contiennent plusieurs produits irritants cutanés et/ou respiratoires, dont certains présentent un potentiel asthmogène marqué. C'est le cas, entre autres, des amines aliphatiques et des biocides qui sont rajoutés pour limiter la prolifération des micro-organismes en milieu aqueux. Le risque est réel, même si les concentrations unitaires sont faibles, en raison de l'association de plusieurs de ces produits, notamment lors de l'aérosolisation de ces composés pendant l'application au pistolet de ces peintures. Enfin les composés organiques émis par les microorganismes qui contaminent les pots ouverts ou mal conservés pourraient majorer ou favoriser l'apparition d'une hyperréactivité bronchique non spécifique (risque biologique non infectieux), introduisant un nouveau facteur de risque lié à l'emploi des peintures à l'eau. Afin d'éviter la survenue d'effets toxiques chez les professionnels, l'information et l'amélioration des conditions de travail sont nécessaires. L'analyse des questionnaires de 236 peintres quant à leur perception des risques et à l'utilisation des protections collectives et individuelles montre que des efforts sont encore à faire dans ce sens.

In this classic of French cultural studies, Georges Didi-Huberman traces the intimate and reciprocal relationship between the disciplines of psychiatry and photography in the late nineteenth century. Focusing on the immense photographic output of the Salpetriere hospital, the notorious Parisian asylum for insane and incurable women, Didi-Huberman shows the crucial role played by photography in the invention of the category of hysteria. Under the direction of the medical teacher and clinician Jean-Martin Charcot, the inmates of Salpetriere identified as hysterics were methodically photographed, providing skeptical colleagues with visual proof of hysteria's specific form. These images, many of which appear in this book, provided the materials for the multivolume album Iconographie photographique de la Salpetriere. As Didi-Huberman shows, these photographs were far from simply objective documentation. The subjects were required to portray their hysterical "type"—they performed their own hysteria. Bribed by the special status they enjoyed in the purgatory of experimentation and threatened with transfer back to the inferno of the incurables, the women patiently posed for the photographs and submitted to presentations of hysterical attacks before the crowds that gathered for Charcot's "Tuesday Lectures." Charcot did not stop at voyeuristic observation. Through techniques such as hypnosis, electroshock therapy, and genital manipulation, he instigated the hysterical symptoms in his patients, eventually giving rise to hatred and resistance on their part. Didi-Huberman follows this path from complicity to antipathy in one of Charcot's favorite "cases," that of Augustine, whose image crops up again and again in the Iconographie. Augustine's virtuosic performance of hysteria ultimately became one of self-sacrifice, seen in pictures of ecstasy, crucifixion, and silent cries.

The Environmental Protection Agency's decision in the summer of 2001 to delay implementing a new, more stringent standard for the maximum allowable level for arsenic in drinking water generated a great deal of criticism and controversy. Ultimately at issue were newer data on arsenic beyond those that had been examined in a 1999 National Research Council report. EPA asked the National Research Council for an evaluation of the new data available. The committee's analyses and conclusions are presented in Arsenic in Drinking Water: 2001 Update. New epidemiological studies are critically evaluated, as are new experimental data that provide information on how and at what level arsenic in drinking water can lead to cancer. The report's findings are consistent with those of the 1999 report that found high risks of cancer at the previous federal standard of 50 parts per billion. In fact, the new report concludes that men and women who consume water containing 3 parts per billion of arsenic daily have about a 1 in 1,000 increased risk of developing bladder or lung cancer during their lifetime.

None of these agents had been assessed previously by the IARC Monographs Working Group. The Working Group relied mainly on epidemiological studies to evaluate the carcinogenic hazard to humans exposed to fluoro-edenite fibrous amphibole, an environmental contaminant that was reported to cause mesothelioma in the regional population of Biancavilla, Sicily, Italy. Silicon carbide fibres are by-products of the manufacture of silicon carbide particles by the Acheson process; silicon carbide whiskers are produced by other processes. The evaluations of the fibres and of the occupational exposures associated with the Acheson process were mainly based on epidemiological studies, whereas the assessment of the whiskers--in the absence of epidemiological--was based on carcinogenicity bioassays and consideration of their physical properties. In view of the absence of epidemiological studies on carbon nanotubes and the limited information available from mechanistic data, the evaluations of single-walled and multiwalled carbon nanotubes relied essentially on carcinogenicity bioassays.
