Book excerpt: This document provides guidance on how to conduct the offsite consequence analyses for Risk Management Programs required under the Clean Air Act (CAA). Section 112(r)(7) of the CAA directed the U.S. Environmental Protection Agency (EPA) to issue regulations requiring facilities with large quantities of very hazardous chemicals to prepare and implement programs to prevent the accidental release of those chemicals and to mitigate the consequences of any releases that do occur. This guidance document provides a simple methodology for conducting offsite consequence analyses. It provides generic reference tables of distances, applicable to most of the regulated toxic substances, and chemical-specific tables for ammonia, chlorine, and sulfur dioxide. This guidance also provides reference tables of distances for consequences of fires and explosions of flammable substances. In some cases, the rule allows users of this document to adopt generic assumptions rather than the site-specific data required if another model is employed.

Available in PDF, EPUB and Kindle. Book excerpt: A public meeting with angry residents and eager reporters is a common feature on the local news. Whether addressing environmental, or other issues, the experience for the board members, consultants, and specialists at these meetings ranges from uncomfortable to nightmarish. The issues discussed in these meetings usually stem from years of community disappointment, mistrust, fears, factions, political or social positioning, or all of the above. Industry faces a labyrinth of environmental and business regulations, and unique challenges in dealing with the public and the media. Environmental Risk Communication serves as a guide to understanding and complying with the Federal Risk Management Program and applying risk management and communication principles to daily plant operations. This book also helps Risk Management Plan (RMP) facilities successfully meet the new Federal requirements for public disclosure of RMP offsite consequence analysis results and provides techniques for communicating effectively during environmental emergencies. Written in a straight-forward, no-nonsense style the book presents concise informative chapters, flow diagrams, checklists, and a thorough index. The authors present step-by-step instruction on developing a principled plan of action that generates open communications. CEOs, Corporate Communications Specialists, Plant Managers, Environmental Compliance Supervisors, Health and Safety Officers, Environmental Scientists and Engineers, and Consultants will benefit from Environmental Risk Communication.

Available in PDF, EPUB and Kindle. Book excerpt: This updated and expanded edition leads businesses that house more than 100 hazardous or toxic materials on-site through the process of creating an effective risk management plan as mandated by the Clean Air Act. Readers will find answers to key plan-creation questions, including why audits should be done, how to plan an audit, and who to include on an audit team. Risk Management Planning Handbook also discusses the year-2000-issued General Duty Clause in detail and explains EPA's interpretations of this new element of the RMP. Readers will find three new chapters and one new appendix that reflect the increased focus on Risk Management Plans (RMP) in the past four years. Other changes this book addresses include EPA's decision to adopt new consequence analysis modeling practices, revise the list of regulated substances and thresholds for accidental release prevention, and change the designation of regulated facilities from Standard Industrial Classification (SIC) codes to North American Industrial Classification System Codes (NAICS). This new edition also includes a section-by-section analysis of the RMP standard; multiple charts, tables, and figures; and sample RMP forms and guidance.

Available in PDF, EPUB and Kindle. Book excerpt: A one-stop reference guide to design for safety principles and applications Design for Safety (DfSa) provides design engineers and engineering managers with a range of tools and techniques for incorporating safety into the design process for complex systems. It explains how to design for maximum safe conditions and minimum risk of accidents. The book covers safety design practices, which will result in improved safety, fewer accidents, and substantial savings in life cycle costs for producers and users. Readers who apply DfSa principles can expect to have a dramatic improvement in the ability to compete in global markets. They will also find a wealth of design practices not covered in typical engineering books—allowing them to think outside the box when developing safety requirements. Design Safety is already a high demand field due to its importance to system design and will be even more vital for engineers in multiple design disciplines as more systems become increasingly complex and liabilities increase. Therefore, risk mitigation methods to design systems with safety features are becoming more important. Designing systems for safety has been a high priority for many safety-critical systems—especially in the aerospace and military industries. However, with the expansion of technological innovations into other market places, industries that had not previously considered safety design requirements are now using the technology in applications. Design for Safety: Covers trending topics and the latest technologies Provides ten paradigms for managing and designing systems for safety and uses them as guiding themes throughout the book Logically defines the parameters and concepts, sets the safety program and requirements, covers basic methodologies, investigates lessons from history, and addresses specialty topics within the topic of Design for Safety (DfSa) Supplements other books in the series on Quality and Reliability Engineering Design for Safety is an ideal book for new and experienced engineers and managers who are involved with design, testing, and maintenance of safety critical applications. It is also helpful for advanced undergraduate and postgraduate students in engineering. Design for Safety is the second in a series of “Design for” books. Design for Reliability was the first in the series with more planned for the future.

Book excerpt: Natech Risk Assessment and Management: Reducing the Risk of Natural-Hazard Impact on Hazardous Installations covers the entire spectrum of issues pertinent to Natech risk assessment and management. After a thorough introduction of the topic that includes definitions of terms, authors Krausmann, Cruz, and Salzano discuss various examples of international frameworks and provide a detailed view of the implementation of Natech Risk Management in the EU and OECD. There is a dedicated chapter on natural-hazard prediction and measurement from an engineering perspective, as well as a consideration of the impact of climate change on Natech risk. The authors also discuss selected Natech accidents, including recent examples, and provide specific ‘lessons learned’ from each, as well as an analysis of all essential elements of Natech risk assessment, such as plant layout, substance hazards, and equipment vulnerability. The final section of the book is dedicated to the reduction of Natech risk, including structural and organizational prevention and mitigation measures, as well as early warning issues and emergency foreword planning. Teaches chemical engineers and safety managers how to safeguard chemical processing plants and pipelines against natural disasters Includes international regulations and explains how to conduct a natural hazards risk assessment, both of which are supported by examples and case studies Discusses a broad range of hazards and the multidisciplinary aspects of risk assessment in a detailed and accessible style
