Book excerpt: The Council of the North Atlantic Treaty Organization (NATO) established the "Committee on the Challenges of Modern Society" (CCMS) in 1969. The CCMS was charged with developing meaningful environmental and social programmes for solving existing problems and developing long-range goals for environmental protection. In 1983, at the Fall Plenary of the CCMS, the Norwegian delegate Dr. H.C. Christensen, proposed a Pilot Study on "Risk Management of Chemicals in the Environment". A draft proposal, written by Dr. Kari Kveseth of the Center for Industrial Research in Oslo, was presented. Dr. Christensen also informed the participants at the meeting that Norway was willing to act as the Pilot Country. The project was initially planned for 3 years, but it was later extended through 1987. The inaugural meeting was held in Oslo in April 1984 with participants from Denmark, Greece, France and Italy, in addition to representatives from several Norwegian institutions. The attendees concluded that a Pilot Study, as delineated in the draft proposal, would be useful, and it was decided to work out a detailed project plan based on the proposal.

Book excerpt: The tragic incident at Bhopal, India made it clear that safetyreviews for identification and control of accidents involving toxicchemicals must be more systematic. This guide shows how tointegrate hazard identification, risk assessment, consequenceanalysis, and risk mitigation into a formalized program forhandling hazardous chemicals. Most of the 21 contributors aresenior staff members at Stone & Webster EngineeringCorporation. They discuss how to perform and supervise safetystudies for chemical, petrochemical, petroleum refining, and otherfacilities. They discuss all aspects of detection, prevention, andmitigation of risks associated with processing, handling, andproduction of hazardous chemicals. Special attention is given tohazard identification and hazard assessment techniques ranging fromsimple screening checklists to highly structured Hazard andOperability (HAZOP) analysis. You're shown how to calculatepotential consequences of identified hazards, quantify thelikelihood of these events, and combine equipment failure rate dataand human reliability analysis with hazard assessment. You'll alsobenefit from the book's rundowns of how to * apply expert systems and artificial intelligence in riskmanagement * instill safety-oriented operating and maintenanceprocedures * train operators and emergency response personnel * conduct internal and external safety audits * perform chemical dispersion, explosion, and fire analyses * assess health effects from chemical releases * use insurance vehicles to deal with residual risk. Risk Assessment and Risk Management for the Chemical ProcessIndustry is an essential source on minimizing the dangers of toxicincidents and accidents. It is essential reading for safetyengineers, regulatory managers, environmental engineers, and otherprofessionals responsible for safety in chemical plants.

Book excerpt: All industrial countries have developed regulatory systems to assess and manage the risk of chemical substances to the working and natural environment. The pressure to harmonize these often specialized regulatory systems is increasingly strong at the international level. Such harmonization not only entails the assessment of particular chemicals, but also the way assessment procedures and their boundary with risk management is organized. As these initiatives intensify, they increasingly raise important questions of how to integrate national differences in the international regulatory arena. How will national consultation procedures relate to international decision-making on chemical risks? How will differences in national risk assessment procedures be accommodated? How will the international regulatory system be integrated with different national styles of regulation and government? Presenting the experiences and insights of both people from within the worlds of risk assessment and management and from the field of Science Studies, this book forms a state-of-the-art in the discussion on the Politics of Chemical Risk. By offering scenarios, or sketches of a regulatory future, it points to the choices that can be made and the opportunities to be explored. As such, it offers an agenda for environmental and occupational scientists, policy-makers and students of science and technology alike.

Available in PDF, EPUB and Kindle. Book excerpt: Risk assessment has become a dominant public policy tool for making choices, based on limited resources, to protect public health and the environment. It has been instrumental to the mission of the U.S. Environmental Protection Agency (EPA) as well as other federal agencies in evaluating public health concerns, informing regulatory and technological decisions, prioritizing research needs and funding, and in developing approaches for cost-benefit analysis. However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. The new book embeds these concepts within a broader framework for risk-based decision-making. Together, these are essential references for those working in the regulatory and public health fields.

Book excerpt: Well-documented, organized and written for ready comprehension, this new book covers managerial, legal and financial strategies that are or can be employed to manage the health risks posed by technology. It demonstrates how each strategy is used and which ones are more valuable to decision-makers in different situations. More than a dozen laws are reviewed through the legislative process, providing a clear understanding of governmental processes for risk management. Non-regulatory and regulatory approaches to risk management are covered from both a theoretical and practical perspective. New financial instruments that reduce or prevent consequences of chemical risks are examined. Serves a dual purpose: GOVERNMENTAL MANAGEMENT of CHEMICAL RISK first provides a comprehensive coverage of components of risk management; second, it analyzes, through case studies, emerging patterns of use of risk management techniques to determine what makes a success or failure. This book deals with:

Available in PDF, EPUB and Kindle. Book excerpt: Rising concern in recent years over the possible adverse environmental consequences of the use of chemicals has led to a steady increase in national activity towards greater regulation, in addition to voluntary agreements with manufacturers for risk management of certain products. This book begins by reviewing the current framework of legislation for the regulation of chemicals in the UK and then reports expert views on both the current situation and possible future developments. Subsequent chapters consider some of the scientific and technical issues, including the evaluation of the risks which chemicals can pose to human life and the environment, and the problems relating to evaluating the risks associated with metals in the environment. Finally, the predictive methods used to model the behaviour of organic chemicals within the environment are described.Highly topical, and with authoritative contributions from international experts, this book covers both the scientific underpinning and the legislative and practical issues of this emotive subject. The detailed coverage of a topic that affects many sectors of industry and society will make it popular with a wide audience of individuals from government organisations, industry or academic research - particularly those in environmental chemistry sectors.

Book excerpt: The U.S. Department of State charged the Academies with the task of producing a protocol for development of standard operating procedures (SOPs) that would serve as a complement to the Chemical Laboratory Safety and Security: A Guide to Prudent Chemical Management and be included with the other materials in the 2010 toolkit. To accomplish this task, a committee with experience and knowledge in good chemical safety and security practices in academic and industrial laboratories with awareness of international standards and regulations was formed. The hope is that this toolkit expansion product will enhance the use of the previous reference book and the accompanying toolkit, especially in developing countries where safety resources are scarce and experience of operators and end-users may be limited.

Book excerpt: "On November 7-8, 2013, the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop to discuss approaches related to identifying and reducing potential environmental public health risks to new and existing industrial chemicals present in society. Industrial chemicals include chemicals used in industrial processes or commercial products, not including those found in food, pesticides, or pharmaceuticals. Identifying and Reducing Environmental Health Risks of Chemicals in Our Society is a summary and synthesis of the presentations and discussions that took place during the two days of the workshop. The workshop examined successes and areas for improvement within current regulatory programs for assessing industrial chemical safety, frameworks for chemical prioritization to inform targeted testing and risk management strategies, concepts of sustainability and green chemistry that support the design and use of safer alternatives, and efforts to reduce the risk of chemicals in our society."--Publisher's description.

Updated as of May 29, 2018 As required under section 6(b)(1) of the Toxic Substances Control Act (TSCA), EPA is issuing a final rule that establishes the process and criteria that EPA will use to identify chemical substances as either High-Priority Substances for risk evaluation, or Low-Priority Substances for which risk evaluations are not warranted at the time. The final rule describes the processes for formally initiating the prioritization process on a selected candidate, providing opportunities for public comment, screening the candidate against certain criteria, and proposing and finalizing designations of priority. Prioritization is the initial step in a new process of existing chemical substance review and risk management activity established under TSCA. This book contains: - The complete text of the Procedures for Prioritization of Chemicals for Risk Evaluation Under the Toxic Substances Control Act (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) - A table of contents with the page number of each section
