Available in PDF, EPUB and Kindle. Book excerpt: This book is an essential guide and support to understanding of the science and policy, procedure and practice that underpins the REACH risk assessments required for the use and placing on the market of chemicals in the European Union. A clear understanding of information provision and how this affects the assessment of chemical safety is fundamentally important to the success of policy on chemicals and ultimately to the sustainability of the chemicals industry. Within the book, the scientific processes that underpin the policy are explained in a practical way. Importantly, it includes coverage of techniques to help solve the problems of using potentially risky and hazardous chemicals through the use of less hazardous alternatives and ‘green chemistry’, and also the analysis of the risks of the use of the most hazardous substances against the social and economic benefits of use. Chemical Risk Assessment: A Manual for REACH covers the following main themes: i) Assessment of chemical risk; ii) Risk management; iii) Hazard reduction, substitution and green chemistry; iv) Risk versus benefit – socio-economic analysis. The book acts as a practical guide and overview to chemicals risk assessment and risk management (in the EU context), as well as a support text for planning for the challenges of the future, which will see ever-increasing pressure to withdraw hazardous substances from the EU (and global) market, balanced against opportunities for innovation in the development of less hazardous chemicals.

Book excerpt: Many European Union Directives seek to minimize the potential for harm to humans and the environment arising from the use of chemicals. This book takes an interdisciplinary, selective look at the effector mechanisms employed in such directives. It covers the pre-marketing use of toxicology to identify the hazardous properties of chemicals, acknowledging its shortcomings, while contrasting the scientific method with the precautionary principle in developing risk-management practices. The book then goes on to describe the use of bio-indicators, chemical analyses and mathematical modelling for prediction, or to determine the adequacy of chemical safety legislation. The environmental risk assessment of priority chemicals is described and the impact of pesticides on sustainability in agriculture is discussed from the differing standpoints of agronomy and economics. Audience: All professionals concerned with the safe management of chemicals and their use, including teachers, practitioners, policy makers or legislators.

Available in PDF, EPUB and Kindle. Book excerpt: This volume presents research on current trends in chemical regulations – a fa- growing, complex, and increasingly internationalized field. The book grew out from a multidisciplinary research project entitled ‘Regulating Chemical Risks in the Baltic Sea Area: Science, Politics, and the Media’, led by Michael Gilek at Södertörn University, Sweden. This research project involved scholars and experts from natural as well as social sciences, based at Södertörn University, Swedish Royal Institute of Technology (KTH), Karolinska Institutet, and Umeå University. The project group organized a multidisciplinary research conference on chemical risk regulations, held in Stockholm, August 15–17, 2007. Most of the contributions published in this book were, in draft form, first presented at this conference. The conference, like the ensuing edited volume, expanded the geographical focus beyond the Baltic Sea area to include wider European, and to some extent also global trends. Many thanks to all project colleagues and conference participants! We are very grateful for the generous financial support received from The Foundation for Baltic and East European Studies (Östersjöstiftelsen), The Swedish Research Council Formas, and from Södertörn University. Without this support the present book would not have been possible. Special thanks to all of our fellow contributors, all of whom have submitted to- cal papers based on high-quality research. Many thanks also to Tobias Evers, who assisted us with technical editing. Finally, we are grateful for the professionalism shown by our editors at Springer.

Book excerpt: Concerned with the need to reduce chemical risks, this text also covers related biological and physical risks. Risk reduction has an important economic role, not least in developing countries. Many of the contributors are from develping countries and indicate the problems and some of the solutions their countries will need to adopt during their process of reconstruction, development and recovery. The text discusses the decision-making process involving the political, socioeconomic, engineering, and natural sciences so as to develop, analyze and compare regulatory options. It considers how such measured decision making enables the selection of optimal responses to achieve safety from perceived hazards.

Book excerpt: A contribution to the ongoing debate about how to manage the growing risks of anthropogenic chemicals in the environment, Essentials of Toxic Chemical Risk weaves together coverage of the science that underlies toxic chemical risk assessment, the physiological and molecular bases of chemical toxicity, the process of assessing toxic chemical risk to human health and the environment, and the strategies employed in managing it. The book links toxic chemical risk to the real world of people and communities confronted with the vexing problem of how to deal with products that make their lives better but that also harbor a potential for harm. The book introduces the basics of toxicology from a risk assessment perspective, using a jargon-free, journalistic style that makes scientific concepts accessible to a wide audience without "dumbing down" the science. It covers the fate and transport of chemicals in the environment, dose-effect, animal toxicity testing, human epidemiology, the uptake, distribution, and elimination of toxic chemicals including first-order rate constants and calculations of body burdens, and the cellular basis of cancer and other diseases that can be caused by toxic chemicals. The book also introduces risk management and discusses the balance between precaution and socio-economic benefits, as embodied by the Toxic Substances Control Act, the Canadian Environmental Protection Act, and the European Unione(tm)s innovative REACH directive (Registration, Evaluation, Authorization, and Restriction of chemicals). Putting equal emphasis on the twin issues of risk assessment and risk management, the author has carefully selected topics that shed light on risk management decisions and cover ecotoxicolocy and organismic toxicology. The book provides a thorough introduction to the science of toxicology and to the policy debates and scientific uncertainties that make risk management a work in progress.

Available in PDF, EPUB and Kindle. Book excerpt: Chemicals play an important role in everyday life. However, some chemicals are highly toxic and need to be regulated. In 1976, the Congress passed the Toxic Substances Control Act (TSCA) to authorize the Environmental Protection Agency (EPA) to control chemicals that pose an unreasonable risk to human health or the environment, but some have questioned whether TSCA provides EPA with enough tools to protect against chemical risks. Like the United States, the European Union (EU) has laws governing the production and use of chemicals. The EU has recently revised its chemical control policy through legislation known as Registration, Evaluation and Authorization of Chemicals (REACH) in order to better identify and mitigate risks from chemicals. GAO was asked to review the approaches used under TSCA and REACH for (1) requiring chemical companies to develop information on chemicals' effects, (2) controlling risks from chemicals, and (3) making information on chemicals available to the public. To review these issues, GAO analyzed applicable U.S. and EU laws and regulations and interviewed U.S. and EU officials, industry representatives, and environmental advocacy organizations. GAO is making no recommendation ...

Available in PDF, EPUB and Kindle. Book excerpt: There is widespread public concern about hazardous chemicals that are contained in air, soil, water and food. Policy has therefore adopted a series of laws and regulations concerning emissions into and concentration levels in different media including food. As policy makers do not only have to consider the protection of the environment but also need to ensure a well-functioning economy at the same time, these limit or target values need to be set in a balanced way. The main problem, however, is to compare the costs for achieving these targets with the benefits to society by having a smaller exposure to hazardous substances (cost-benefit analysis). This book sets out to improve the reliability of cost-benefit analyses particularly of hazardous substances present in air, water, soil and food. It suggests that the human health risk assessment of chemicals is performed in a bottom-up analysis, i.e., following a spatially resolved multimedia modelling approach. In order to support cost-benefit analyses, the approach is accompanied by monetary valuation of human health impacts, yielding so-called external costs. Results for selected priority metals show that these external costs are small compared to those by the classical air pollutants and involve rather long time horizons touching on the aspect of intergenerational equity within sustainable development. When including further hazardous substances, the total external costs attributable to contaminants are expected to be more substantial.
