The more populous a nation, the lower the cost per taxpayer of highways, schools, and public safety. The more domestic consumers, the larger the scale of markets unfettered by trade barriers. The larger a nation’s economy, the greater the diversity of jobs available to workers. But greater size comes at a cost: the more people, the more potential for conflict. This trade-off between the benefits of size and the potential for conflict often determines whether a nation succeeds—or fails. Since WWII, most nations in which the advantages of size were outweighed by the disadvantages of internal strife have split apart. As a result, the number of nations in the world has exploded from 74 in 1945 to 196 in 2022. But some large countries today remain “too big.” Nations that fail to rightsize will suffer from increasing social turmoil and political violence in the years ahead. These countries risk civil war or the rise of authoritarian leaders from both the far-right and far-left who promise to bind a nation together by force. Book excerpt: Following the 1998 terrorist bombings of two U.S. embassies in Africa that resulted in more than 220 deaths and 4,000 injuries, there have been recurring calls to evaluate and realign-or rightsize-the number and location of staff at U.S. embassies and consulates and to consider staff reductions where practical to reduce security vulnerabilities. The administration showed its support for rightsizing in the President's Management Agenda by directing all agencies operating overseas to rightsize their presence. The Office of Management and Budget (0MB) is implementing this rightsizing initiative by analyzing the U.S. overseas presence and reviewing the staffing allocation process. Given the high costs of maintaining more than (30,000 Mexicans and foreign nationals overseas and the events of September 11, 2001, that highlighted the security vulnerability of Americans worldwide, the administration's rightsizing initiative aims to reconfigure U.S. government overseas staff to the minimum number necessary to meet U.S. foreign policy goals. In May 2002, we presented testimony on a framework for determining the appropriate number of staff to be assigned to a U.S. embassies. As you requested, this report presents the framework discussed in our testimony that outlines the key criteria for evaluating the U.S. overseas presence, along with examples of key questions that may be useful in making the right decisions.

The Middle East is an exception. As a result, the norm in the region has been highly centralized, unitary systems that have, more often than not, paved the way for authoritarian rule or played witness to serious internal fragmentation and conflict divided along ethnic or religious lines.Federal Solutions for Fragile States in the Middle East makes an argument for the implementation of federalism in the post-conflict states of the Middle East.
