Book excerpt: The 1982 United Nations Convention on the Law of the Sea lays down a comprehensive regime of law and order in the world's oceans and seas. This Dissertation is a new conception for the broader explanation and interpretation of a nature of "Geographically Disadvantaged States." This phenomenon is a one of the great achievements of the Convention among others relating to the rights and duties of the landlocked/coastal States. The Convention was considered as a "package deal" among many States with widely different attitudes and interests regarding the ocean and maritime issues. The coastal States with substantial ocean coastlines fixed their objectives on how to maximize their jurisdiction over coastal waters and their control over the exploitation of resources off their coasts. The landlocked and geographically disadvantaged states with no coastlines or very short ones relative to their size and population intended to benefit from a seabed mining system in which they could participate and from which they could share profits. Nevertheless, the Convention obtained the noteworthy achievements covering the whole spectrum of the Law of the Sea.
