Book excerpt: The 1970's was a decade for discovery of the enforceable legal rights of disabled people. What does the coming decade hold in store? Where once disabled people were a silent minority, their consumer organizations and self-help groups will increasingly assert claims of right, not charity. The International Year of the Disabled will offer a time to formulate specific agendas to breathe life into noble declarations of principle and just statements of law. The International Year will also mark the tenth anniversary of the United Nations Declaration on the Rights of Mentally Retarded Persons. Will these events provoke a searching reassessment of existing legal protection at national, state and local levels? Will this focus attention on governmental and private compliance with evolving international norms of decent treatment for, and social integration of retarded persons? This paper examines some ways of strengthening legal advocacy services as a means of keeping society's promises to disabled people and turning broad rights into realities.

Book excerpt: This book is the formal presentation of the issues discussed at the Second National Conference on the Legal Rights of Citizens with Mental Retardation. A relationship between the community and its citizens with mental retardation is discussed extensively in the first section of the book. Other sections of the book are devoted to key litigation and legislation for the rights of citizens with mental retardation, law as it pertains to newborns with severe handicaps, advances in education and rehabilitation, and future strategies for advocacy. A few of the noted contributors include Carl R. Halpern, Dean of the CUNY Law School, Professor Robert A. Burt of Yale University, and Professor Robert H. Mnookin of Stanford University. This book is designed as a basic reference for advocates and others concerned with the mentally retarded.

Book excerpt: The fundamental right of speaking for oneself has long been denied to mentally handicapped people, who have usually had decisions made for them about every detail of their lives. They have been taught dependence. Recently, the Self-Advocacy Movement has been proving that people can learn independence. This book tells the story of People First of Oregon, Project 2 of Nebraska, and similar projects in England, where participants have been building the skills necessary to take charge of their own lives. It offers practical advice and support for parents, hostel workers, and others interested in developing self-advocacy for mentally handicapped people. It includes detailed models of existing projects, lists teaching materials, and presents personal accounts by mentally handicapped participants in self-advocacy projects both in the United States and England.

Book excerpt: "This report found that many people with disabilities enter institutions as children and remain there for their entire lives. Most of these institutions visited by Human Rights Watch researchers did not provide for more than people’s basic needs, such as food and hygiene, with scarce contact with the community and little opportunity for personal development. Some residents are tied to their beds and given sedatives to control them."--Publisher website.

Available in PDF, EPUB and Kindle. Book excerpt: This volume offers a collection of writings on ethical issues regarding retarded persons. Because this important subject has been generally omitted from formal discussions of ethics, there is a great deal which needs to be addressed in a theoretical and critical way. Of course, many people have been very concerned with practical matters concerning the care of retarded persons such as what liberties, entitlements or advocacy they should have. Interestingly, because so much practical attention has been given to issues which are not discussed by ethical theorists, they offer a rare opportunity to evaluate ethical theories themselves. That is, certain theories which appear convincing on other subjects seem implausible when they are applied to reasoned and com pelling views we hold concerning retarded individuals. Our subject, then, has both practical and conceptual dimensions. More over, because it is one where pertinent information comes from many sources, contributors to this volume represent many fields, including philosophy, religion, history, law and medicine. We regret that it was not possible to include more points of view, like those of psychologists, sociologists, nurses and families. There is however, a good and longstanding literature on mental retardation from these perspectives.
