I was in the class of 1976 at Carlisle and I currently serve on the Board of NBR where I am closely aligned with the Strategic Asia Program. As such, I was quite pleased when the NBR joined the continuing efforts of the U.S. Army War College's Strategic Studies Institute to study developments in China's People's Liberation Army (PLA) as cosponsors of the 19th PLA Carlisle Conference from October 6-8, 2006. Right-Sizing the People's Liberation Army: Exploring the Contours of China's Military is the ninth volume in this series published by the Strategic Studies Institute and represents the collective scholarly efforts of those who contributed to the 2006 conference. The book addresses how the leadership of China and the PLA view what size of PLA best meets China's requirements.

Book excerpt: "Right-sizing the People's Liberation Army: exploring the contours of China's military" is the ninth volume in this series published by the Strategic Studies Institute, and it represents the collective scholarly efforts of those who contributed to the People's Liberation Army Carlisle Conference 2006. With military spending and modernization that have persisted with little or no abatement or recantation for well over a decade, China has the entire international community wondering to what ends such growth will be put. This question, which was addressed at the 2006 PLA Conference, raises another important question: What would a "right sized" PLA look like? In other words, in terms of China's national security strategy, regional and global requirements and expectations, and domestic drivers, what might an armed force consistent with Beijing's legitimate self-defense requirements be composed of and how large would it be? The PLA Conference, by exploring the right size for PLA missions, functions, and organization, provided insight into future Chinese defense planning, strategic intentions, and potential PLA missions. This volume -- harvesting the fruit of research and discussion from the 2006 PLA Conference -- considers the force structure of the PLA and China's latest training, doctrinal, and procurement efforts across the arms and services of its military forces. Organized on a service-by-service basis, this assessment provides new insights into the drivers behind the size, posture, and arming of the Chinese military. Though China's military intentions have long been shrouded in a veil of secrecy, the chapters herein draw vital information from a diverse assortment of Chinese and American sources to illuminate these hidden contours, offering perspectives and conclusions with far-reaching implications for policy makers and defense leaders in the United States and worldwide.

China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...

Book excerpt: This report examines many of the weaknesses in China's People's Liberation Army (PLA) human capital and organization realms, its combat capabilities across various domains, and China's defense research and industrial complex. Furthermore, the report analyzes how these weaknesses affect the PLA's performance of missions tasked by Beijing. China's military isn't ready to win wars despite spending heavily to modernize. The People's Liberation Army suffers from 'potentially serious weaknesses' that could limit its ability to conduct the operations required to fight and win future conflicts. "Although the PLA's capabilities have increased dramatically, its remaining weaknesses increase the risk of failure to successfully perform the missions the Chinese Communist Party leaders may task it to perform," the report says. It cited Taiwan contingencies, maritime claim missions, protecting sea lines of communications and some non-war military operations. The report looks at two critical shortcomings: institutional and combat capabilities. On institutional issues, the PLA faces shortcomings regarding outdated command structures, quality of personnel, professionalism and corruption. Combat weaknesses include logistical, insufficient strategic airlift capabilities, limited numbers of special-mission aircraft, and deficiencies in fleet air defense and anti-submarine warfare.

Available in PDF, EPUB and Kindle. Book excerpt: There are a few books on all naval weapon systems for all nations in the world. These are limited in many Chinese technologies, with not a single entry on several important areas such as communications, weapon integration/ control and sonars. There are other excellent books on PLAN organization, high level assumed goals and political structure, but little on actual ship combat system details except possibly in limited areas. This book traces, in detail, the long path from a coastal defense force of obsolete ships and crude systems to the current complex unique new construction coastal missile catamarans and AEGIS-like large DDGs with indigenous Vertical launch weapons and long range cruise missiles. In war gaming or operational tactics, many tables with frequencies, loadouts and ranges are useful, especially if unclassified. With this book, all of these platforms and systems are in one source. The book is divided into sections on frigates, destroyers, missile destroyers, patrol craft, naval aircraft and helicopters, nuclear and diesel submarines. Antisubmarine, anti-air, antisurface and mine warfare, amphibs and auxuiliaries are in their own areas. Even state-owned paramilitary vessels are covered. Hull, machinery and electrical and deperming are also addressed. This book prompts the reader to discern PLAN areas of weakness as well as threats based upon the sum of tables, rather than merely accept an author’s conclusions. The enigmatic PLAN aircraft carrier preparations in pilots, shipyard and battle group basing will be noted. The only fact pending is when the keels will be laid in Shanghai and the actual tonnage.

China is predicted to be on the brink of overtaking the USA as the world's largest economy, and China's military capabilities and global ambitions are the single greatest long-term pre-occupation of Western governments. The PLA has progressed steadily – if slowly – since its creation in 1949, from a mass army of unsophisticated infantry limited to 'human wave' tactics into a highly sophisticated force with wide capabilities. The most recent reforms (1989 to the present day) have been made possible by massive economic liberalization, and have seen not only the modernization of all the armed forces but the beginnings of global outreach, even including Chinese participation in UN peace-keeping missions to Africa, the Middle East, and Haiti. Featuring rare photographs and specially commissioned color artwork, this study explores the developing structure, organization, equipment, appearance, and character of the Chinese People's Liberation Army from its creation until today.

Book excerpt: Analysts should question assumptions about whether, how, and to what effect the People’s Liberation Army (PLA) is learning and adapting based on foreign conflicts. China’s openness to learning might be less or different than it was in the 1990s. Many of the potential “lessons learned” from Ukraine confirm strategies the PLA has been considering for years, including joint operations, nuclear signaling to deter U.S. intervention, achieving information dominance, decapitation strikes, political work, personnel development, and logistics support. A few potentially impactful lessons have received less attention: a reassessment of the PLA ground force’s near-complete shift to battalions and brigades, insights on successful deception in a Taiwan scenario, and greater PLA focus on protracted conflict. If the PLA adopts these lessons, it could be less vulnerable to the U.S. and Ukrainian approaches that hindered Russia’s offensive in 2022. However, there are numerous steps the United States and Taiwan can take to preserve advantages.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Available in PDF, EPUB and Kindle. Book excerpt: This updated volume is of special relevance in light of the profound changes occurring within the Chinese People's Liberation Army (PLA). China's desire to develop a military commensurate with its diverse interests is both legitimate and understandable. The challenge for U.S. Pacific Command (USPACOM) is to understand how China will employ this growing military capability in support of its interests. The book addresses the uncertainty surrounding the potential direction of the PLA by examining three distinct focus areas: domestic, external, and technological drivers of PLA modernization; alternative futures for the PLA; and, Implications for the region, world, and U.S.-China relations. The analysis provides an insightful perspective into the factors shaping and propelling the PLA's modernization, its potential future orientation ranging from internally focused to globally focused, and how the PLA's choices may impact China's relations with its neighbors and the world. Audience: Military personnel, policy analysts, lawmakers, and foreign officers in the Asia Pacific region may find many insights in this book pertaining to the development of the Chinese People's Liberation Army under the leadership of Chinese President, Xi Jinping. High school, community college, and undergraduate university students pursuing coursework and research for United States 1945- Present, global studies, and world history classes may find this text helpful for classroom debates about the expansion of the Chinese military role. Book excerpt: In recent years, the nature of conflict has changed. Through asymmetric warfare radical groups and weak state actors are using unexpected means to deal stunning blows to more powerful opponents in the West. From terrorism to information warfare, the Wests air power, sea power and land power are open to attack from clever, but much weaker, enemies. In this clear and engaging introduction, Rod Thornton unpacks the meaning and significance of asymmetric warfare, in both civilian and military realms, and examines why it has become such an important subject for study. He seeks to provide answers to key questions, such as how weaker opponents apply asymmetric techniques against the Western world, and shows how the Wests military superiority can be seriously undermined by asymmetric threats. The book concludes by looking at the ways in which the US, the state most vulnerable to asymmetric attack, is attempting to cope with some new battlefield realities. This is an indispensable guide to one of the key topics in security studies today.
