Book excerpt: "In Colombia, the beginning of a new century has brought with it a palpable feeling of optimism. Colombians and visitors sense that the country's considerable potential can be realised, and education is rightly seen as crucial to this process. As opportunities expand, Colombians will need new and better skills to respond to new challenges and prospects. The government is therefore determined to address key challenges confronting tertiary education in the country: expanding enrolment and improving equity, increasing quality and relevance, and making governance and finance more responsive. Colombia has more than a decade of progress under its belt, and the energy to reach ambitious policy goals. Getting there in practice will involve dialogue and consensus-seeking among all stakeholders, as well as new resources and new rules."--Publisher's description.

This book was released on 1984 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

Book excerpt: This country review report offers an independent analysis of major issues facing the use of school resources in Colombia from an international perspective. It provides a description of national policies, an analysis of strengths and challenges, and a proposal of possible future approaches. The analysis focuses on the funding of school education, the provision of school education and the development of the teaching profession. Rural education represents a transversal theme of the report within the context of Colombia's peace agreement and objectives to close rural-urban gaps in social and economic development. Issues covered include the level of spending, sources of funding and funding mechanisms; the organisation of the school network, including the funding of private provision; school governance, leadership and community participation; the organisation of teaching and learning, including learning standards, educational materials, student assessment, and instruction time; teacher learning in pre-service and in-service education; and teacher recruitment and career progression. The report covers all levels of compulsory education as well as transitions from early childhood education and care to school education and from school education to the labour market and tertiary education.

Book excerpt: How can Colombia improve both the quality and equity of its education system while also addressing efficiency challenges? Despite a fundamental transformation of its education system over the past two decades, Colombia faces two critical challenges: high levels of inequality from the earliest years and low levels of quality across its education system. This report assesses Colombia policies and practices against the best approaches in education and skills from across the OECD. It analyses its education system major strengths and the challenges it faces, from early childhood education and care to tertiary education. With insights drawn from international research, it offers recommendations on how Colombia can improve quality and equity to reach its goal of being the "most educated" country in Latin America by 2025. This report will be of interest in Colombia as well as other countries looking to raise the quality, equity and efficiency of their education systems.--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: Japan's education system is one of the top performers compared to other OECD countries. International assessments have not only demonstrated students' and adults' high level of achievement, but also the fact that socio-economic status has little bearing on academic results. In a nutshell, Japan combines excellence with equity. This high performance is based on the priority Japan places on education and on its holistic model of education, which is delivered by highly qualified teachers and supported by the external collaboration of communities and parents. But significant economic, socio-demographic and educational challenges, such as child well-being, teacher workload and the high stakes university exam, question the sustainability of this successful model. Policy makers in Japan are not complacent, and as Japan starts implementing its Third Basic Plan for the Promotion of Education (2018-22), they are carefully analysing tomorrow's threats to Japan's current success. This report aims to highlight the many strengths of Japan's education system, as well as the challenges it must address to carry out reforms effectively and preserve its holistic model of education. The ultimate goal is to ensure that the education system delivers the best for all students, and that Japanese learners have the knowledge, skills, attitudes and values they need for the 21st century.
