At the conclusion of the site visit, the federal review team presented preliminary observations and recommendations to the local agencies taking part in the review. These observations were incorporated into a draft Overview Report which was distributed for review and comment to the Metropolitan Planning Organization and other local participants in the EPR. The Overview Report formed the basis for this Final Report, which describes the EPR in greater depth and is intended for public distribution.
