Book excerpt: Transparency in government operations is widely regarded as an important precondition for macroeconomic fiscal sustainability, good governance, and overall fiscal rectitude. Notably, the Interim Committee, at its April and September 1996 meetings, stressed the need for greater fiscal transparency. Prompted by these concerns, this paper represents a first attempt to address many of the aspects of transparency in government operations. It provides an overview of major issues in fiscal transparency and examines the IMF's role in promoting transparency in government operations.

This book was released on 2009-10-26 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Fund has come a long way since the inception of its policy toward increased openness some ten years ago. Most Board documents are now published; the volume of information in the Fund’s archives has increased significantly; and the Fund has strengthened outreach efforts to explain its operations and views to the outside world. Transparency and openness has become increasingly seen as a normal and essential part of the Fund’s business. There are significant benefits from increased transparency: it strengthens the Fund’s ability to influence public debate, subjects the Fund to outside scrutiny, and enhances the Fund’s legitimacy by making it more accountable. These benefits will only loom larger as the Fund takes on a larger role in calling out risks to the global economy, to help prevent future economic and financial crises. Indeed, in today’s world openness from public institutions like the Fund is generally expected.

The Independent Evaluation Office has been established to provide objective and independent evaluation of issues related to the Fund. The Fund’s transparency has also been increased through external consultations on, and independent evaluations of, its own policies and more systematic publication of policy papers. Finally, the Fund has enhanced the provision of information to the public through its website, and a substantial percentage of documents covering a wide range of topics is now published. Overall, activities of the Fund are now subject to much greater public scrutiny.

This book was released on 2003-09-29 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper presents for consideration by Directors the issue of a move to a policy of presumed publication of staff reports, and lays out possible options for modalities of implementing the policy of presumed publication. The paper also addresses several issues deferred to this review including: (i) presumed publication of UFR staff reports in exceptional access cases; (ii) deletions of highly politically-sensitive information; (iii) presumed publication of Financial System Stability Assessment (FSSA) reports and a policy for publication of Technical Notes prepared in the context of the Financial Sector Assessment Program (FSAP); and (iv) presumed publication of Reports on the Observance of Standards and Codes (ROSCs). The paper also addresses the issue of a modification policy for staff policy papers prior to publication, and the possibility of withholding publication of a staff report when deletions of highly market sensitive material would significantly alter its key messages.

Book Synopsis Guidance Note on the Fund’s Transparency Policy by : International Monetary Fund
Download or read book Guidance Note on the Fund’s Transparency Policy written by International Monetary Fund and published by International Monetary Fund. This book was released on 2010-01-04 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global financial crisis has had a significant impact on low-income countries (LICs)’ debt vulnerabilities. Recent debt sustainability analyses (DSAs) indicate that external and fiscal financing requirements have increased. In addition, standard measures of a country’s capacity to repay debt?GDP, exports, and fiscal revenue?are expected to be permanently lower. On average, debt ratios are therefore expected to deteriorate in the near term, particularly for public debt.
Book Synopsis Making Politics Work for Development by : World Bank
Download or read book Making Politics Work for Development written by World Bank and published by World Bank Publications. This book was released on 2016-07-14 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
Book Synopsis Reviews of the Fund's Sovereign ARREARS Policies and Perimeter by : International Monetary
Download or read book Reviews of the Fund's Sovereign ARREARS Policies and Perimeter written by International Monetary and published by International Monetary Fund. This book was released on 2022-05-23 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper undertakes a comprehensive review of the Fund’s sovereign arrears policies. Staff assesses that the Fund’s Lending into Arrears to Private Creditors (LIA) policy (established in 1989 and last reviewed in 2002) remains broadly appropriate, while recommending some improvements given the experience gained over the last 20 years. Staff also sees merit in codifying the existing practice guiding the Fund in preemptive debt restructurings into a Fund policy, together with an amendment focusing on debt transparency. Given limited experience with the application of the LIOA policy (established in 2015), staff does not propose any amendments but only one restatement confirming current practice. Given recent developments in the international creditor community, staff proposes refining the Fund’s arrears policies with respect to multilateral creditors. Finally, recent developments raise questions about the perimeter between official bilateral and private claims, with significant implications for the Fund’s arrears policies.
Book Synopsis Review of the IMF's Communications Strategy by : International Monetary Fund
Download or read book Review of the IMF's Communications Strategy written by International Monetary Fund and published by International Monetary Fund. This book was released on 2014-06-30 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The framework guiding the IMF’s communications—established by the Executive Board in 2007—has enabled the institution to respond flexibly to the changing global context. The framework is based on four guiding principles: (i) deepening understanding and support for the Fund’s role and policies; (ii) better integrating communications into the IMF’s daily operations; (iii) raising the impact of new communications materials and technologies; and (iv) rebalancing outreach efforts to take account of different audiences. In addition, greater emphasis has been placed on strengthening internal communications to help ensure institutional coherence in the Fund’s outreach activities. Continued efforts are needed to strengthen communications going forward. Several issues deserve particular attention. First, taking further steps to ensure clarity and consistency in communication in a world where demand for Fund services continues to rise. Second, doing more to assess the impact of IMF communications and thus better inform efforts going forward. Third, engaging strategically and prudently with new media—including social media.
Book Synopsis Periodic Monitoring Report on the Status of Board-Endorsed Independent Evaluation Office Recommendations and Management Implementation Plans by : International Monetary Fund
Download or read book Periodic Monitoring Report on the Status of Board-Endorsed Independent Evaluation Office Recommendations and Management Implementation Plans written by International Monetary Fund and published by International Monetary Fund. This book was released on 2007-03-12 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: IEO evaluations are an integral part of the Fund’s learning culture, helping the Fund absorb lessons that improve its work. In addition, the objectivity of IEO evaluations has bolstered the Fund’s credibility. In discussing the report of the External Evaluation of the IEO (the “Lissakers report”), Executive Directors welcomed the suggestions to strengthen follow-up to the IEO recommendations?including more Board involvement—and supported a more systematic approach for following up and monitoring the implementation of IEO recommendations approved by the Board. This periodic monitoring report (PMR) is the first such effort under the new procedures approved by the Executive Board in January 2007. In particular, it responds to the instruction that “Management shall present to the Board a periodic monitoring report on the state of implementation of actions contained in the forward-looking implementation plans already in force and not deemed completed on the occasion of a prior periodic monitoring report. These reports shall indicate difficulties in implementing the original plan and propose remedial or substitute actions whenever appropriate. The first periodic monitoring report shall be prepared following the delivery of the 2007 IEO Annual Report. As the IEO Annual Reports cover the status of all past IEO recommendations, it is expected that the first periodic monitoring report produced by Management would also review the implementation of recommendations made to date.”
Book Synopsis Review of the Monetary Policy Framework by : Great Britain: H.M. Treasury
Download or read book Review of the Monetary Policy Framework written by Great Britain: H.M. Treasury and published by The Stationery Office. This book was released on 2013-03-20 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews the performance of the UK's flexible inflation targeting framework against the internationally-accepted monetary policy objective of price stability, a pre-requisite to longer-term growth and macroeconomic stability. Chapters cover the historical and international context, monetary policy frameworks and monetary policy instruments. The paper gives the Monetary Policy Committee's revised remit at Budget 2013. The Government has retained a flexible inflation target framework. The inflation target of 2 per cent, as measured by the 12-month increase in the Consumer Prices Index, is re-affirmed. The remit has been updated to clarify the trade-offs that are involved in setting monetary policy to meet a forward-looking inflation target, and in forming and communicating its judgements the MPC should promote understanding of these trade-offs. The remit continues to require an exchange of open letters between the Governor of the Bank of England and the Chancellor of the Exchequer if inflation moves away from the target by more than 1 percentage point in either direction. The open letter from the Governor should now be sent alongside the minutes of the MPC meeting that followed the publication of the CPI data. The remit requests that the MPC provides in its August 2013 inflation report an assessment of the merits of using intermediate thresholds - policy commitments conditional on future economic developments. The remit also reflects the Government's intention that the frameworks for monetary policy and macro-prudential policy, operated by the MPC and FPC of the Bank of England respectively, should be coordinated.
