Book excerpt: The Committee on Foreign Investment in the United States (CFIUS) is comprised of nine members, two ex officio members, and other members as appointed by the President representing major departments and agencies within the federal executive branch. While the group generally has operated in relative obscurity, the proposed acquisition of commercial operations at six U.S. ports by Dubai Ports World in 2006 placed the group's operations under intense scrutiny by Members of Congress and the public. Prompted by this case, some Members of the 109th and 110th Congresses questioned the ability of Congress to exercise its oversight responsibilities given the general view that CFIUS's operations lack transparency. Other Members revisited concerns about the linkage between national security and the role of foreign investment in the U.S. economy. Some Members of Congress and others argued that the nation's security and economic concerns have changed since the September 11, 2001, terrorist attacks and that these concerns were not being reflected sufficiently in the Committee's deliberations. In addition, anecdotal evidence seemed to indicate that the CFIUS process was not market neutral. Instead, a CFIUS investigation of an investment transaction may have been perceived by some firms and by some in the financial markets as a negative factor that added to uncertainty and may have spurred firms to engage in behavior that may not have been optimal for the economy as a whole. On July 12, 2016, Senator Charles Grassley introduced S. 3161 to include the Secretary of Agriculture as a permanent member of the CFIUS and to include the national security impact of foreign investments on agricultural assets as part of the criteria the Committee uses in deciding to recommend that the President block a foreign acquisition.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the most comprehensive study of the Australian think-tank industry to date. Drawing on empirical evidence, it first assesses the structure of the industry, the methods think tanks use to persuade policymakers, and public perceptions of their effectiveness. The book then proceeds to examine three unique policy cases to analyse think tank influence on policymaking. It argues that whilst think tanks play important roles in Australia’s policy process, their impacts vary depending on their approach and objectives. The book also demonstrates that policymakers with contrasting ideological orientations diverge in their assessments of the utility and influence of think tanks. It will appeal to students and scholars of public policy, and practitioners in public administration and governance.

Book excerpt: Where the last three decades of the 20th century witnessed a China rising on to the global economic stage, the first three decades of the 21st century are almost certain to bring with them the completion of that rise, not only in economic, but also political and geopolitical terms. China's integration into the global economy has brought one-fifth of the global population into the world trading system, which has increased global market potential and integration to an unprecedented level. The increased scale and depth of international specialisation propelled by an enlarged world market has offered new opportunities to boost world production, trade and consumption; with the potential for increasing the welfare of all the countries involved. However, China's integration into the global economy has forced a worldwide reallocation of economic activities. This has increased various kinds of friction in China's trading and political relations with others, as well as generating several globally significant externalities. Finding ways to accommodate China's rise in a way that ensures the future stability and prosperity of the world economy and polity is probably the most important task facing the world community in the first half of the 21st century. The book delves into these issues to reflect upon the wide range of opportunities and challenges that have emerged in the context of a rising China.

Book excerpt: This book analyses digital diplomacy as a form of change management in international politics. The recent spread of digital initiatives in foreign ministries is often argued to be nothing less than a revolution in the practice of diplomacy. In some respects this revolution is long overdue. Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. In particular, the adoption of digital diplomacy (i.e., the use of social media for diplomatic purposes) has been implicated in changing practices of how diplomats engage in information management, public diplomacy, strategy planning, international negotiations or even crisis management. Despite these significant changes and the promise that digital diplomacy offers, little is known, from an analytical perspective, about how digital diplomacy works. This volume, the first of its kind, brings together established scholars and experienced policy-makers to bridge this analytical gap. The objective of the book is to theorize what digital diplomacy is, assess its relationship to traditional forms of diplomacy, examine the latent power dynamics inherent in digital diplomacy, and assess the conditions under which digital diplomacy informs, regulates, or constrains foreign policy. Organized around a common theme of investigating digital diplomacy as a form of change management in the international system, it combines diverse theoretical, empirical, and policy-oriented chapters centered on international change. This book will be of much interest to students of diplomatic studies, public diplomacy, foreign policy, social media and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the changing dynamics of power in the international arena since the end of the Cold War. Brown engages in analysis of how the United States and the European Union have responded to the so-called rise of China through an examination of how policymakers’ perceptions of China have changed over time and influenced their policy choices. This study undertakes rigorous analysis of how these perceptions have evolved between 1989 and 20092016, offering a comparative perspective on the similarities and differences between the policy discourse and behaviour within these two Western powers. Brown argues that ‘China’s rise’ is a contested notion, with varied perceptions of how the implications of China’s ascendancy have shaped policy preferences in ways that are inconsistent with concerns over the threat of an impending power-transition. Combining concepts and methods derived from IR and FPA, the book examines the linkages between great power politics and policymakers’ competing interpretations of key international actors, and their influence upon foreign policies. The main objective of the study is to illuminate the different ways in which the US and the EU have responded to the rise of China through a close analysis of their decision-making processes and outcomes across a series of key encounters and events, including the transatlantic debate over the EU’s proposal to lift its China arms embargo (2003-2005). Undertaking qualitative analysis of the development of American and European policymakers’ perceptions of China, this book will be of interest to graduates and scholars of post-Cold War international politics, Foreign Policy Analysis, policymaking, US-China relations and EU-China relations.

Book excerpt: This Intergovernmental Panel on Climate Change Special Report (IPCC-SRREN) assesses the potential role of renewable energy in the mitigation of climate change. It covers the six most important renewable energy sources – bioenergy, solar, geothermal, hydropower, ocean and wind energy – as well as their integration into present and future energy systems. It considers the environmental and social consequences associated with the deployment of these technologies and presents strategies to overcome technical as well as non-technical obstacles to their application and diffusion. SRREN brings a broad spectrum of technology-specific experts together with scientists studying energy systems as a whole. Prepared following strict IPCC procedures, it presents an impartial assessment of the current state of knowledge: it is policy relevant but not policy prescriptive. SRREN is an invaluable assessment of the potential role of renewable energy for the mitigation of climate change for policymakers, the private sector and academic researchers.

This book was released on 2011-07-20 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Foreign Affairs Committee believes the events of the 'Arab Spring' should stand as a reminder to the Foreign and Commonwealth Office (FCO) that failing to take a stronger and more consistent stance against human rights violations by overseas regimes can carry risks for the UK. Any suggestion that the FCO downplays criticism of human rights abuses in countries with which the UK has close political and commercial links is damaging to the UK's reputation and undermines the department's overall work in promoting human rights overseas. The Committee is less confident than the FCO that there is little conflict between its simultaneous pursuit of both UK commercial interests and improved human rights standards overseas. The Committee heard concerns on this front with respect to Saudi Arabia and Bahrain in particular. There should be a more robust and significantly more consistent position on human rights violations in the Middle East and North Africa. On China, the Committee finds it difficult to support the Government's approach to human rights engagement with China in the continuing absence of any evidence that it is yielding results, and when the human rights situation in China appears to be deteriorating. The Government should engage in more explicit, hard-hitting and consistent public criticisms of human rights abuses in China. The Committee welcomes the FCO's continued production of an annual human rights report and the Government's recognition that the UK's own human rights practices affect its international reputation and ability to pursue improvements in human rights standards overseas.
