Book excerpt: Transportation analysts and the public decision-makers they support are confronted with a broad range of analytical tools for estimating the economic impacts of improvements to transportation networks. Many of the available models operate at different scales and have distinctly different structures, making them more or less appropriate for analyzing the impacts of different types of projects. Here, we review several of the economic methods and models that have been developed for analyzing the impact of transportation improvements, giving special attention to types of projects that add highway capacity in urban areas. We review project-based methods, including benefit-cost analysis and several analytical software tools developed by the Federal Highway Administration (FHWA) for economic analysis of transportation investment. We then move on to aggregate and disaggregate-level econometric methods, including regional economic models, hedonic price functions, production functions and cliometric analyses. We also devote some attention to the role of induced demand in economic evaluation, since it is often one of the most uncertain and confounding factors faced by those charged with conducting economic evaluation of transportation projects.

Book excerpt: This synthesis report will be of interest to DOT administrators, supervisors, and staff, as well as to the consultants working with them in assessing the economic development impacts of existing or proposed transportation investments. Metropolitan Planning Organization regional and local staffs might also find it informative. It is intended to help practicing planners become aware of the range of methods and analysis techniques available, organized by the different categories of agency needs, to address different types of planning, policy, and research needs. This synthesis summarizes the current state of the practice by means of a survey of transportation planning agencies in the United States, Canada, and the United Kingdom. This report provides reviews of the analysis methods used in recent project and program evaluation reports of these agencies, in addition to a bibliography of economic literature and guides.

Book excerpt: Estimating the economic impact of transportation improvements has previously proven to be a difficult task. After an exhaustive literature review, it was clear that the transportation profession lacked standards and methodologies for determining economic impact from transportation investments. As a result, Texas Transportation Institute (TTI) researchers sought to fulfill this need. This project examined the current and historical economic impact assessment programs utilized by four state departments of transportation. Researchers evaluated these programs based on three outcomes: increased business and industry competitiveness, strengthened long-term regional and local economies, and enhanced household well-being. Researchers found that promoting transparency and flexibility and involving as many stakeholders as possible were key elements to economic program success. Based on these successful program elements, TTI professionals developed a new economic determination method to incorporate into the existing Transportation Revenue Estimation and Needs Determination System (TRENDS). The results from this study were also used to educate the public on the impacts transportation improvements, or lack of improvements, have on communities.

Book excerpt: This primer provides a foundation for understanding the role of economic analysis in highway decision making. It is oriented toward state and local officials who have responsibility for assuring that limited resources get targeted to their best uses and who must publicly account for their decisions. Economic analysis is presented as an integral component of a comprehensive infrastructure management methodology that takes a long-term view of infrastructure performance and cost. The primer encompasses a full range of economic issues, including economic fundamentals, life-cycle cost analysis, benefit-cost analysis, forecasting traffic for benefit calculations, risk analysis and economic impact analysis.

This book was released on 2013 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economic analyses of transportation investments are a common component of transportation planning. The profile of economic analyses has continued to rise due to increasing budget constraints and increasing emphasis on infrastructure's role in spurring economic development. One tool that has been developed specifically for transportation economic impact evaluation is the Transportation Economic Development Impact System (TREDIS). Common inputs for TREDIS are changes in travel characteristics caused by network improvements. Another commonly used planning tool is a travel demand model. Since 2003, the Texas Department of Transportation (TXDOT) has worked on the development of the Statewide Analysis Model (SAM) which estimates travel characteristics for passenger and freight modes. Together, the models have the potential to improve project evaluation and to highlight the roles that certain projects have in creating economic development. The hypothesis explored for this study is that SAM and TREDIS can be feasibly used together to help TXDOT evaluate the economic impacts of investments in freight corridors and other transportation investments. This report begins with general discussions of transportation economic analyses and the two models used. Then, the current SAM is evaluated using TREDIS followed by a discussion of the results and ways that this type of integrated planning can be incorporated by agencies. Through this study, key results include: the process of incorporating results from the SAM for use in TREDIS is feasible, an overall benefit-cost ratio of 4 for the entire set of long range roadway projects included in the SAM and 8 for only the interstate projects included in the SAM, rail and other transportation analyses are feasible using SAM and TREDIS.

It reviews 91 impact evaluations of transport interventions in developing countries, summarizes findings on outcomes, identifies evidence gaps, and proposes ways forward. Most of the studies reviewed find significant effects on at least one of the outcomes investigated. However, impact evaluation has given relatively little coverage to major areas of investment, such as urban and sustainable transportation, transport corridors, and efficiency enhancing measures. New methods and increasing openness of geospatial data provide scope to generate more innovative impact studies.

Book excerpt: In the last forty years or so the research field exploring the relationship and interaction between transport and development has developed rapidly. While sophistication in analysis has increased, understanding the effective integration of transport and development often remains poor in theory and in practice - with sometimes devastating effects. This Handbookprovides a comprehensive analysis of both the current and emerging thinking in this field, drawing on multidisciplinary thinking in transport planning, transport, urban and spatial economics, and the wider social sciences. With 45 chapters from leading international authors, the book is organised around three main themes: - urban structure and travel - transport and spatial impacts - wider dimensions in transport and development. The chapters each present commentary on key issues within these themes, presenting the debate on the impacts of urban structure on travel, the impacts of transport investment on development, and social and cultural change on travel. A multitude of competing inter-disciplinary perspectives are considered - leaving the reader with an invaluably comprehensive and critical understanding of the field. This major Handbookwill serve as a guide for undergraduates and graduate students, researchers, consultants, and also practitioners and policy makers, wishing to find a comprehensive and original reference to research on transport and development. Book excerpt: In that a transportation system can influence an economy for good or bad a system that enhances economic vitality becomes a crucial element in maintaining or developing economic prosperity. To provide a methodology to include economic development impacts of transportation improvement projects in the decision making process and the tools and alternatives available are here explored. Primary contributions of this document are results of a literature review, transportation professional and decision maker survey, economic modeling tool evaluation, and development of approach alternatives. The following thesis introduces the purpose and need for the given research, the procedure that was followed, the preliminary results, and a committee recommended action arrived upon after consideration of the research findings.
