The volume: ¢ Explores the Australian model of public sector audit. ¢ Provides a definition of a supreme Audit Institution (SAI) and the role and responsibilities of the public sector auditor. ¢ Examines the authority necessary for the SAI to function effectively. ¢ Discusses likely future reform of the SAI's legal framework. ¢ Illustrates how audit can be used to strengthen democratic institutions in emerging market economies. It will be of use to researchers, academics and students interested in the critical issues surrounding audit in general and public sector audit in particular. Available in PDF, EPUB and Kindle. Book excerpt: Britain's military forces have rarely been busier. It is therefore crucial to understand the developing trends and underlying assumptions of British Defence Policy, in regard to both foreign policy and international security. This volume, which covers both the Blair and Brown eras in defence policy making, places developments post 11 September in a wider context, assessing the impact of key personalities and events on a range of issues, notably the perennial concern of military overstretch. By critically appraising contemporary developments, and examining the driving policy in specific cases, this volume provides a relevant and up-to-date assessment of this vital policy area. As well as being contemporary in its analysis, the work is also comprehensive in scope, embracing both policy objectives - such as the expeditionary strategy and the desire to be a bridge between the US and EU - and the instruments that underpin such policy.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the concept of regional power in international relations. Using the emerging powers of India and South Africa as the case studies, it explores how regional powers simultaneously differ and share common features. The book develops a method to classify and evaluate different types of regional powers and applies this typology to contemporary case studies of India and South Africa. Regional power is often expected to have a positive influence on region-specific problems of conflict, economic deprivation and political instability. In reality, an ‘achievement-expectations gap’ can be seen in many regional powers, which can be analysed and understood through observable variation in regional power. The author discovers that in addition to the management of the internal regional order, regional powers have to establish individuality whilst fitting into the global international environment, altering both regional dynamics and creating variance in the level of control within the region. Elucidating concepts and definitions, this book is an accessible and in-depth study that both introduces key concepts and provides a framework for the future study of regional power in international relations. Redefining Regional Power in International Relations will be of interest to students and scholars of regionalism and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: Taking Aim at The Arms Trade: NGOs, Global Civil Society and the World Military Order takes a critical look at the ways in which NGOs portray the arms trade as a problem of international politics and the strategies they use to effect change. NGOs have been pivotal in bringing the suffering caused by the arms trade to public attention, documenting its negative impact on human rights, conflict, security and development around the world, and pushing for measures to control or eradicate the trade. Overall, however, their activity has helped sideline debate on Northern military predominance while facilitating intervention in the South based on liberal understandings of the arms trade, conflict, development and human rights. They thus contribute to the perpetuation of a hierarchical world military order and the construction of the South as a site of Northern benevolence and intervention. Stavrianakis exposes the tensions inherent in NGOs' engagement with the arms trade and argues for a re-examination of dominant assumptions about NGOs as global civil society actors.

Book excerpt: The Government published a consultation document "Export Control Act 2002: 2007 review of export control legislation" in June 2007 (further details can be accessed at http://www.berr.gov.uk/consultations/page39910.html). This report contains the Quadripartite Committee's own review of export control legislation, along with its response to the Government's consultation document. The Committee concludes that the Export Control Act 2002 has provided a sound legislative basis for controlling and regulating the UK's strategic exports but with gaps and shortcomings. It also welcomes the Government's review as a constructive process that addresses many of the issues the Committee and other parties have raised over several years, and praises the improvement in the volume and quantity of information that the Government provides. But the review does not mention HM Revenue and Customs, the department that enforces the controls; and it ignores the EU dimension despite a significant part of the export control regime being derived from EU legislation. The Committee makes nearly 100 recommendations and observations on the review and the operation and effectiveness of the UK export control legislation.

Book excerpt: One of the few up-to-date works on the whole of the arms trade, this book puts the global trade in weapons in the context of history and includes recent controversial deals, as well as case studies on Saudi Arabia, Iraq, and Darfur. It exposes the cynicism, bribery, and insider deals that characterize the conventional trade and the hidden world of torture. Nicholas Gilby led the Campaign Against Arms Trade (CAAT) in its efforts to expose the corruption at the heart of Britain's arms deals with Saudi Arabia over the past four decades. In 2008, he forced the disclosure of many documents concerning corruption in Britain's arms deals with Saudi Arabia.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers the most comprehensive analysis yet of the ASEAN Regional Forum (ARF), which remains the foremost dialogue forum for the promotion of cooperative security in the Asia-Pacific. Contributors focus on the perspectives and roles of the key players in the ARF – ASEAN, the United States, China, Japan, and Australia – and discuss to what extent these participants have shaped the Forum's institutional development and affected its achievements and prospects against the backdrop of the evolving regional security architecture. They also examine in depth how participants have used the Forum to respond to a range of important transnational security issues and challenges, including terrorism and maritime security, as well as disaster relief. This work also explores how, despite the difficulties in reaching a new consensus regarding the collective pursuit of preventive diplomacy, some activist participants have succeeded in bringing about a notable, albeit incipient, 'practical turn' in the ARF’s security cooperation. This book will appeal to students of South-East Asian Politics, Asian Security Studies and International Relations in general.

For more than six decades, this dedicated group of citizen-soldiers has quietly served as Canada's eyes, ears, and voice in isolated coastal and northern communities. Drawing on official records, interviews, and participation in Ranger exercises, Lackenbauer argues that the organization offers an inexpensive way for Canada to "show the flag" from coast to coast to coast. The Rangers have also laid the foundation for a successful partnership between the modern state and Aboriginal peoples, a partnership rooted in local knowledge and crosscultural understanding.

Available in PDF, EPUB and Kindle. Book excerpt: The sovereign power of the nation-state has been steadily eroding for decades under the pressure of multilateral organizations such as the United Nations and multiregional organizations such as the European Union. The increasing prominence of non-governmental organizations such as Greenpeace and Human Rights Watch in times of crisis has also contributed, since the problems such groups address often extend beyond national borders and are thus difficult for national governments to manage alone. Multiregionalism and Multilateralism investigates these forces as they factor into political and economic relations between Asia and Europe.
