The SFW and other dormant weapon systems present difficulties in determining cost- effectiveness because the systems most probably will be non-operating, non- reusable, and non-restorable. Three recommendations were made, relevant to dormant weapon systems, that pertained to further cost analysis and review of overall warranty effectiveness. Book excerpt: The objective of this research was to investigate the relationship between component breakout and warranty cover-age. To accomplish this objective a review of the literature of these two areas was completed. After this review, unstructured interviews were conducted with several experts in the fields of component breakout and warranties. These experts identified eight factors which influence warranty costs. Data for these factors was obtained from the Recoverable Consumption Item Requirement Computation System (DO41) and from data base fourteen of the INFOCEN system. These warranty cost factors were analyzed with the intention of relating these factors back to component breakout. This analysis was made using regression analysis. The statistical package SAS was used as the primary tool for the regression analysis. The regression analysis used repair and acquisition costs as the dependent variables to be modeled. The regression analysis on these eight factors resulted in a model which included only acquisition costs. This analytical model was tested and found inadequate. To improve the aptness of the model, transformations of the acquisition costs were done. The model produced from these transformations used the square root of the acquisition costs. The new model increased the aptness, but the normal distribution was still not the correct distribution to use for cost data. Therefore, one of the recommendations was to model the data with a statistical distribution other than normal. Another of the recommendations was to investigate the data collected on warranty repair costs. Theses. (FR).

This thesis considered the information required to conduct such an analysis and investigated the availability of such information by looking at the F-16 Reliability Improvement Warranty Contract as an example. A simple theoretical manufacturer's cost model of warranty relationships is used as a reference in identifying the overall structure and general types of information discussed by the model. the research concluded that critical information necessary to perform valid cost/benefit or effectiveness assessments of warranties is missing.

This marked the beginning of the eight-year RIW trial period. Six major Air Force programs have used RIWs since 1974. The Air Force Director of Contracting and Manufacturing Policy requested that the RIW trial period be ended and that the effectiveness of this program during the trial period be measured. This research project was an attempt to evaluate the costs and benefits associated with two RIWs implemented during this time period. Reliability data and maintenance man-hour values were collected on warranted equipment throughout its history of operation. Similar data was collected on equivalent non-warranted equipment for comparison purposes. The increase in reliability and decrease in expended maintenance man-hours warranted equipment was also compared to the increase in contract costs associated with the RIW. This thesis indicated that the RIW was a cost-effective tool in increasing reliability and reducing the number of man-hours required to maintain certain Air Force equipment. There has been concern by Congress, the General Accounting Office, and the Air Force about the adequacy of the cost-benefit analyses. This study examined the nature and availability of information needed to conduct cost-benefit analysis of warranties. A theoretical model of warranty relationships was described and used to identify the information required to assess the benefits and costs of warranties. In order to limit the scope of the research, only jet engine warranties were considered. This effort is useful in that a structure for warranty cost-benefit analysis is provided.
