Book excerpt: Product Description: The billions of dollars expended in Iraq constitute the largest relief and reconstruction exercise in American history. SIGIR's lessons learned capping report characterizes this effort in four phases (pre-war to ORHA, CPA, post-CPA/Negroponte era, and Khalilzad, Crocker, and the Surge). From this history, SIGIR forwards a series of conclusions and recommendations for Congress to consider when organizing for the next post-conflict reconstruction situation. Over the past five years, the United States has provided nearly fifty billion dollars for the relief and reconstruction of Iraq. This unprecedented rebuilding program, implemented after the March 2003 invasion, was developed to restore Iraq's essential services, build Iraq's security forces, create a market-based economy, and establish a democratic government--all in pursuit of U.S. interests in a stable and free Iraq. Did the U.S. rebuilding program achieve its objectives? Was the money provided well-spent or wasted? What lessons have we learned from the experience? Hard Lessons: The Iraq Reconstruction Experience, a report from the Special Inspector General for Iraq Reconstruction (SIGIR), answers these and other important questions by presenting a comprehensive history of the U.S. program, chiefly derived from SIGIR's body of extensive oversight work in Iraq, hundreds of interviews with key figures involved with the reconstruction program, and thousands of documents evidencing the reconstruction work that was - or was not - done. The report examines the limited pre-war planning for reconstruction, the shift from a large infrastructure program to a more community-based one, and the success of the Surge in 2007 and beyond. Hard Lessons concludes that the U.S. government did not have the structure or resources in place to execute the mammoth relief and reconstruction plan it took on in 2003. The lessons learned from this experience create a basis for reviewing and reforming the U.S. approach to contingency relief and reconstruction operations.

Download or read book Hard Lessons: the Iraq Reconstruction Experience written by Stuart W. Bowen and published by DIANE Publishing. This book was released on 2009-05 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: A combination of poor planning, weak oversight and greed cheated U.S. taxpayers and undermined American forces in Iraq and Afghanistan. U.S. taxpayers have paid nearly $51 billion for projects in Iraq, including training the Iraqi army and police and rebuilding Iraq's oil, electric, justice, health and transportation sectors. Many of the projects did not succeed, partly because of violence in Iraq and friction between U.S. officials in Washington and Iraqi officials in Baghdad. The U.S. gov¿t. "was neither prepared for nor able to respond quickly to the ever-changing demands" of stabilizing Iraq and then rebuilding it. This report reviews the problems in the war effort, which the Bush admin. claimed would cost $2.4 billion. Charts and tables.

Book Synopsis The Protection of Employee Entitlements in Insolvency by : Helen Anderson
Download or read book The Protection of Employee Entitlements in Insolvency written by Helen Anderson and published by Melbourne Univ. Publishing. This book was released on 2014-02-03 with total page 477 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Protection of Employee Entitlements in Insolvency: An Australian Perspective is the first detailed analysis of the law and policy dealing with employee entitlements such as wages, leave and redundancy payments that are threatened when companies fail. Although Australia has a government-funded safety-net scheme, currently known as the Fair Entitlements Guarantee, it doesn't cover all lost entitlements for all workers. Some argue that the scheme removes any incentive for companies to make adequate provision for their employees' entitlements, increasing the burden on the taxpayer. As well as investigating ways to safeguard the entitlements of employees that are presently lost through the improper behaviour of directors, The Protection of Employee Entitlements in Insolvency covers the history of Australia's present system and comprehensively sets out the avenues available to assist employees to recover their entitlements. It also canvases what might be done in the future to improve the protection of employee entitlements in Australia when companies become insolvent.

This book was released on 2019-03-24 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Audits provide essential accountability and transparency over government programs. Given the current challenges facing governments and their programs, the oversight provided through auditing is more critical than ever. Government auditing provides the objective analysis and information needed to make the decisions necessary to help create a better future. The professional standards presented in this 2018 revision of Government Auditing Standards (known as the Yellow Book) provide a framework for performing high-quality audit work with competence, integrity, objectivity, and independence to provide accountability and to help improve government operations and services. These standards, commonly referred to as generally accepted government auditing standards (GAGAS), provide the foundation for government auditors to lead by example in the areas of independence, transparency, accountability, and quality through the audit process. This revision contains major changes from, and supersedes, the 2011 revision.

Recent economic performance has been encouraging, but sustaining it will require an acceleration of reforms by the government. Rwanda’s medium-term program aligned with the Poverty Reduction Strategy Program priorities provides an appropriate framework, but further refinements are needed. The main macroeconomic challenge is managing the domestic demand impact of fiscal policies. Executive Directors welcome the scope of structural reforms aimed at private sector development, improving public service delivery, and productivity-enhancing strategies in key sectors.

Book excerpt: Divided looks at the last fifteen years in Saskatchewan, during which time the Saskatchewan Party government sought to reforge the province’s image into the New Saskatchewan: brash, materialistic, highly competitive and aggressively partisan. In the process, a climate of polarization and hyper-partisanship swept the province into a near-perpetual state of anger and social division. These actions are not without consequences. In Divided, diverse voices describe the impact on their lives and communities when simmering wedge issues burst open on social media and in public spaces. The collection dives deep into the long set-up to this moment, from the colonial past to the four decades of neoliberal economics that have widened social and economic gaps across all sectors. Divided positions Saskatchewan as a fascinating case study of the global trends of division and provides testament to the resiliency of a vision of social solidarity against all odds.
