Book excerpt: The Virginia Institute of Marine Science (VIMS) conducted high resolution sea scallop dredge surveys of the entire Mid-Atlantic (MAB) sea scallop resource area, the Nantucket Lightship (NLCA) access area and surrounds, and the CA II access area and Extension Closure during May-July of 2017 (Figure 1). These surveys were funded by the Sea Scallop Research Set-Aside Program (RSA). Exploitable biomass for each survey is shown in Table 1 for each spatially explicit SAMS (Scallop Area Management Simulator) model area (Figure 2-4). SAMS areas account for differences in recruitment, vital rates, and fishing effort. At the time of the surveys, exploitable biomass estimated from the commercial dredge was 13,711 mt or 30.2 million pounds for the Open Elephant Truck (ET-Open) SAMS area and 8,907 mt or 19.6 million pounds in Elephant Trunk Flex (ET-Flex) SAMS area. For open access area in the Long Island (LI) SAMS area, exploitable biomass was estimated at 10,711 mt or 23.6 million pounds. In the NLCA, the exploitable biomass in the northern region (NLS_AC_N area in Table 1) was 5,600 mt or 12.3 million pounds. Exploitable biomass in the CAII survey traditional access area (CAII_S_AC in Table 1) was 6,296 mt or 13.9 million pounds.

The strategy of closing or limiting activities in certain areas for specific lengths of time has gained support as a method to conserve and enhance the scallop resource. In the last decade, rotational area management has provided a mechanism to protect juvenile scallops from fishing mortality by closing areas based upon scallop abundance and age distribution. Approximately half of the sea scallop industry’s current annual landings come from areas under this rotational harvest strategy. While this represents a management success, it also highlights the extent to which landings are dependent on the success of this strategy. The continued prosperity of scallop spatial management is dependent on both periodic and large incoming year classes, as well as a mechanism to delineate the scale of a recruitment event and subsequently monitor the growth and abundance of these scallops over time. Current and accurate information related to the abundance and distribution of adult and juvenile scallops is essential for managers to respond to changes in resource subunits. Acknowledging the importance of accurate, timely and meaningful information necessary to meet the management challenges presented by this situation, the Virginia Institute of Marine Science (VIMS) conducted a synoptic high resolution (~450 stations) survey of the mid-Atlantic (MAB) scallop resource from the VA/NC border to Block Island, RI encompassing the Delmarva (DMV), Elephant Trunk (ETCA), and Hudson Canyon (HCCA) Access Areas, as well as the open areas of the MA resource area during the spring of 2016 and 2017. The primary objective of these surveys was to assess the abundance and distribution of sea scallops in this area, culminating with spatially explicit annual estimates of total and exploitable biomass. Secondary project objectives for each survey year included: 1. Finfish bycatch species composition and catch rates, 2. Scallop biological sampling (length:weight relationship, disease, product quality parameters and shell samples for ageing) and 3. Selectivity and relative efficiency analysis of the Coonamessett Farm Turtle Deflector Dredge (CFTDD).

Book excerpt: Natural mortality, growth and movement are fundamental processes critical to understanding and describing population dynamics. These population characteristics not only inform and influence stock assessment models, but are also highly relevant with respect to the design and implementation of management strategies to meet fishery objectives. For many species, including sea scallops, these population parameters are difficult to measure due to the nature of the habitats inhabited and as a result, minimal information is often available. In many cases, what estimates do exist are highly uncertain as a result of both observation and process error. The uncertainty of these parameters is exacerbated for a species such as the sea scallop whose life history strategy is predicated on large, episodic recruitment events where natural mortality and growth may vary as a function of animal density. In 2015, resource surveys by the Virginia Institute of Marine Science (VIMS) and others observed what appeared to be an exceptionally large incoming year class of sea scallops throughout the Mid Atlantic Bight (MAB), with the locus of the event located in the Elephant Trunk Closed Area (ETCA). At the time of first encounter, these animals were roughly two years old and the scale of the event in terms of the spatial extent and magnitude was extensive. Multiple surveys delineated the distribution of the event and confirmed the enormous magnitude of scallops in the area, but critical questions remained. What is the survival rate of the unfished cohort (i.e. natural mortality rate)? What is their growth rate? Would the scallops survive? Would they grow at rates similar to what was expected? Would the animals move either inshore or offshore to a different habitat? To address these questions, we conducted a sea scallop mark-recapture study in the area of newly recruited scallops in the ETCA.

Book excerpt: The 1996 Northeast Fisheries Science Center sea scallop survey was conducted during July 29 - August 9 and August 15 - 26 using the RIV ALBATROSS IV. The purpose of the survey was to monitor trends in abundance, population composition, and recruitment of sea scallop (Placopecten magellanicus) resources in the Mid-Atlantic and Georges Bank regions in depths between 28-110 meters (15 to 60 fin). A total of 429 sampling tows were conducted during the 1996 survey. Survey indices of relative abundance (stratified mean number per tow) and biomass (stratified mean meat weight per tow) were calculated for the principal scallop areas within the Mid-Atlantic and USA Georges Bank regions. Indices were derived for: 1) pre-recruits [80 meat count]; 2) recruits or harvestable-sized scallops [70 mm shell height; 80 meat count]; and 3) total scallops [all sizes]. In addition, percentage distributions of the number of scallops within five meat count intervals were calculated for each stratum, area, and region. Meat count refers to the number of scallop meats per pound. Results of the 1996 survey indicate that the indices of relative abundance and biomass in the Mid-Atlantic region decreased substantially from the relatively high levels observed in 1995. In the USA Georges Bank region, the indices of relative abundance and biomass increased substantially from the 1995 value. The most substantial increases of abundance and biomass indices occurred in the Northern Edge and Peak area; however, the indices decreased in the Southeast Part area between 1995 and 1996. .
