Este artigo discute questões políticas críticas a respeito de Cotas de Reserva Ambiental (CRA). Examinamos a eficácia ambiental relativa da CRA, a sua eficiência na utilização dos recursos e a sua justiça social, bem como potenciais problemas de implementação. Permitindo a compensação com base na conservação fora do local pode permitir atividades agropecuárias mais eficientes e menos fragmentadas, bem como a conservação das florestas, em comparação com a proposição de conservaçãopadronizada proporcionalmente. A CRA, como uma opção para a compensação, possui grande apelo intuitivo, embora persistem controvérsias em relação a sua implementação. Neste artigo revisamos a experiência internacional com instrumentos econômicos semelhantes, bem como estudos brasileiros que simulam os potenciais resultados da CRA. Entrevistas com os principais atores a respeito do instrumento complementam a revisão da literatura. Terminamos com uma avaliação sintética das implicações dos nossos resultados para a implementação da política.

Book excerpt: Many countries have adopted the Restoration Opportunities Assessment Methodology (ROAM) to guide the development of national and subnational restoration strategies. This study analyzes ROAM reports for eight countries to determine the extent to which tenure and related governance considerations were incorporated. Although all of the reports found that lack of rights or weak rights impeded efforts to scale up forest landscape restoration (FLR), none provided robust descriptions of the rights and responsibilities of individuals or communities to trees, forests or land under statutory or customary law. We propose a rights actualization framework as a diagnostic that can provide a solid foundation to identify policy reforms needed to address rights-related barriers to FLR implementation. FLR initiatives informed by a robust tenure rights assessment will enhance the likelihood of achieving their twin goals of improving ecological functionality and human well-being.

This book presents a range of ethnically diverse case studies from LA, which addresses socio-environmental, educational, and law regimes’ effects using transdisciplinary research approaches in rural, traditional and indigenous production systems. Based on both, the results and insights gained into how producers are resisting and adapting to these regimes, as well as decades of research carried out in LA rural territories by the participating authors, the book puts forward a baseline for devising new public policies that are better suited to the real challenges of livelihoods, poverty, and environmental degradation in LA.
