Book excerpt: A number of high-level radioactive waste (HLW) safety issues have been identified at the Hanford Site in southeastern Washington State. Resolution of these issues is one of the Highest Priorities of the US Department of Energy. The most urgent issues are the potential for explosions in certain tanks (due to periodic venting of large quantities of flammable gases, or the presence of substantial quantities of ferrocyanide and/or organic compounds in combination with nitrates-nitrites). Other safety issues have been identified as well, such as the requirement for periodic water additions to one tank to control its temperature and the release of noxious vapors from a number of tanks. Substantial progress has been made toward safety issue resolution. Potential mechanisms have been identified for the generation, retention and periodic venting of flammable gas mixtures; potential methods for controlling the periodic release behavior have been identified and in-tank testing will be initiated in 1992. Research is being conducted to determine the initiation temperatures, energetics, reaction sequences and effects of catalysts and initiators on ferrocyanide-nitrate/nitrite reactions; waste characterization on a tank-by-tank basis will be required to identify whether ferrocyanide-containing wastes are safe to store as-is or will require further treatment to eliminate safety concerns. Resolution of all of the Hanford Site HLW safety issues will be accomplished as an integral part of the Hanford Tank Waste Remediation System, that has been established to manage the storage of these wastes and their preparation for disposal.

Book excerpt: High-activity radioactive waste has been stored in large underground storage tanks at the US Department of Energy's (DOE) Hanford Site in Eastern Washington State since 1944. Since then, more than 227,000 m3 (60 Mgal) of waste have been accumulated in 177 tanks. These caustic wastes consist of many different chemicals. The waste forms include liquids, slurries, salt cakes, and sludges. A number of safety issues have been raised about these wastes, and resolution of these issues is a top priority of DOE. A Waste Tank Safety Program has been established to resolve these high-priority safety issues. This paper will deal with three of these issues. The issues described are the release of flammable vapors from single- and double-shell tanks, the existence of organic chemicals, and/or ferrocyanide ion-containing fuel-rich mixtures of nitrate and nitrite salts in single-shell tanks.

Book excerpt: This paper presents an overview of the potential high-activity waste safety issues in the 177 underground radioactive waste storage tanks at the Hanford Site. Also, included is a discussion of the strategy and plans to remedy hazardous conditions and remove other deficiencies related to the operation of the tanks. A three-pronged multimillion dollar integrated program has been initiated that (1) assesses and, on an as needed basis, defines remediation and/or mitigation actions to allow interim stabilization of high risk waste tanks; (2) upgrades existing facilities and instrumentation to meet current nuclear facility operations standards; and (3) addresses and upgrades the conduct of operations. For tanks that are considered at risk, extensive management controls presently are employed to ensure that the tanks continue to be maintained in a safe manner. In addition, comprehensive monitoring, characterization and applied research, and engineering efforts have been initiated to support resolution of safety issues. A key element of the Westinghouse Hanford Company effort is preventing future problems associated with creating potentially incompatible wastes as part of waste management activities associated with the planned disposal of the wastes in these storage tanks. Such efforts also will provide the basis for safe near future remediation of tanks and define and maintain the envelope of safety to support the ultimate disposal of all high- activity waste in Hanford Site tanks. 6 refs., 1 fig., 1 tab.

Book excerpt: The US Department of Energy (DOE) needs to take action in the near-term, to accelerate resolution of waste tank safety issues at the Hanford Site near the City of Richland, Washington, and reduce the risks associated with operations and management of the waste tanks. The DOE has conducted nuclear waste management operations at the Hanford Site for nearly 50 years. Operations have included storage of high-level nuclear waste in 177 underground storage tanks (UST), both in single-shell tank (SST) and double-shell tank configurations. Many of the tanks, and the equipment needed to operate them, are deteriorated. Sixty-seven SSTs are presumed to have leaked a total approximately 3,800,000 liters (1 million gallons) of radioactive waste to the soil. Safety issues associated with the waste have been identified, and include (1) flammable gas generation and episodic release; (2) ferrocyanide-containing wastes; (3) a floating organic solvent layer in Tank 241-C-103; (4) nuclear criticality; (5) toxic vapors; (6) infrastructure upgrades; and (7) interim stabilization of SSTs. Initial actions have been taken in all of these areas; however, much work remains before a full understanding of the tank waste behavior is achieved. The DOE needs to accelerate the resolution of tank safety concerns to reduce the risk of an unanticipated radioactive or chemical release to the environment, while continuing to manage the wastes safely.

Book excerpt: The US Department of Energy's (DOE) Hanford Site in southeastern Washington State has the most diverse and largest amount of highly radioactive waste of any site in the US. High-level radioactive waste has been stored in large underground tanks since 1944. A Tank Waste Remediation System Program has been established within the DOE to safely manage and immobilize these wastes in anticipation of permanent disposal in a geologic repository. The Hanford Site Tank Waste Remediation System Waste Management 1993 Symposium Papers and Viewgraphs covered the following topics: Hanford Site Tank Waste Remediation System Overview; Tank Waste Retrieval Issues and Options for their Resolution; Tank Waste Pretreatment - Issues, Alternatives and Strategies for Resolution; Low-Level Waste Disposal - Grout Issue and Alternative Waste Form Technology; A Strategy for Resolving High-Priority Hanford Site Radioactive Waste Storage Tank Safety Issues; Tank Waste Chemistry - A New Understanding of Waste Aging; Recent Results from Characterization of Ferrocyanide Wastes at the Hanford Site; Resolving the Safety Issue for Radioactive Waste Tanks with High Organic Content; Technology to Support Hanford Site Tank Waste Remediation System Objectives.

Book excerpt: In Hanford: A Conversation About Nuclear Waste and Cleanup, Roy Gephart takes us on a journey through a world of facts, values, conflicts, and choices facing the most complex environmental cleanup project in the United States: the U.S. Department of Energy's Hanford Site. Starting with the top-secret Manhattan Project, Hanford was used to create tons of plutonium for nuclear weapons. Hundreds of tons of waste and millions of curies remain. In an easy-to-read, illustrated text, Gephart crafts the story of Hanford becoming the world's first nuclear weapons site to release large amounts of contaminants into the environment. This was at a time when radiation biology was in its infancy, industry practiced unbridled waste dumping, and the public trusted what it was told. Hanford history reveals how little we sometimes understand events when caught inside of them. The plutonium market stalled with the end of the Cold War. Public accountability and environmental compliance ushered in a new cleanup mission. Today, Hanford is driven by remediation choices whose outcomes remain uncertain. It's a story whose epilogue will be written by future generations. This book is an information resource, written for the general reader as well as the technically trained person. It provides an overview of Hanford and cleanup issues facing the nuclear weapons complex. Each chapter is a topical mini-series. It's an idea guide that encourages readers to be informed consumers of Hanford news, and to recognize that knowledge, high ethical standards, and social values are at the heart of coping with nuclear waste. Hanford history is a window into many environmental conflicts facing our nation; it's about building uponsuccess and learning from failure. And therein lies a key lesson: when powerful interests are involved, no generation is above pretense.
