Book excerpt: This study examines a field experiment in Texas that includes pricing and informational interventions to encourage energy conservation during summer peak load days when the social cost of generation is the highest. We estimate that our critical peak pricing intervention reduces electricity consumption by 14%. Using unique high frequency appliance-level data, we can attribute 74% of this response to air conditioning. In contrast, we find minimal response to active information provision and conservation appeals. A complementary experimental program also lowers nighttime prices during the off-peak season, providing the first evidence of electric vehicle loadshifting in response to price.

Book excerpt: This report includes several papers on modeling and forecasting electricity demands by time -of -day that were presented at a workshop in San Diego, June 11-14, 1978.The papers and the accompanying discussants' comments present a cross section of the state of the art in research on the responsiveness of electricity demands to time -of -day rates. Preliminary analyses of several residential peak -load -pricing experiments present diverse estimates of the responsiveness of household electricity demand to time -of -day prices. As yet, there are few results that are directly applicable to utility forecasting and planning, however these analyses undoubtedly lay the foundation for useful results in the near future. There is only a small amount of data and even less analysis on the price responsiveness of load patterns in the commercial and industrial sectors. The volume is concluded with several insightful commentators' overviews of where the state of the art is and where it ought to be extended.

Available in PDF, EPUB and Kindle. Book excerpt: Regulatory Choices offers the first comprehensive economic history of energy policy and its consequences for California, where some of the most innovative and far-ranging programs of regulatory reform have originated. The authors of this volume have gathered together an impressive wealth of material about actual policy decisions and their repercussions and have subjected their findings to astute economic analysis. This book will serve for years to come as an invaluable reference on the costs and effects of various energy policies. With its focus on bringing prices in alignment with the true cost of producing power and delivering it to the customer, the first part of the book outlines the issue of setting utility rates and considers some of the proposals to provide regulated industries with incentives to respond to economic and environmental concerns. The problems of energy supply occupy the second part of the book, which includes a survey of the costs of alternative energy sources and estimates of their environmental impacts, as well as a case study of the construction of the Diablo Canyon nuclear power plant. The book concludes by documenting the results of subsidy programs that were designed to target the development of wind power and residential energy conservation. Regulators, we learn, have a mixed record when it comes to managing the production of energy. Some conservation programs have enjoyed considerable economic success, particularly those that correct a lack of consumer information. Others, such as the renewable energy tax credits or programs designed to subsidize new technologies, have cost much more than the value of the energy they have saved. What emerges clearly from this study is that regulated industries are not immune from the forces of competition. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Book excerpt: The electricity industry, one of the largest and most vital sectors of the U.S. economy, has changed dramatically in recent years. After being heavily regulated for more than a century by authorities at all levels, deregulation is taking center stage, allowing for enormous efficiency gains. Electric Choices explores the difficult questions surrounding deregulation and urges Americans to continue the transition to a market-based model.

Book excerpt: One in a series of studies on customer response to utility regulatory pricing in early 1975, the Vermont demonstration project was carried out by the Federal Energy Administration (FEA), the Central Vermont Public Service Corporation, and the University of Vermont, from 1975 to 1976. The study was originally titled Patterns of Electrical Use and was an experiment to generate and analyze data on the effects of peak-load pricing on residential electricity consumption. The experimental design featured various time of day rates. Four sets of data resulted from the demonstration : questionnaire survey data from the customers, utility load reports, weather data, and customer usage records. Only the data from the questionnaire surveys are available in this data collection. Part 1 contains the data collected in the experimental questionnaire survey, and Part 2 contains the data gathered in the control questionnaire survey.

Book excerpt: One in a series of studies on customer response to utility regulatory pricing in early 1975, the Los Angeles demonstration project was carried out by the Federal Energy Administration (FEA), the Los Angeles Department of Power and Water, and the Rand Corporation, spanning 30 months from the summer of 1976 to the winter of 1979. The study was originally titled the Los Angeles Energy Load Management Demonstration Project and was an experiment to generate and analyze data on the effects of peak-load pricing on residential electricity consumption. The experimental design featured a time of day peak-load pricing test as well as a seasonal pricing test. Five sets of data resulted from the demonstration : questionnaire survey data from the customers, summary demographic information, utility load reports, weather data, and customer usage records. All five sets are available in this data collection. Parts 3-5 each contain 28 days of data, with Parts 3 and 5 including hourly data. Book excerpt: One in a series of studies on customer response to utility regulatory pricing in early 1975, the Arizona demonstration project was carried out by the Federal Energy Administration (FEA) and the Arizona Public Service Company, beginning in 1975, with an experimental period of six months. The study was originally titled the Time of Day Metering Load Research and was an experiment to generate and analyze data on the effects of peak-load pricing on residential electricity consumption. The experimental design featured 28 time of day rates with varying prices for peak, shoulder, and off-peak periods. Five sets of data resulted from the demonstration : questionnaire survey data from the customers, summary demographic information, utility load reports, weather data, and customer usage records. All five sets are available in this data collection. Although a pre-test survey was conducted, only the post-test data are included in Part 1. Book excerpt: One in a series of studies on customer response to utility regulatory pricing in early 1975, the Oklahoma demonstration project was carried out by the Federal Energy Administration (FEA), the city of Edmond, Central State University, C.H. Guernsey and Company, and the Center for Economic and Management Research at the University of Oklahoma. The project spanned one year from 1977 to 1978. The study, also titled the Electricity Rate Study or Electric Demonstration Project, was an experiment to generate and analyze data on the effects of peak-load pricing on residential electricity consumption. The experimental design featured four non-traditional rate structures : time of day rates, flat rates, seasonal rates, and a combination of seasonal and time-of-day rates. Four sets of data resulted from the demonstration : questionnaire survey data from customers, utility load reports, weather data, and customer usage records. (No summary demographic information exists.) Only data from the post-experimental customer questionnaire survey are available in this data collection ...
