The report focuses on the accession behavior of prior service reservists who served in the active Army or in the Army Reserve and Army National Guard. These reservists account for the largest number of separations, and these components have also traditionally had relatively greater problems in meeting their end-strength requirements. The authors endeavor to determine which policies appear to increase accessions among prior service personnel, placing special emphasis on reserve pay and affiliation bonuses. They investigate how skill match varies across different occupations, the timing of entry, years of service, and area demand.

Book excerpt: This report analyzes the separation decisions of prior-service reservists in the Army Reserve and the Army National Guard, the two components that recruit over 60 percent of all Selected Reserve prior-service accessions. The authors examine the effects of military compensation on attrition among prior-service reservists. They also investigate the ways separation patterns differ, depending on the personal characteristics of individuals. In successive sections, the report (1) reviews the conceptual model of attrition that guides the empirical work and specifies the hypotheses that are tested with the data; (2) discusses the data available for modeling attrition, and the methods of analysis; (3) describes the variation in length of service among prior-service enlistees as a function of selected characteristics; and (4) presents results from a multivariate analysis of attrition. The study suggests that the rate of military pay can significantly affect the length of service of prior-service personnel. However, demographic characteristics have a much larger influence on attrition than economic factors; targeted recruiting may be more effective in retaining personnel for longer terms than changing compensation policies.

While this is an accurate statement, it is not a complete diagnosis. There also was a problem with pretrained individual manpower during the draft years. While there were large numbers of people in the Individual Ready Reserve (IRR) then, they were not managed, trained, or available for immediate service, and it is unlikely that a rapid full mobilization could have been supported. The reduced strengths brought about by the end of the short term active duty periods have required the DoD to pay attention to the IRR, bring other sources of pretrained individuals into a state of availability, and devote some attention and money to the problem. In that sense, the advent of the AVF has contributed positively to solving the problem. It appears also that actions already taken and underway will provide a satisfactory solution in the future, provided that some plans are made for the use of veterans as an interim measure, the IRR improves in strength and training, and that a hardline reporting policy is maintained.

It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book excerpt: Toward a Consensus on Military Service: Report of the Atlantic Council's Working Group on Military Service compiles the work of several authors who are all members of Working Group on Military service. Each chapter tackles relevant issues regarding the U.S. peacetime military volunteer force, such as its previous experiences and future prospects. The opening chapter covers the setting, which in turn provides a geopolitical overview of the issues faced by the U.S. military. The next chapter discusses the history of American military recruitment system, from colonial times up to the last draft era. Chapter 3 tackles the present and future of the U.S. security requirements, while the next chapter discusses the concept of an all-volunteer force as well as its implications. The fifth chapter provides an analysis of the experience and prospects of military reserves in the all-volunteer era. Chapter 6 discusses the possible repercussions of an all-volunteer forces as well as the possible remedy of such predicament. Chapter 7 explains several recruitment options for both active and reserve forces, while the Chapter 8 discusses the use of a compulsory military service when an all-volunteer system is proven inadequate. The ninth chapter examines the relationship between how the U.S. military builds up its military manpower and how it affects U.S. society both morally and ethically. The last chapter provides recommendation based on the information inferred from the previous chapter.

Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.

Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.
