The article reviews studies on EU agencies' organization, tasks, proliferation and location in the political-administrative space. Whether the advent of EU agencies tends to underpin a basically intergovernmental, transnational or supranational order has potentially huge consequences for the distribution of power across levels of government, for the degree of policy uniformity and pooling of administrative resources across countries, for the role of genuinely European perspectives in the policy process, and for accountability relations. Although the jury is still partly out on most topics, we see the contours of a more direct multilevel administration in which EU agencies not only constitute nodes within transnational agency networks, but in addition, in governance terms, relate more closely to the European Commission than to any other institution.

Book excerpt: The European Union Agencies Network for Scientific Advice (EU-ANSA) consists of technical and regulatory agencies that provide scientific advice to EU policymakers; these agencies are thus both a source and a user of knowledge. The scientific evidence that underpins the agencies' scientific advice is typically generated by formal research. In collating and systematically reviewing the scientific evidence available to address real-world problems, the agencies also identify where gaps in the evidence exist. Hence, agencies have a deep understanding of the research knowledge available as well as where knowledge gaps limit the quality of advice produced. Agencies therefore have a deep-rooted interest in research and in the generation of knowledge as it underpins the evidence base upon which their advice outputs are derived. The EU-ANSA conducted a survey to map how its member agencies engage with EU research funders and researchers in the research knowledge cycle, which is conceptualised as a sequence of identification of research needs, as advocacy of these needs to EU research funders, as assistance in the assessment of research proposals and as an engagement with ongoing EU research projects. The survey is the basis for discussion about the engagement of agencies in the research knowledge cycle, further elaborated by case studies illustrating good practice examples by agencies, leading to some general conclusions and suggestions.

Research has so far shown that they have become more than mere facilitators of transnational regulatory networks and arenas for the exchange of information on 'best practice'. Task expansion has taken place, e.g. by taking up (quasi- ) regulatory tasks. Although research also indicates that EU agencies cannot be portrayed entirely as agents of the member states, the jury is still out as regards exactly where in the political-administrative landscape such agencies might be situated: to what extent are they actually under the control of the member states, the Council, the European Parliament or the Commission? Or, are they rather components within endogenously driven epistemic, transnational networks of regulators? This paper sheds light on so far undocumented relationships between EU agencies and the Commission as well as contributes to explaining such a development. Drawing on novel data sources we show how EU agencies might have become parts of Commission departments' portfolios, indicating centralization of EU executive power.
