Available in PDF, EPUB and Kindle. Book excerpt: The presence of turbulence in multiple areas of our society--food, fuel, and finances-being but three critical areas presently being impacted means that long-held assumptions are no longer true, that the past is not prologue, and that the future is not clear. And enter into this unstable present the discipline of evaluation-a discipline formed and shaped in the past fifty years of stability, little turbulence, and strong assumptions that everything will go according to plan. If things do not go well, it is because of either a poor theory of change on how to bring about positive outcomes, or weak efforts at implementation. It is not because of the stormy present upsetting our quiet past. As it is, conventional evaluation behavior and beliefs are ill suited for these times. The transformational nature of the 'Arab Spring' is just one arena in which it is clear that a business as usual approach to evaluation is entirely inappropriate. The papers in this volume are from the 2011 Global Assembly of the International Development Evaluation Association (IDEAS). Nearly 350 development evaluators from eighty-five countries came together in Amman, Jordan to discuss and analyze the consequences of turbulence on evaluation. The intent of these papers is to systematically assess what changes have come during this time of turbulence and how these changes are impacting the craft of development evaluation. To be clear: this book is not about how to assess the impacts of crises on development and on people's lives. It is about the meaning of a changed world and changed assumptions on the concepts and methods used in evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: Foreign aid is one of the few topics in the development discourse with such an uninterrupted, yet volatile history in terms of interest and attention from academics, policymakers, and practitioners alike. Does aid work in promoting growth and reducing poverty in the developing world? Will a new 'big push' approach accelerate progress towards the Millennium Development Goals or will another opportunity be missed? Can the lessons of almost half a century of aid giving be learnt? These are truly important questions in view of the emerging new landscape in foreign aid and recent developments related to the global financial crisis, which are expected to have far reaching implications for both donors and recipients engaged in this area. Against this shifting aid landscape, there is a pressing need to evaluate progress to date and shed new light on emerging issues and agendas. This volume brings together leading aid experts to review the progress achieved so far, identify the challenges ahead, and discuss the emerging policy agenda in foreign aid. A central conclusion of this important and timely volume is that, since development aid remains crucial for many developing countries, a huge effort is needed from both donors and aid recipients to overcome the inefficiencies and make aid work better for poor people. After all, as global citizens, we have a moral obligation to do the best we can to lift people out of poverty in the developing world. The findings of this book will be of considerable interest to professionals and policymakers engaged in policy reforms in foreign aid, and provide an essential one-stop reference for students of development, international finance, and economics.

Book excerpt: In December 1999, the World Bank (the Bank) and the International Monetary Fund (the Fund) introduced a new approach to their relations with low-income countries, centered around the development and implementation of poverty reduction strategies (PRS) by the countries as a precondition for access to debt relief and concessional financing from both institutions. These strategies were also expected to serve as a framework for better coordination of development assistance among other development partners.

Book excerpt: By integrating their poverty reduction strategies (PRSs), national budgets, and the corresponding reporting processes, low-income countries can strengthen domestic accountability and the implementation of pro-poor policies. Minding the Gaps, based on nine low-income country case studies and a review of relevant experience in four higher-income countries, offers practical insights for donors and national governments on how to strengthen the links between PRSs and budgets. PRS countries' efforts to integrate policy with budgeting processes have often had limited effect. Their policy making, planning, and budgeting are often embedded in fragmented processes and institutions. Going beyond mainly technical fixes that have been commonly used to address this fragmentation, this study frames domestic accountability in terms of ownership and incentive structures. Experience counsels the use of a simple approach that is not too ambitious. This approach should be centrally led and make use of existing systems while gradually improving them. It should build support from within and foster incentives for integration, for example by better linking PRS and budget reporting to actual decision-making processes. Also, simple budget reforms can significantly improve the budget's responsiveness to policies. Structuring a poverty reduction strategy paper in a more budget friendly manner can facilitate the interface with the budget by involving sector agencies more closely in elaborating policy priorities and establishing resource implications. It can also expand ownership and boost incentives for integration of a great number of stakeholders, thereby strengthening domestic accountability.
