The quality of program implementation was uneven at the early stages of IMF engagement, but it has improved in recent years. Implementation of some key structural reforms suffered delays, reflecting in part capacity constraints and at times insufficient ownership. Collaboration between the IMF and the World Bank has been good. The Bank has played a valuable role in facilitating the streamlining of conditionality under the Poverty Reduction and Growth Facility arrangement.

It begins by providing the background and context for the two programs. It then discusses their overall objectives, how the programs were designed to achieve these objectives, and program performance. After outlining the key issues, it concludes with some lessons, including for Afghanistan's future engagement with the IMF. Since late 2001, after NATO forces toppled the Taliban, the country received unprecedented support from the donor community in the context of two IMF-supported programs.

Available in PDF, EPUB and Kindle. Book excerpt: This Ex Post Assessment of Longer-Term Program Engagement for the Kyrgyz Republic explains macroeconomic and structural performance. External debt service claimed a steadily increasing share of fiscal revenues, but a strengthened commitment to prudent fiscal policies and improved policy capacity have helped to turn around macroeconomic performance. Fiscal policy must deliver on its revenue targets, while addressing poverty and servicing large external debt obligations. Debt reduction must continue to be a main objective of any IMF-supported program.

The assessment reveals that Tajikistan’s macroeconomic performance during 1998–2005 has been robust, albeit with occasional lapses. Macroeconomic stabilization was mainly driven by a strong fiscal consolidation. In contrast, monetary policy has occasionally undermined inflation performance. Initial progress in implementing structural reforms was uneven.

Book excerpt: This paper assesses Armenia's Request for a Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF). Under the previous PRGF-supported program, Armenia accomplished macroeconomic stability, rapid growth, and a significant reduction in poverty. To consolidate these gains, there is a need to address the remaining structural weaknesses and implementation gaps as identified in the ex post assessment of Armenia's long-term IMF engagement. The 2005 reform agenda is ambitious and focuses on fiscal and financial sector reforms. Armenia's economic outlook is favorable, although not without risks.

Book Synopsis IEO Annual Report 2013 by : International Monetary Fund. Independent Evaluation Office
Download or read book IEO Annual Report 2013 written by International Monetary Fund. Independent Evaluation Office and published by International Monetary Fund. This book was released on 2013-08-20 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Independent Evaluation Office (IEO) evaluation on International Reserves: IMF Concerns and Country Perspectives was discussed by the Board in December 2012. This evaluation examined the IMF’s analysis of the effect of reserves on the stability of the international monetary system and its advice on reserve adequacy assessments in the context of bilateral surveillance. In the multilateral context, the evaluation acknowledged the IMF’s broader work stream on the international monetary system but noted that this work had not sufficiently informed the analysis and recommendations regarding reserves. The IEO evaluation of The Role of the IMF as Trusted Advisor was discussed by the Board in February 2013. This evaluation found that perceptions of the IMF had improved, but that they varied markedly by region and country type. Recognizing that there will always be an inherent tension between the IMF’s roles as a global watchdog and as a trusted advisor to member country authorities, the evaluation report explored how the IMF could sustain the more positive image it had achieved in the aftermath of the recent global crisis. The evaluation found that among key challenges facing the IMF were improving the value added and relevance of IMF advice and overcoming the perception of a lack of even-handedness.
