Book excerpt: As the population of older Americans grows, it is becoming more racially and ethnically diverse. Differences in health by racial and ethnic status could be increasingly consequential for health policy and programs. Such differences are not simply a matter of education or ability to pay for health care. For instance, Asian Americans and Hispanics appear to be in better health, on a number of indicators, than White Americans, despite, on average, lower socioeconomic status. The reasons are complex, including possible roles for such factors as selective migration, risk behaviors, exposure to various stressors, patient attitudes, and geographic variation in health care. This volume, produced by a multidisciplinary panel, considers such possible explanations for racial and ethnic health differentials within an integrated framework. It provides a concise summary of available research and lays out a research agenda to address the many uncertainties in current knowledge. It recommends, for instance, looking at health differentials across the life course and deciphering the links between factors presumably producing differentials and biopsychosocial mechanisms that lead to impaired health.

For in the ruins of “the end of history” and its context of violence and Manichean politics, any opposition to the “general consensus” could be dismissed as anti-historical and atavistic. The objective of the book is precisely to counter such rhetoric and underscore the necessity of cultural diversity and the right to difference. This book contains what can amount to a critical response to the current context of confusion surrounding the postmodern condition that arguably dominates most societies. It stresses the issue of ethics not only in world politics but also in literature and criticism which are the main focus here. In fact, the interest in minority issues is in itself an ethical concern that contributes to give substance to the idea that postmodernity opens the gates for the long-suppressed identities and sensibilities to emerge and demand recognition. This volume intends, therefore, to contribute to the recent ethical turn that seems to take place in scholarship worldwide. Operated mainly by what is referred to as postcolonial studies this shift turned literary criticism and cultural studies into the site where a sense of literature can be envisioned that is not at all universalist, or reflecting the hegemonic temptations of the new world order. It seeks to present a patchwork of minor literatures, in the sense that besides the “major” literatures/languages, there are myriads of minor voices that express dissimilarity oftentimes under the umbrella of those major languages and literatures themselves.

For that matter, what does it mean to be represented equitably? Rather than taking for granted a single answer to these complex questions, John Griffin and Brian Newman use different measures of political equality to reveal which groups get what they want from government and what factors lead to their successes. One of the first books to compare the representation of both African Americans and Latinos to that of whites, Minority Report shows that congressional decisions and federal policy tend to mirror the preferences of whites as a group and as individuals better than the preferences of either minority group, even after accounting for income disparities. This is far from the whole story, though, and the authors’ multifaceted approach illustrates the surprising degree to which group population size, an issue’s level of importance, the race or ethnicity of an office holder, and electoral turnout can affect how well government action reflects the views of each person or group. Sure to be controversial, Minority Report ultimately goes beyond statistical analyses to address the root question of what equal representation really means.

This discrimination and violence lead to exclusion, which adversely impacts their lives, as well as the communities and economies in which they live. A major barrier to addressing this stigma and sexual orientation and gender identity(SOGI)-based exclusion is the lack of SOGI-specific data. Robust, quantitative data on di‚fferential development experiences and outcomes of sexual and gender minorities--especially those in developing countries--is extremely thin. This paucity of data jeopardizes the achievement of the Sustainable Development Goals and countries' commitment to the principle of 'leaving no one behind' in the eff‚ort to end poverty and inequality. 'Equality of Opportunity for Sexual and Gender Minorities' assesses the unique challenges that sexual and gender minorities face in six important areas: (i) Criminalization and SOGI (ii) Access to education (iii) Access to the labor market (iv) Access to public services and social protection (v) Civil and political inclusion (vi) Protection from hate crimes. This report cov‚ers numerous policy recommendations to prevent and eliminate discriminatory practices in all of the areas covered. It also seeks to inflŽuence legislative changes and support research on institutions and regulations that can ultimately lead to poverty reduction and shared prosperity. At the same time, it acknowledges that the mere existence of inclusive laws and regulations does not ensure that sexual and gender minorities are free from discrimination--the enforcement of those laws is crucial. This publication, the first in a series of studies, will be expanded from the 16 countries included here to a wider set of countries for more in-depth quantitative analysis and to identify possible correlations with socioeconomic outcomes. It will seek to deepen knowledge, facilitate peer learning of good practices, and encourage reforms to increase the inclusion of sexual and gender minorities.

This volume documents the differentials and considers possible explanations. Selection processes play a role: selective migration, for instance, or selective survival to advanced ages. Health differentials originate early in life, possibly even before birth, and are affected by events and experiences throughout the life course. Differences in socioeconomic status, risk behavior, social relations, and health care all play a role. Separate chapters consider the contribution of such factors and the biopsychosocial mechanisms that link them to health. This volume provides the empirical evidence for the research agenda provided in the separate report of the Panel on Race, Ethnicity, and Health in Later Life.
