Available in PDF, EPUB and Kindle. Book excerpt: First Published in 2011. Mr. Haefele is a thoroughly modern eighteenth-century man in that he brings to bear new techniques of political analysis with an undisguised preference for making the government of the American Republic as contemplated by the founding fathers really work for the benefit of the people. Focusing on the question of environmental management, Haefele carefully examines how we make social choices today and how the Constitution says we should and presents compelling arguments for bringing the two processes back into congruence. The papers in this volume have been brought together from several earlier ones published in professional journals, and some rewritten.

Book excerpt: Whether the stakeholders include public, nonprofit, or exclusively private participants, collaboration is increasingly favored over regulatory enforcement or litigation as a means to settle environmental conflicts. At the urging of citizens, nongovernmental organizations, industry, and individuals within their own institutions, government officials at all levels have been experimenting with collaboration in a wide variety of contexts. Yet questions remain about the best way to ensure that government involvement will be constructive -- that is will support collaboration, rather than introduce barriers. The goal of this work is to analyze data from a variety of cases to explain how the different roles government plays in collaborative environmental management lead to different processes and outcomes. Looking at examples where government has acted to lead, encourage, or follow in the process of collaboration, they apply their new theoretical framework to cases involving the management of watersheds, rivers, and estuaries to farmland, animal habitats, and forests. Finding that there is no "best" role for government; the authors are nonetheless able make important observations about when and where collaborative environmental management is likely to be effective

Book excerpt: 'An imaginative and stimulating collection of essays that makes an indispensable contribution to the literature on forest and environmental policy and governance.' – David Humphreys, the Open University, UK 'This is a very timely, relevant and interesting volume. Environmental problems are pertinent problems, as the book rightly states, so we need continuous attention and effort to analyse and apply environmental governance modes. Although urgently needed, their effectiveness and legitimacy are neither straight forward nor given. Therefore, a thorough in-depth analysis of these modes, their characteristics and their pros and cons is very helpful, both for academics and policy makers. This is exactly what this book offers.' – Bas Arts, Wageningen University and Research Centre, the Netherlands 'This excellent collection of articles by leading scholars in a variety of natural resource policy fields examines cases in participation, horizontal and vertical co-ordination, and the role of science and expertise in environmental policy formation. the legitimacy and effectiveness of each of these key components of governance and meta-governance regimes is assessed in important areas such as climate change and parks and wilderness preservation. the volume brings an admirable consistency of focus to the analysis of new governance modes in environmental policy and sheds new light upon important recent trends and developments in the area.' – Michael Howlett, Simon Fraser University, Canada Environmental policy making has become an experimental field for new modes of governance. This timely book focuses on three prominent characteristics of new governance arrangements: the broad participation of non-state actors, the attempt to improve vertical and horizontal coordination, and the effort to integrate different types of expertise in an effective and democratically accountable way. Building on the analytical perspectives of legitimacy and effectiveness, which are seen as genuine acid test criteria for new governance, this book provides a critical assessment of current practices of participation, coordination and evidence-based policy making in various case studies of environmental governance, in particular in the fields of biodiversity, climate and forest policy. the book provides insights from selected governance processes that go beyond consultancy-style best-practice examples but are embedded in a solid conceptual and theoretical discussion that will be invaluable to policymakers. It will also prove essential for scholars interested in environmental politics; policy studies; public policy; public administration; European politics; as well as science and technology studies.

Book excerpt: Protecting the natural environment and promoting environmental sustainability have become important objectives for U.S. policymakers and public administrators at the dawn of the twenty-first century. Institutions of American government, especially at the federal level, and the public administrators who work inside of those institutions, play a crucial role in developing and implementing environmental sustainability policies. This book explores these salient issues logically. First, it explores fundamental concepts such as what it means to be environmentally sustainable, how economic issues affect environmental policy, and the philosophical schools of thought about what policies ought to be considered sustainable. From there, it focuses on processes and institutions affecting public administration and its role in the policy process. Accordingly, it summarizes the rise of the administrative state in the United States and then reviews the development of federal environmental laws and policies with an emphasis on late twentieth century developments. This book also discusses the evolution of American environmentalism by outlining the history of the environmental movement and the growth of the environmental lobby. Finally, this book synthesizes the information to discuss how public administration can promote environmental sustainability.

Book excerpt: This book addresses remedial action and waste management problems that the DOE and the nation are now facing that are the result of 50 years of nuclear weapons development and testingâ€"problems that require a reengineering of systems and a reexamination of the scientific, engineering, and institutional barriers to achieving cost-effective and safe stewardship of the nation's resources. Improving the Environment evaluates the DOE's environmental management program in four areas: regulatory measures, organization and management, priority-setting, timing and staging, and science and technology.

Book excerpt: "Environmental Protection Agency's (EPA) overarching mission is to protect human health and the environment by implementing and enforcing the laws intended to improve the quality of the nation's air, water, and lands. EPA's policies and programs affect virtually all segments of the economy, society, and government. As such, it operates in a highly complex and controversial regulatory arena. In recent years, GAO's work has identified several significant and persistent challenges across a range of EPA programs and activities and has proposed corrective actions to enable the agency to more effectively accomplish its mission. Based on this work, this testimony highlights some of the major management challenges facing EPA today, the agency's efforts to address them, and the work GAO believes remains to be done. GAO has made a number of recommendations intended to improve EPA's programs by, for example, improving the information upon which key regulatory decisions are based; improving oversight over enforcement and other key program activities; and improving EPA's coordination with other agencies in program delivery. EPA has concurred with most of the recommendations and has taken steps to implement"

Book excerpt: New philosophies of environmental management are being put to the test in many countries.· New ideas are needed to replace or at least flank the old command and control approach, which has lost its credibility. One of the most interesting new avenues is co-operative environmental management, whereby public and private parties work together to tackle a problem. It is interesting because it seems to be well suited to handling complex environmental problems. This kind of management makes use of the policy instrument known as the Environmental Agreement. That tool is geared to the development of sustainable procedures for working out solutions. The Environmental Agreement provides scope to deal with some essential characteristics of current environmental problems. Indeed, one of the most vexing aspects of environmental problems is uncertainty, both in the ecological sphere and with respect to the economic effects of intervention. In short, this instrument takes the unknown into account.
