The diversion of Cypress Creek and the closure of the gap in the levee will be the first vital step toward that end, but that will not be sufficient. While it would be possible to do that much by making only one diversion channel along the route considered in the plan of the Mississippi River Commission, the work could not be done economically, it Would be of practi cally no value to the major portion of the district except in such extraordinary floods as those of 1912 and-1913, and it would Cost much more than the recommended plan in proportion to the bene fits resulting. The construction of ditches nos. 13, 18, 19, 43, and 81, as described in this report, would not only permit the levee gap to be closed and 'provide adequate outlet channels for the whole district, but also would permit the immediate improvement of a considerable area along those watercourses. Book excerpt: In Delta Empire: Lee Wilson and the Transformation of Agriculture in the New South Jeannie Whayne employs the fascinating history of a powerful plantation owner in the Arkansas delta to recount the evolution of southern agriculture from the late nineteenth century through World War II. After his father’s death in 1870, Robert E. “Lee” Wilson inherited 400 acres of land in Mississippi County, Arkansas. Over his lifetime, he transformed that inheritance into a 50,000-acre lumber operation and cotton plantation. Early on, Wilson saw an opportunity in the swampy local terrain, which sold for as little as fifty cents an acre, to satisfy an expanding national market for Arkansas forest reserves. He also led the fundamental transformation of the landscape, involving the drainage of tens of thousands of acres of land, in order to create the vast agricultural empire he envisioned. A consummate manager, Wilson employed the tenancy and sharecropping system to his advantage while earning a reputation for fair treatment of laborers, a reputation—Whayne suggests—not entirely deserved. Instead of focusing on the "immediatists" as products of northern culture, as many previous historians have done, Stanley Harrold examines their involvement with antislavery action in the South--particularly in the region that bordered the free states. How, he asks, did antislavery action in the South help shape abolitionist beliefs and policies in the period leading up to the Civil War? Harrold explores the interaction of northern abolitionist, southern white emancipators, and southern black liberators in fostering a continuing antislavery focus on the South, and integrates southern antislavery action into an understanding of abolitionist reform culture. He discusses the impact of abolitionist missionaries, who preached an antislavery gospel to the enslaved as well as to the free. Harrold also offers an assessment of the impact of such activities on the coming of the Civil War and Reconstruction.
