Book excerpt: Colonial expert and pamphleteer William Knox has received attention in virtually every major study of the American Revolution, yet this is the first biography of Knox ever written. Knox is best known as undersecretary of state in the American Department of the British government from 1770 to 1782. A prolific and candid commentator, he also made a reputation as a pamphleteer, defending the imperial cause during the decade preceding the Revolution. It had been his experience as provost marshal in Georgia from 1757 to 1762 that convinced Knox of the danger to the empire of the growing "democratic" forces in the American colonies. While numerous historical works have focused on this or that aspect of Knox's career and thought, such treatment has produced at best a jigsaw portrait. Bellot's comprehensive narrative reveals Knox as a person—one whose Calvinist heritage and Scots-Irish upbringing profoundly influenced his view of empire—and as a historical actor and witness. And the answer, as this book makes plain, is: not the way the British, under Lieutenant General Charles, Earl Cornwallis, went about it in the American South in the years 1778–81. Southern Gambit presents a closely observed, comprehensive account of this failed strategy. Approaching the campaign from the British perspective, this book restores a critical but little-studied chapter to the narrative of the Revolutionary War—and in doing so, it adds detail and depth to our picture of Cornwallis, an outsize figure in the history of the British Empire. Distinguished scholar of military strategy Stanley D. M. Carpenter outlines the British strategic and operational objectives, devoting particular attention to the strategy of employing Southern Loyalists to help defeat Patriot forces, reestablish royal authority, and tamp down resurgent Patriot activity. Focusing on Cornwallis’s operations in the Carolinas and Virginia leading to the surrender at Yorktown in October 1781, Carpenter reveals the flaws in this approach, most notably a fatal misunderstanding of the nature of the war in the South and of the Loyalists’ support. The central issue of Grenville's administration was to deal with the aftermath of the Seven Year's War, particularly with the sharply increased national debt and the cost of continued protection of the American colonies. In seeking to balance the national budget, he blundered into levying taxes on the Americans. The Sugar Act of 1764 aroused very little opposition or even discussion. But it was an entering wedge. The ease with which it sailed through Parliament led Grenville to propose another American tax, the Stamp Act. This aroused vigorous, even violent opposition, both in America and among the business community in Great Britain. Grenville's career also saw the development of numerous techniques for shaping and manipulating public opinion, and he was intimately involved in using them, particularly the newspaper and pamphlet press. He was one of those principally involved in attempting to suppress John Wilkes and the North Briton No. 45, an episode in the evolution of freedom of the press in Great Britain. Grenville was dismissed from office by the King because of issues that had nothing to do with American taxation. The years between 1765 and 1770, between his dismissal and his death, show a mellowing as well as maturing of his political wisdom. Increasingly he played the role of elder statesmen, advising the House of Commons on important questions concerning not only American taxation but freedom of the press and freedom of elections.
