It at once encompasses Nigeria’s post-colonial character, its political economy, party formation since independence, the role of Electoral Commissions, as well as, indepth analyses of the 1999, 2003 and 2007 general elections that involved extensive fieldwork. It also presents aspects of the 2011 and 2015 general elections, while discussing the state of democratic consolidation, and lessons learned for achieving good governance in the country. It is indeed, a must read for students of politics, academics, politicians, statesmen and policy makers, and in fact, stakeholders in the Nigerian democracy project. The book stands out as a well-researched and rich documentary material about elections in Nigeria, and the efforts so far made in growing democracy.

Available in PDF, EPUB and Kindle. Book excerpt: The 2007 general elections in Kenya led to major unrest. The aim of this book is to examine and analyse the events that set the country on fire for several weeks. The situation has largely stabilised since April 2008, when the articles collected in this book were first individually published. Some political information has been updated post April 2008. The coalition government took shape with Mwai Kibaki remaining President while Raila Odinga became the Prime Minister. The country however remains in suspense, as do the donors who had made it possible for Kenya to restore a semblance of peace. But to what point will they be interested in investing in the country and to protect their place in it? The collection comprises a translation of a special issue of Les Cahiers d'Afrique de l'Est, n?37, the journal of the Institut Fran?ais de Recherche en Afrique (IFRA) and a collection of articles from Politique Africaine, n?109. On site researchers - Bernard Calas, Anne Cussac, Dominique Connan, Musambayi Katumanga, J?r?me Lafargue, and Patrick Mutahi; fieldwork carried out between December 2007 and February 2008 by Florence Brisset-Foucault, Ronan Porhel, Brice Rambaud; and in-depth country knowledge by Claire M?dard and Herv? Maupeu, combined to produce a mass of data within a short time. Whilst the tone of the book is not highly optimistic, the thrust is not intended to dampen the unanimous sense of hope in the country that the political and social situation will once more be more than just tolerable.

Book excerpt: This book contains five electoral essays and five discourses which explore issues impacting on free, fair and credible election organisation and conduct, with special attention on best practices in the Commonwealth and the African Union. The essays constitute part 1 and the discourses part 2 of the book. It describes and analyses the slow and cautious restart of the process of democratic elections in Nigeria, examining the missteps along the way from the first to the fourth electoral cycle which ended in 2011, which constitute essay I. Essay II deals with the development of election observation, together with mechanisms to strengthen the effectiveness thereof in the African Union and promote the technical capabilities of African Union electoral management bodies. Essay III seeks to compare aspects of election observation by the Commonwealth and the African Union. Essay IV examines best electoral practices in the Commonwealth and the African Union and essay V with the potential use of alternative dispute resolution in elections in the Commonwealth and the African Union. The discourses vigorously explore current electoral issues that slant towards further development in the near future. Discourse A is about youth and elections. It discusses how youth can participate more effectively in elections. Discourse B looks at the dimensions of political finance with particular attention to campaign financing. Discourse C is about incumbency and elections and discusses the nature and impact of incumbency on elections. Discourse D is about the culture of impunity which affects many electoral management bodies and in particular as it pertains to election violence. Discourse E deals with the impact of social media on election preparation and conduct.

Book excerpt: Democratic Governance and Political Participation in Nigeria 1999-2014 seeks to critically analyse Nigeria's democratic experience since 1999 when the current Republic was instituted. Given the chequered democratic antecedents of the country, the book examines the factors responsible for the resilience of the present democratic dispensation, in spite of forces inhibiting democratic consolidation. It also examines these inhibiting forces and makes recommendations for overcoming them. Finally, the book seeks to stimulate intellectual discourse on Nigeria's democracy and arouse greater research interests in the subject.

Available in PDF, EPUB and Kindle. Book excerpt: Elections have been central to regime collapse in Nigeria because they neither passed the test of citizens' acceptability nor electoral neutrality. They always pushed the country to a dangerous brink which she has often survived after serious constitutional and political bruises. The general election of 1964 rocked the delicate balance of the country resulting in the military coup of January 15, 1966 and a thirty month civil war. The subsequent effort of the military at restructuring the country did not go far enough to win the civic confidence of the people. The military availed itself of another opportunity of tinkering with the system in 1993. However, it demonstrated that it was not immune to civic dishonesty when it annulled the widely acclaimed free and fair presidential election in June 12, 1993. By fits and starts, Nigeria held another election in 1999 which was tolerated only because of citizens' fatigue of military rule. The elections of 2003 and 2007 were classic examples of make-belief democracy. The feeding of inequity and, if you will, domination, persisted. A combination of fortune, trickery and arm twisting produced a power shift in favour of Dr. Goodluck Ebele Azikwe Jonathan in April 2011. The subsequent attempt by the north to create a strategic consensus did not save it from being pushed into fringe politics forcing some of its spokespersons to vow that they will make governance impossible. The election was better than the worst but much still remains to be done.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book excerpt: Why do some countries hold elections that meet global democratic standards, while other countries do not? Electoral Commissions and Democratization in Africa makes a novel contribution to this question. In a departure from the typical story about the “boring” administrative tasks that electoral commissions carry out and their impact on international observers' assessments of election quality, Kerr aruges that electoral commissions provide valuable information that helps politicians and citizens resolve uncertainties about electoral fraud and administrative irregularities. Whereas previous research focuses on the institutional design of electoral commissions, this book privileges their actual performance and focuses on two attributes: autonomy and capacity. By serving an informational role, the autonomy and capacity of electoral commissions influences how citizens and elites think about and behave during elections. This includes whether political elites and citizens participate in elections, engage in electoral fraud and violence, accept electoral outcomes, and express confidence in elections. These attitudes and behaviors, in turn, influence whether elections meet democratic standards (election quality) and whether political elites and citizens regard election processes as acceptable (election legitimacy). This book brings together evidence from public opinion surveys, elite surveys, field research, and cross-national databases to give an unusually rich empirical exploration of the dynamics of elections and democracy in sub-Saharan Africa since the 1990s, with a focused case study of Nigeria. Electoral Commissions and Democratization in Africa will be appealing to scholars and policymakers interested in democratization and elections. Oxford Studies in African Politics and International Relations is a series for scholars and students working on African politics and International Relations and related disciplines. Volumes concentrate on contemporary developments in African political science, political economy, and International Relations, such as electoral politics, democratization, decentralization, gender and political representation, the political impact of natural resources, the dynamics and consequences of conflict, comparative political thought, and the nature of the continent's engagement with the East and West. Comparative and mixed methods work is particularly encouraged, as is interdisciplinary research and work that considers ethical issues relating to the study of Africa. Case studies are welcomed but should demonstrate the broader theoretical and empirical implications of the study and its wider relevance to contemporary debates. The focus of the series is on sub-Saharan Africa, although proposals that explain how the region engages with North Africa and other parts of the world are of interest. Series Editors: Nic Cheeseman, Professor of Democracy and International Development, University of Birmingham; Peace Medie, Senior Lecturer in Gender and International Politics, University of Bristol; and Ricardo Soares de Oliveira, Professor of the International Politics of Africa, University of Oxford.
