Available in PDF, EPUB and Kindle. Book excerpt: Tonga’s recovery following the devastation of the 2018 Cyclone Gita has been derailed by a double blow from the pandemic and Cyclone Harold. FY2020 GDP growth is estimated to fall to -21⁄2 percent due to domestic containment measures, a sudden stop in tourism, and investment delays. The full brunt of the pandemic will be felt in FY2021 (beginning July) during peak tourism season, when a deeper contraction is expected. A worse outcome was avoided by early actions to close external borders—which has kept Tonga COVID-19-free—and prompt economic support. Beyond FY2021, the recovery is expected to resume in line with the global recovery, but the magnitude and trajectory is uncertain.

Book excerpt: Conventional apprenticeships and older methods of professional training are not providing enough skilled workers - governments, companies and colleges are now using open and distance learning to fill these gaps. Published in association with the Commonwealth of Learning, this unique review provides detailed analysis of worldwide experiences of vocational training and distance education. It looks at recent policy and practice at different levels - from transnational programmes and national policies to institutional and programme models. Offering guidance on how distance education and new technologies are being used to support vocational education and training, this book will help senior institutional managers and policy makers to understand and appreciate: * the role distance education can play in increasing skills levels in young people and the existing workforce * the challenges in using educational technologies, and distance education to deliver vocational education and training * how to devise effective policies to meet these challenges.

Book excerpt: Tonga’s nascent economic recovery following Tropical Cyclone Harold and border closures in early 2020 has been severely disrupted by a double blow from the Hunga Tonga–Hunga Haʻapai volcanic eruption and the first local outbreak of COVID-19 at the start of 2022. The authorities are augmenting reconstruction and restoration efforts, with support from the international community. Real GDP is projected to contract by 1.9 percent in FY2022 (July 2021–June 2022), before rebounding by 3.2 percent in FY2023 with a gradual reopening of international borders.

It is made up of 169 islands, 36 of which are inhabited. The capital and largest island is Tongatapu, which is home to about two-thirds of the country's population. The Tongan culture is deeply rooted in tradition and is known for its hospitality, respect for elders, and the importance placed on family and community. Tonga is a constitutional monarchy with the King serving as the head of state. The country has a unicameral Parliament, which consists of 26 members: 17 elected by the people and 9 appointed by the King. The economy is largely based on agriculture and fishing, with tourism also playing an important role in recent years. The official language is Tongan, although English is widely spoken, especially in business settings. Despite its small size and limited resources, Tonga has a distinct place in the Pacific and is known for its unique culture, friendly people, and beautiful landscape.

Available in PDF, EPUB and Kindle. Book excerpt: Tonga’s high debt and the apparent ineffectiveness of the monetary transmission mechanism constrain the authorities’ ability to support growth. In the near term, the strength of the global recovery is by no means assured, and there are multiple risks that could weaken prospects in both Europe and the United States. A further rise in world commodity and food prices would also hit Tonga hard, feeding through to inflation, growth, and the current account deficit. Tonga’s high public debt now poses a major risk to economic prospects.

Book excerpt: Over the past two decades, studies on the migration-development nexus often portray small states as one homogeneous group, ‘developing countries’, without considering their critical and peculiar challenges or inherent vulnerabilities, due mainly to their size. This book explores key dynamics of migration and development in a small states setting. It includes case studies from small states in Africa, Caribbean and the Pacific that will help policy-makers to embrace migration as an inevitable phenomenon and devise policies that will maximise the benefits from migration at a minimal cost.

Available in PDF, EPUB and Kindle. Book excerpt: Faa‘imata represents the traditional home of Kava, a significant figure and source of Tongan culture. Thus, as in the legend of the origin of Kava, Faa‘imata connotes a place where great sacrifices have been laid to honour authority and yet also where kingly favours have been granted that covered shortcomings and inadequacies. More significantly, it marks a place where new beginnings and new legacies can sprout. Therefore the Road to Faa‘imata represents the many facets and multiple interpretations of the pathways and passages traversed by each of the Tonga High School ex-student featured. It represents an equalizer of sorts where students coming from diverse backgrounds and stations in society are provided with empowering opportunities to achieve outcomes that benefit Tonga, reflecting their capacity to absorb, critique and reapply what they have learnt.

Book excerpt: Praise for the first edition: "Tonga is unique among bibliographies in its perception and understanding, and in its affection for Tonga and its people. . . . Daly’s work stands on exceptionally sound foundations. . . . His summaries are excellent, indeed, but Daly writes always with the authority of first-hand knowledge, with a keen eye for the essential, and the ability to interpret and clarify obscurities. . . . A trustworthy introduction to Tonga in all its diversity, a splendid point de départ for all, layman or scholar, needing a reliable guide to the essential literature about this remarkable Polynesian kingdom." —Bulletin of the School of Oriental and African Studies "The book is so arranged that it is easy to locate any of the items listed. . . . I found myself spending pleasant hours perusing Daly’s comments on the different publications.. . . I hope the rumor of a second, revised edition of this bibliography is true." —Journal of the Polynesian Society Tonga is a fascinating and subtle combination of a traditional Polynesian kingdom—the only one to survive the impact of colonization in the nineteenth century and remain independent—and a thoroughly Christian country. This comprehensive bibliography is a selective guide to the most significant and accessible English-language books, papers, and articles on every aspect of the kingdom’s history, culture, arts, politics, environment, and economy. It is a much updated and expanded edition of the original version that was published in 1999 as part of the World Bibliographical Series, with the addition of more than 200 new entries. Each of the approximately 600 described and annotated items is organized under broad subject headings, and indexed by author, title, and subject. In addition—and new to this edition—all known Ph.D. theses, although not annotated, are shown within their appropriate subject categories and indexed. Also new is a section on the most important Tonga-related websites. A general introduction describes the Tongan kingdom, its history and society, and its current situation. Tonga: A New Bibliography will be an invaluable resource for anyone with a serious interest in Tonga and an indispensable volume for academic libraries, reference collections, and policy makers focused on the Pacific islands.
