An effort has been made to present a comprehensive summation of the many design and damage control problems which were disclosed or emphasized by the war experiences of Franklin. In addition, various pertinent war experiences of other large carriers have been considered in this report. 1-2The damage sustained by Franklin as a result of the actions of 13 and 15 October 1944 was superficial and is included in this report only for the purpose of rendering her damage history complete. The major damage sustained in each of the actions of 30 October 1944 and 19 March 1945 demonstrates the effectiveness of bomb hits when received by aircraft carriers during the extremely vulnerable period just prior to and during periods of launching strikes. The damage sustained on 30 October is a reasonably good example of what may be expected from a suicide plane crash and subsequent fire on a carrier having a full complement of planes on board which are gassed but not armed except for small caliber ammunition. Similarly, the damage sustained on 19 March may be considered as about the maximum to be expected from fires and detonations of large numbers of bombs and rockets on the flight and hangar decks when a carrier having heavily armed, fully fueled planes aboard is hit by one or more bombs properly placed. 1-3The latter two cases of damage to Franklin illustrate thoroughly the ability of modern U.S. aircraft carriers to survive extensive damage from plane crashes, fire and heavy bombs. The basic design and construction of this class of carrier, which was developed prior to World War II and therefore without the benefit of war experience, is favorably reflected in the manner in which Franklin absorbed heavy damage. Materiel alterations and improvements in damage control organization and technique during the war further increased the ability of this class carrier to minimize potentially severe damage. At the same time many lessons have been obtained from the experiences of Franklin and other cases of war damage and results of this knowledge have been and will be incorporated in existing ships where feasible and in future design and construction. 1-4This report is based on the references, inspections of Franklin upon her return to this country, and informal interviews with various officers attached to Franklin by representatives of this Bureau.

Book excerpt: The U.S. Navy and the U.S. Maritime Administration (MARAD) together preside over a fleet of some 450 retired naval vessels and merchant ships that grows each month as ship retirements continue. Some of these ships will find their way into the navies of U.S. allies and friendly nations, others will be sold or donated to interested parties, and some will be consumed in live-fire military exercises known as sinking exercises, or SINKEX. Those that remain, about 358 ships, will require some other form of disposal over the next 20 years. Those 358 ships were the focus of our study. We evaluated four options for how the Navy and MARAD might proceed: long-term storage, domestic recycling (ship dismantlement in U.S. naval or commercial shipyards), overseas recycling, and "reefing"--I.e., the sinking of a ship(s) to create an artificial reef for a marine habitat or as a site for recreational divers. Of these four, only the last three are truly ship-disposal options. Long-term storage, which defers the decision of how to dispose of the ships until some later date, was included to show the consequences of taking no action.

On December 9, 2020, the Trump Administration released a document that can beviewed as its vision for future Navy force structure and/or a draft version of the FY202230-year Navy shipbuilding plan. The document presents a Navy force-level goal that callsfor achieving by 2045 a Navy with a more distributed fleet architecture, 382 to 446 mannedships, and 143 to 242 large UVs. The Administration that takes office on January 20, 2021,is required by law to release the FY2022 30-year Navy shipbuilding plan in connection withDOD's proposed FY2022 budget, which will be submitted to Congress in 2021. In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.

Its awesome size, its formidable presence, and its immense power have gained it tremendous respect, loyalty, and, as Robert O'Connell shows in this myth-shattering book, unwarranted longevity as well. With provocative insight and wit he offers us an irreverent history of the modern battleship and its place in American history, from the sinking of the coal-fueled Maine in 1898 to the deployment of the cruise missile-armed Missouri in the Persian Gulf War of 1991. The modern navies were the first of the armed services faced with fundamental and abrupt technological change. The wooden sailing ships that had fought sea battles for nearly two centuries were, in only a few years, rendered obsolete by a veritable tidal wave of innovation. With the deployment of the revolutionary HMS Dreadnought in 1903, the new technology reached its full fruition: the gigantic sleek, steel-clad, many-gunned vessel that would rule the seas (or at least the minds of Naval commanders) for years to come. O'Connell shows how other nations raced to emulate this new prototype (much in the fashion of the nuclear arms race of later decades), usually at the expense of much more effective forms of naval force. He also demonstrates compellingly the dashed expectations for the battleship occasioned by the outbreak of war in 1914. While many anticipated a massive twentieth-century Trafalgar, in actuality dreadnoughts everywhere avoided battle, and when they did fight, the results were most often inconclusive or even irrelevant. With the Battle of Jutland in 1916--the only real naval showdown of the war--the ineffectiveness of the battleship as the pre-eminent weapon of war was made abundantly clear: the German navy scored on only 120 hits out of 3,597 heavy shells fired while the British had an even more dismal showing--100 out of 4,598, or a hit ratio of 2.17%. Yet, in spite of this display of impotence, the world's great naval yards continued to turn out the huge vessels. O'Connell observes that even after the heart of the American fleet was sunk by the Japanese at Pearl Harbor, the almost superstitious faith in the battleship insured its survival. While they have never played a decisive role in the outcome of any modern war, they have continued to be resurrected and refurbished--even equipped with cruise missles--right up to the present day. Sacred Vessels is more than the unmasking of a false idol of naval history. It is a cautionary tale about the often unacknowledged influence of human faith, culture, and tradition on the exceedingly important, costly, and suppossedly rational process of national defense. Not only is it a gripping tale well-told, it is essential reading for anyone hoping to understand the dynamics involved in the arming of nations.
