While the quantitative indicators provided by the proponents were mostly reliable, not all of them were used appropriately in the proposals (e.g. landings used as proxy for abundance). The Workshop also considered instances where the FAO Expert Advisory Panel was able to access additional information not included in the proposals and examples of data-poor species for which the FAO Expert Advisory Panel made flexible use of qualitative indicators. In conclusion, the FAO view that for both paragraphs of Annex 2 a the definitions, explanations and guidelines in Annex 5 of the Resolution Conf. 9.24 (Rev. CoP15) apply was endorsed by the Workshop.

Twenty-eight Regional Fishery Body (RFB) Secretariats were represented at the meeting with varying responsibilities over inland, coastal and marine fisheries and aquaculture, as well as four intergovernmental organizations. The meeting reached a number of conclusions regarding matters that merit the attention of RFBs, governments and FAO. The RSN also issued a Statement responding to unsubstantiated information that had been published about RFBs and elaborating the challenges and achievements of RFBs.

Book excerpt: Fish and fish products are amongst the most highly traded food items in the world today, with most of the world’s countries reporting some fish trade. This assessment of commercial trade in CITES-listed marine species occurs within a broader context of globalization and a more general rapid expansion of the international trade in fish and fish products. It summarizes ten years (2007–2016) of trade in a subset of commercially exploited marine taxa listed in CITES Appendix II. We examine both CITES trade data reporting processes (including information on the practical elements of reporting by CITES Parties) and analyse CITES trade records. The analysis shows how, for Appendix II CITES-listed marine species, the overall number of direct export transactions reported by CITES Parties has increased sevenfold during 1990–2016 and how trade for each CITES-listed marine species sub-group has changed through time. An assessment is made, with assistance from species and trade experts, on the strengths and challenges of collating and reporting on trade in CITES-listed marine species. Additional datasets of relevance to marine species trade are highlighted, and recommendations for further refining and improving CITES trade reporting for marine species are provided.

However, these remained outside the spotlight of the international community until the turn of this century when the negative effects that fisheries subsidies have on international trade, the environment and sustainable development became increasingly clear. As a result the Doha Round Negotiations set the parameters for an effective fisheries subsidies regime. WTO Members thus embarked in intensive negotiations with the collaboration of various international organizations. These negotiations culminated with publication of the legal text of the Chairman of the Negotiating Group on Rules in 2007 which reflects to a large extent the mandates of the Ministerial Conferences and reconciles the diverse interests of the negotiators. The EU as a major WTO Member and with its own Common Fisheries Policy which has been in effect for a number of years can serve as the basis for comparison and improvement of the proposed regulations.

The listing of some species in CITES Appendix II has necessitated attention from the fisheries sector of States on how listing would impact on the management of the relevant fisheries. This sourcebook and the research process involved in its development highlighted the opportunity to implement CITES through national fisheries legal frameworks. Indeed, in certain cases, doing so can prove to be vital in giving practical effect to CITES while simultaneously enhancing fisheries management regimes and ensuring that all activities along the fisheries value chain, especially the international trade in CITES-listed aquatic species, are legal, traceable and sustainable.
