Available in PDF, EPUB and Kindle. Book excerpt: The unknown history of economic conservatism in India after independence Neoliberalism is routinely characterized as an antidemocratic, expert-driven project aimed at insulating markets from politics, devised in the North Atlantic and projected on the rest of the world. Revising this understanding, Toward a Free Economy shows how economic conservatism emerged and was disseminated in a postcolonial society consistent with the logic of democracy. Twelve years after the British left India, a Swatantra (“Freedom”) Party came to life. It encouraged Indians to break with the Indian National Congress Party, which spearheaded the anticolonial nationalist movement and now dominated Indian democracy. Rejecting Congress’s heavy-industrial developmental state and the accompanying rhetoric of socialism, Swatantra promised “free economy” through its project of opposition politics. As it circulated across various genres, “free economy” took on meanings that varied by region and language, caste and class, and won diverse advocates. These articulations, informed by but distinct from neoliberalism, came chiefly from communities in southern and western India as they embraced new forms of entrepreneurial activity. At their core, they connoted anticommunism, unfettered private economic activity, decentralized development, and the defense of private property. Opposition politics encompassed ideas and practice. Swatantra’s leaders imagined a conservative alternative to a progressive dominant party in a two-party system. They communicated ideas and mobilized people around such issues as inflation, taxation, and property. And they made creative use of India’s institutions to bring checks and balances to the political system. Democracy’s persistence in India is uncommon among postcolonial societies. By excavating a perspective of how Indians made and understood their own democracy and economy, Aditya Balasubramanian broadens our picture of neoliberalism, democracy, and the postcolonial world.

Book excerpt: The book, Sales Tax Administration in Bihar which is divided into two sections, examines in detail both the roles of indirect tax in the federal administration and empirical evidence of the role of Sales Tax in economic development. This book analyses and deals with the Sales Tax Administration of Bihar state. With critical analysis of Input and output of Sales Tax it focuses the light on the position of total revenue of 35 years of Bihar state and also critically examines the role of Total Tax and Sales Tax in economic led development. The more interesting portion of the book is the second part, which attempts to bring together the empirical evidence on Sales Tax administration. While there may be some theoretical basis to suggest the important policy role governments can play in effective management and improvement of Sales Tax administration.

Available in PDF, EPUB and Kindle. Book excerpt: Of the many different ways in which economists have tried to analyse public expenditure, the most relevant to Indian economic development is that which links the level of public expenditure with the rate at which the state can accumulate capital. The abstract theory of this link, however, must be complemented by a historical account of the degree to which a state accumulation policy was understood by Indian policy makers, and of the other (often inconsistent) elements in the economic strategy of Indian nationalism. After attempting to provide accounts both of the abstract theory and of the institutional and policy context within which it was applied, this book analyses original empirical data on public expenditure in India between 1960 and 1970. The real growth rate of public expenditure, its functional and economic composition at the all-India level are presented, and the strong contrast between the patterns of the first and last five year periods is elucidated. The effect of the 1965-67 droughts and bad harvests in producing this contrast is assessed.

Available in PDF, EPUB and Kindle. Book excerpt: Private Charity and Public Inquiry A History of the Filer and Peterson Commissions Eleanor L. Brilliant The story of two commissions that had a major impact on philanthropic activity and public policy. In the midst of the tumultuous 1960s, the United States Congress turned its attention to issues of tax policy and philanthropy, with special focus on abuses and responsibilities of philanthropic foundations. During the period marked by passage of the Tax Reform Act of 1969, John D. Rockefeller 3rd was one of the staunchest defenders of philanthropy in public and in behind-the-scenes lobbying in Washington. This book is a history of two major commissions initiated by Rockefeller: The Commission on Foundations and Private Philanthropy (1969-1970), dubbed "The Peterson Commission" after its chairman, Peter G. Peterson; and The Commission on Private Philanthropy and Public Needs (1973-1977), headed by John H. Filer, and known as "The Filer Commission." Brilliant analyzes the significance of the two commissions with regard to philanthropy and public policy, and in light of the value that Americans place on voluntary associations. Using original documents of the two commissions, archival material, and extensive interviews with key informants, Brilliant shows how powerful individuals and groups influence tax policy in the United States. Her analysis provides new insights into the two sides of philanthropy doing good and getting rewarded for it through tax benefits. Eleanor L. Brilliant, Professor of Social Work at Rutgers University, teaches courses on social policy, management, organization theory, and women's issues. She is on the Graduate Faculty of Rutgers University and is a member of the Women's Studies Faculty. She is currently Vice President for Administration/Secretary of ARNOVA.
