The Commission adopted its first fisheries management recommendation on minimum data reporting in the RECOFI area and agreed that the recommendation would take effect on 1 January 2012. The Commission agreed on a threefold increase of the Members' annual contributions from 2013 provided that all arrears were liquidated by 31 December 2011. The Commission discussed and approved the programme of work for the WGA and the WGFM.

Book excerpt: Forty participants from the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates participated in the RECOFI Data Workshop Series: Minimum Data Reporting (MDR) regional database, RECOFI-FIRMS stocks and fisheries inventories and SDG Indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels. The workshop reviewed the MDR indicators and priority species list for endorsement, reviewed the presentation of pilot MDR RECOFI regional database and adopted an MDR data submission template. With regards to the RECOFI – FIRMS stocks and fisheries inventories, the workshop acknowledged the progress made so far and recommended that the Member Countries finalize and publish the RECOFI Fisheries inventory. The workshop also recognized the importance of publishing the work on the priority species presented at each meeting of the WGFM under the RECOFI - FIRMS collection as marine resource fact sheets. The workshop discussed the focal points list for MDR/FIRMS that will be circulated to Member Countries for finalisation and further discussed at the next meeting of the WGFM and approved at the next session of RECOFI. On SDG 14.4.1, the workshop agreed that the SDG 14.4.1 focal point list would be verified and validated and RECOFI Members’ reference list of stocks would be confirmed as either shared, transboundary and national, and communicate any issues with the outcomes.

Book excerpt: Some species and stocks of sharks, rays, skates, and chimaeras (termed shark in this review) are rapidly depleting due to climate change, land-based influences, and overfishing. These pressures, coupled with sharks’ low reproductive potential (slow growth and delayed maturation; long reproductive cycles; low fecundity; and long lifespans) place sharks in a risk profile that is more akin to mammals on land than fish in the ocean. The development of policy, and the delivery of management and conservation measures regulating the use, international trade, and capture of sharks (whether as a targeted species or as bycatch in fisheries), is hindered by gaps in basic knowledge – a knowledge that is required in order to get a clear sense of their status in real-time. Many countries are establishing or strengthening monitoring across shark value chains to overcome these shortfalls in information. This document reviews what shark fisheries data is being collected, highlighting the opportunities and constraints in collecting information on sharks in fisheries, based on practical experience. It includes information from 28 surveys across 19 countries: 9 in the Mediterranean, 5 in Africa, 3 in Asia, and 1 in Oceania. Interviews were conducted with data collectors and managers across the entirety of the survey process, while data collection variables were documented in order to inform those interested in the collection, provision, and exchange of shark information on common practices and their commonalities. The review identifies standardized information metrics which, if collected more generally, would strengthen the opportunity for harmonized reporting and cross-comparability across surveys. In addition – and in order to assess the status quo – the current data collection requirements of management measures applied to sharks by regional fisheries management organizations (RFMOs) were reviewed, including “no retention” measures. Finally, the review proposes a list of the minimum standard measurements and common life-history parameters required to support the assessment of shark stocks in fisheries.

The meeting agreed unanimously that RECOFI required strengthening to make it a more effective and legitimate organization. The meeting agreed to make three broad recommendations in relation to the future technical and institutional work of RECOFI and its financial needs. The proposals and recommendations from the meeting will be for consideration by the Commission at its Sixth Session in 2011.

The Committee reviewed the issues of an international character and the programme of work of the FAO Fisheries Department in fisheries and aquaculture. The Committee commended FAO on its report on the implementation of the Code of Conduct for Responsible Fisheries and its associated instruments and called for a "decade of implementation" of the various instruments developed to ensure responsible fisheries. The Committee called upon Members to accept, ratify or accede to, as appropriate, these instruments. The Committee encouraged FAO to elaborate additional guidelines in support of the Code, including one for the implementation of the International Plan of Action for the Management of Fishing Capacity. The need to initiate international negotiations on the monitoring of fishing vessels within the framework of the Code of Conduct concerning its implementation was underlined. The Committee welcomed the revised Code and Voluntary Guidelines for the Design, Construction and Equipment of Small Fishing Vessels that had been prepared by FAO, the International Labour Organization and the International Maritime Organization. The Committee expressed concern at the proliferation of international fora addressing fisheries matters, some of which lacked sound technical and scientific bases for discussion. The FAO's medium- to long-term rehabilitation strategy for the fisheries and aquaculture sector in countries affected by the Tsunami was endorsed. Guidelines on ecolabelling of fish and fishery products were adopted. The Committee agreed to give greater attention to small-scale fisheries and to allocate more resources in their support. The Committee expressed its appreciation to FAO and donor countries for giving greater attention to small-scale fisheries and for allocating more resources in their support. It welcomed the advance version of the Code of Conduct Guidelines on Enhancing the Contribution of Small-Scale Fisheries to Poverty Alleviation and Food Security. The Committee stressed that COFI and FAO should continue to provide leadership and maintain an assertive role in fisheries. The Committee commended FAO for the improvements made in the presentation of the Medium Term Plan and Preliminary Programme of Work Proposals for 2006-2007. Book excerpt: Bycatch – a term widely used to refer to part of the catch unintentionally caught during a fishing operation, in addition to target species, and consisting of the discards and incidental catch of vulnerable species – is considered one of the most important threats to the profitability and sustainability of fisheries, as well as to the conservation of the marine environment and ecosystems. Understanding the bycatch issue and adopting effective measures in order to reduce bycatch rates are essential steps towards minimizing the impacts on vulnerable species and ensuring both a sustainable fisheries sector and healthy seas. In the Mediterranean and the Black Sea, the incidental catch of vulnerable species – namely seabirds, sea turtles, elasmobranchs, marine mammals and macrobenthic invertebrates – represents one of several challenges for the industrial, semi-industrial and small-scale fisheries that coexist in the region, as well as for the diverse and sensitive ecosystems impacted. Typically, data on this issue have been collected in an opportunistic manner and in ways that make comparisons difficult. The annual absolute values of incidental catch of vulnerable species are not available: studies cover only a small portion of the total fishing activity and often present important knowledge gaps for many types of fishing gear, countries and/or subregions, as well as on temporal scales, for example, to establish reliable baselines. The result is that little is known of the scope of the problem, despite incidental catch being a significant pressure on the populations of vulnerable species, as well as a concern for fishers.This regional review is an attempt to compile, in one single document, all available data and historical records on the incidental catch of vulnerable species in the Mediterranean and Black Sea fisheries, obtained from existing literature, databases and other grey sources, and collated in a standardized and comparable way. The main objective is to provide comprehensive baseline information, earmark the main data gaps, as well as identify the most impacting types of fishing gear by taxonomic group. This work is a reminder of the importance of standardized data collection and the need to have baseline information in order to support decision-making in the identification of appropriate bycatch mitigation techniques, thus enabling analysis of their effectiveness and comparison over time and space, as well as facilitating the implementation of relevant conservation and/or management measures at the national, subregional and regional levels.
