Available in PDF, EPUB and Kindle. Book excerpt: This book examines the hard legal core, if any, of the “Responsibility to Protect (R2P)” concept with regard to the commitment to take collective action through the UN Security Council. It addresses the question of whether public international law establishes a duty on the part of the individual Security Council members to collectively take the necessary action to prevent atrocities (genocide, crimes against humanity, war crimes and ethnic cleansing). To this end, it offers an interpretation of provisions in multilateral conventions, such as the undertaking to prevent genocide in Article 1 of the Genocide Convention and the undertaking to ensure respect for the Geneva Conventions in common Article 1 of the 1949 Geneva Conventions, analyses the UN Charter framework for Security Council action, and explores whether the recognition of the international responsibility to protect has prompted the emergence of a new norm for general international law.

Book excerpt: Global climate change is the result of the combination of natural climate change and man-made climate change that, directly or indirectly, damages global atmosphere components observed over a comparable time period. It has both a direct and an indirect impact on the earth. Despite its overwhelmingly negative connotations, it also brings about opportunities such as the possibility of a green economy. This book covers both sides of this debate in providing comprehensive information concerning climate change, environment and energy. It is composed of several articles discussing these issues from a multidimensional perspective and elaborating upon their interdependence. The articles collected here are based upon contributions to the International Symposium on Global Climate Change, Environment and Energy: Global Challenges and Opportunities for Sustainability, hosted by the Istanbul Aydin University Energy Politics and Markets Research Centre on 25 April 2011. The aim of the conference, which is reflected in this volume, was to fulfil the responsibility owed to the earth and to humanity.

Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War, considerable scholarly debates have been devoted to the nature and scope of international state-building interventions in ‘fragile’, post-colonial states and their effectiveness in instituting democratic rule. By examining the construction of political institutions in East Timor, this book highlights the relationship between the social and political realms during these processes. Focusing on the roles of East Timorese leaders and civil society organisations during the independence movement, it analyses the effectiveness of democracy building in East Timor. It examines the processes of drafting the new constitution, establishing key political institutions (such as the electoral system), and articulating a new vision of citizenship and social justice. The book argues that East Timor offers a relatively successful case of democratic transition, enabled by a consistent set of goals and aspirations, grassroots political legitimacy and participation, and the development of a democratic civil nation. Offering a coherent argument for why democracy has been successful in East Timor and the roles of political leaders and civil society during democratic transition, this book will be of interest to those studying Southeast Asian Politics, International Politics, and Democracy.

Book excerpt: This book assesses the UN Peace Operations in Haiti and establishes what lessons should be taken into account for future operations elsewhere. Specifically, the book examines the UN’s approaches to security and stability, demobilisation, disarmament and reintegration (DDR), police, justice and prison reform, democratisation, and transitional justice and their interdependencies through the seven UN missions in Haiti. Drawing on extensive fieldwork and interviews conducted in Haiti, it identifies strengths and weaknesses of these approaches and focuses on the connections between these different sectors. It places these efforts in the broader Haitian political context, emphasises economic development as a central factor to sustainability, provides a civil society perspective, and discusses the many constraints the UN faced in implementing its mandates. The book also serves as a historical account of UN involvement in Haiti, which comes at a time when the drawdown of the mission has begun. In an environment where the UN is increasingly seeking to conduct security sector reform (SSR) within the context of integrated missions, this book will be a valuable contribution to the debate on intervention, UN peace operations and SSR. This book will be of interest to students of peace operations and peacekeeping, conflict studies, security studies and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines peacekeeping in Africa, exploring how the various actors are forming an African security regime complex. The changing dynamics of peacekeeping in today’s world have encouraged a more cooperative approach between international and regional actors. At the centre of this book is the analysis of how an African security regime complex could emerge in the area of cooperative peacekeeping. The African regime complex on peacekeeping includes a number of organizations at the regional and sub-regional African level, as well as global institutions such as the UN, interregional partners like the EU and individual lead nations. This book is the first in providing a systematic overview of peacekeeping doctrines, capacities and deployments of these key actors and single lead states. Theoretically, the book links up with regime complexity scholarship but connects it with dependency theory. Here inter-institutional relations are conceptualised as acts of resource exchange. The book explores how primarily international organizations are partnering by exchanging resources. Empirically, the study analyses the phenomenon of regime complexity in three prominent African crises covering Eastern Africa (Somalia), Central African (Central African Republic) and Western Africa (Mali). This book will be of much interest to students of peacekeeping, international organisations, African politics, security studies and IR in general.
