Available in PDF, EPUB and Kindle. Book excerpt: Most Africans live in rural areas and derive their incomes from farming; but because African governments follow policies that are adverse to most farmers' interests, these countries fail to produce enough food to feed their populations. Markets and States in Tropical Africa analyzes these and other paradoxical features of development in modern Africa and explores how governments have intervened and diverted resources from farmers to other sectors of society. A classic of the field since its publication in 1981, this edition includes a new preface by the author.

Book excerpt: Focusing on the problem of indigenous spoliation in developing countries, this work explores the controversial issue of spoliation by national officials of the wealth of the states of which they are custodians. Due to constraints of the state system and the lack of appropriate substantive municipal law, efforts to punish those responsible for the economic rape of entire nations and to recover spoliated funds have been frustrated and rendered insubstantial. Taking a multidisciplinary approach and on the basis of data generated from empirical, cross-national research, this study makes the case for indigenous spoliation as a violation of international law. Substantially revised and updated to take account of recent legal and political developments, the second edition will be a valuable resource for academics, practitioners, NGOs, and policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout history parties have faltered and new groups have emerged, but rarely has this process been so accelerated, so widespread, and so conducive to dramatic political change as in our present era. When Parties Fail explores alternative organizations in depth and comparatively. Among the organizations discussed are environmentalist groups, such as the West German and Swedish Greens, the Italian Radicals, and local protest groups in Japan, Switzerland, and the United States. Also considered are new groups seeking attention in unresponsive party systems, such as the Danish Gilstrup party, the British SDP, and American PACs; community parties and movements in Israel, India, Britain, and the American South; and antiauthoritarian movements in Poland (Solidarity), Taiwan, and Ghana. The case of France provides an example of major party survival. Three broadly comparative chapters consider the reasons for major party persistence in some nations and the causes and impact of their decline in others. The contributors to the book are David Apter, Myron J. Aronoff, Liang-shing Fan, Frank B. Feigert, Zvi Gitelman, Ronald J. Herring, Jon Kraus, Kay Lawson, Tom Mackie, Peter H. Merkl, Raffaela Y. Nanetti, Angelo Panebianco, Mogens N. Pedersen, Geoffrey Pridham, Peter Pulzer, Richard Rose, Donald Schoonmaker, Frank Sorauf, Robert C. A. Sorensen, Evert Vedung, Hanes Walton, Jr., and Frank L. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1976, this book describes one of the most important and colourful episodes in black Africa’s twentieth-century history. Kwame Nkrumah, the dynamic leader who brought Ghana to independence in 1957, abandoned the Westminster model of representative government to which his country once seemed so well suited. He reached out towards the goals of Pan-Africanism and socialism, emphasizing the primacy of political action to regenerate his people and their continent. But his vision of the ‘political kingdom’ led quickly to the destruction of his Republic and his hopes. Using the (then) latest evidence to examine political life, parliament, civil service, farmers, workers and army in Ghana’s first Republic, the author argues that Nkrumah’s experiment failed because his rule was strong enough to distort traditional values but was unable to transform them. The result was a bizarre and paralysing mixture of despotism and anarchy which defied political analysis in conventional terms.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1972, this book examines the way in which the military/police regime in Ghana, which overthrew President Nkrumah in February 1966, performed two overlapping tasks – those of establishing itself as a recognised government, and of pursuing its chosen objective of eventually restoring democratic civilian rule. The author, who conducted interviews with people at many levels in Ghanaian politics, including the majority of members of General Ankrah’s Cabinet, traces the progress of the military regime, showing that it was successful in building up public support and opening up new political avenues, but that it was unable to make any fundamental economic changes. He argues that to understand the operation of the military government, it is necessary to look at its relationship with most influential sections of the civilian population, and clearly demonstrates that without the co-operation of such civilians, the new regime could never have achieved as much as it did.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1975. Legatee of a vast empire, the Commonwealth still carries the imprint of its past, and in doing so it may be said to have a collective identity which, in a very varying degree, each of its members exhibits. This can sustain a collective inquiry into the political history and institutions of countries which were once governed within the British Empire. The present series of books is intended to express that interest and those traditions. They are presented not as a guide to the Commonwealth as a corporate entity, but as studies either in the politics and recent history of its member states or of themes which are of common interest to several of the countries concerned. This volume It examines the attempt to restore, and the failure to maintain, a parliamentary Westminster form of government in Ghana, a study in 'Commonwealth Legacies' which brings together scholars from Ghana, Britain and North America.

Arthur Lewis was one of the foremost intellectuals, economists, and political activists of the twentieth century. In this book, the first intellectual biography of Lewis, Robert Tignor traces Lewis's life from its beginnings on the small island of St. Lucia to Lewis's arrival at Princeton University in the early 1960s. A chronicle of Lewis's unfailing efforts to promote racial justice and decolonization, it provides a history of development economics as seen through the life of one of its most important founders. If there were a record for the number of "firsts" achieved by one man during his lifetime, Lewis would be a contender. He was the first black professor in a British university and also at Princeton University and the first person of African descent to win a Nobel Prize in a field other than literature or peace. His writings, which included his book The Theory of Economic Growth, were among the first to describe the field of development economics. Quickly gaining the attention of the leadership of colonized territories, he helped develop blueprints for the changing relationship between the former colonies and their former rulers. He made significant contributions to Ghana's quest for economic growth and the West Indies' desire to create a first-class institution of higher learning serving all of the Anglophone territories in the Caribbean. This book, based on Lewis's personal papers, provides a new view of this renowned economist and his impact on economic growth in the twentieth century. It will intrigue not only students of development economics but also anyone interested in colonialism and decolonization, and justice for the poor in third-world countries.
