Book excerpt: This Inquiry was prompted by grave concerns at the ongoing inadequacies of systemic responses to preventing and responding to the occurrence of sexual abuse and sexual exploitation of children in residential care in Victoria. This report presents the findings and recommendations of the Inquiry, which drew upon visits to residential care units, interviews with staff, and reports from 1 March 2013 to 28 February 2014 of the abuse of 166 children in residential care. Note, the true extent of sexual abuse is not known due to the Department of Health and Human Services' inadequate and inconsistent record keeping - this is one of many significant issues found. In short, the Department does not - as the Victorian Children, Youth and Families Act 2005 calls for - care for children in the same way "as a good parent would."

Available in PDF, EPUB and Kindle. Book excerpt: The 2012, the Queensland Government commissioned the Smallbone report to investigate some of the key characteristics of endemic abuse against children and young people in the West Cairns and Auruku Indigenous communities and propose how it could be addressed. Following on from that report, the Queensland Government established the Youth Sexual Violence and Abuse Steering Committee to build upon that work. Their 2016 first report focused again on West Cairns and Auruku and examined improving service effectiveness, awareness raising, and resourcing. This final report extends those findings to examine the situation across the state for both Indigenous and non-Indigenous children and young people and makes recommendations that aim to create both immediate and long-term change. It analyses the reported incidence of youth sexual violence and abuse in Queensland, considers the links with disadvantage, discusses how the silence that surrounds abuse is a major obstacle to intervention, discusses the impact of advancements in communication technology on risks and intervention opportunities, and considers the structural and systemic changes needed to ensure that no child is left behind.

Book excerpt: According to the Convention on the Rights of the Child, the goal of a social justice approach for children is to ensure that children “are better served and protected by justice systems, including the security and social welfare sectors.” Despite this worthy goal, the UN documents how children are rarely viewed as stakeholders in justice rules of law; child justice issues are often dealt with separate from larger justice and security issues; and when justice issues for children are addressed, it is often through a siloed, rather than a comprehensive approach. This volume actively challenges the current youth social justice paradigm through terminology and new approaches that place children and young people front and center in the social justice conversation. Through international consideration, children and young people worldwide are incorporated into the social justice conversation.

Available in PDF, EPUB and Kindle. Book excerpt: The future of disability in America will depend on how well the U.S. prepares for and manages the demographic, fiscal, and technological developments that will unfold during the next two to three decades. Building upon two prior studies from the Institute of Medicine (the 1991 Institute of Medicine's report Disability in America and the 1997 report Enabling America), The Future of Disability in America examines both progress and concerns about continuing barriers that limit the independence, productivity, and participation in community life of people with disabilities. This book offers a comprehensive look at a wide range of issues, including the prevalence of disability across the lifespan; disability trends the role of assistive technology; barriers posed by health care and other facilities with inaccessible buildings, equipment, and information formats; the needs of young people moving from pediatric to adult health care and of adults experiencing premature aging and secondary health problems; selected issues in health care financing (e.g., risk adjusting payments to health plans, coverage of assistive technology); and the organizing and financing of disability-related research. The Future of Disability in America is an assessment of both principles and scientific evidence for disability policies and services. This book's recommendations propose steps to eliminate barriers and strengthen the evidence base for future public and private actions to reduce the impact of disability on individuals, families, and society.

Available in PDF, EPUB and Kindle. Book excerpt: Thirty years after Lyndon Johnson declared a War on Poverty, the United States still lags behind most Western democracies in national welfare systems, lacking such basic programs as national health insurance and child care support. Some critics have explained the failure of social programs by citing our tradition of individual freedom and libertarian values, while others point to weaknesses within the working class. In The Color of Welfare, Jill Quadagno takes exception to these claims, placing race at the center of the "American Dilemma," as Swedish economist Gunnar Myrdal did half a century ago. The "American creed" of liberty, justice, and equality clashed with a history of active racial discrimination, says Quadagno. It is racism that has undermined the War on Poverty, and America must come to terms with this history if there is to be any hope of addressing welfare reform today. From Reconstruction to Lyndon Johnson and beyond, Quadagno reveals how American social policy has continually foundered on issues of race. Drawing on extensive primary research, Quadagno shows, for instance, how Roosevelt, in need of support from southern congressmen, excluded African Americans from the core programs of the Social Security Act. Turning to Lyndon Johnson's "unconditional war on poverty," she contends that though anti-poverty programs for job training, community action, health care, housing, and education have accomplished much, they have not been fully realized because they became inextricably intertwined with the civil rights movement of the 1960s, which triggered a white backlash. Job training programs, for instance, became affirmative action programs, programs to improve housing became programs to integrate housing, programs that began as community action to upgrade the quality of life in the cities were taken over by local civil rights groups. This shift of emphasis eventually alienated white, working-class Americans, who had some of the same needs--for health care, subsidized housing, and job training opportunities--but who got very little from these programs. At the same time, affirmative action clashed openly with organized labor, and equal housing raised protests from the white suburban middle-class, who didn't want their neighborhoods integrated. Quadagno shows that Nixon, who initially supported many of Johnson's programs, eventually caught on that the white middle class was disenchanted. He realized that his grand plan for welfare reform, the Family Assistance Plan, threatened to undermine wages in the South and alienate the Republican party's new constituency--white, southern Democrats--and therefore dropped it. In the 1960s, the United States embarked on a journey to resolve the "American dilemma." Yet instead of finally instituting full democratic rights for all its citizens, the policies enacted in that turbulent decade failed dismally. The Color of Welfare reveals the root cause of this failure--the inability to address racial inequality.
