Book excerpt: This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.

They inhabit and relate to water ecosystems, which conserve their cultural heritage, food sovereignty (the right to access healthy and culturally appropriate food) and in many cases are a main source of income. In Central America the situation is not different: today indigenous peoples live in more than 75% of the marine-coastal zones of the Caribbean Sea and extensive areas adjacent to continental waters and the Pacific Ocean, and have in fishing their main incomes. Precisely these areas present the highest indicators of poverty and malnutrition in the region. Taking this context into account, FAO and FILAC joined forces to promote the implementation of the voluntary guidelines for the sustainability of small-scale fisheries (DV-PPE) in the context of food security and the eradication of poverty. They organized the international course "Voluntary Guidelines for the Sustainability of Small Scale Fisheries in the Context of Food Security and the Eradication of Poverty for Indigenous Peoples of Central America". During the course, government representatives, indigenous leaders and indigenous fishermen from six countries (Costa Rica, El Salvador, Guatemala, Honduras, Panama and Nicaragua) gathered to learn, share, advocate, dialogue and build a roadmap to implement in their countries.

Book excerpt: The fifth meeting of the CFMC/OSPESCA/WECAFC/CRFM/CITES Working Group on Queen Conch (QCWG) was held in a hybrid format. The meeting was hosted in San Juan, Puerto Rico from 13 to 14 December 2021, but most attendees participated in the meeting remotely. The following members and regional partner organizations participated: Bahamas, Belize, Colombia, European Union, France (on behalf of Guadeloupe and Martinique), Honduras, Nicaragua, Saint Vincent and the Grenadines, the United States of America, the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), the Caribbean Fishery Management Council (CFMC), the Organization for the Fishing and Aquaculture Sector of the Central American Isthmus (OSPESCA). The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Gulf and Caribbean Fisheries Institute (GCFI), the Regional Committee of Marine Fisheries and Marine Aquaculture of Guadeloupe, the United Nations Conference on Trade and Development (UNCTAD), Food and Agriculture Organization of the United Nations (FAO), and the Wildlife Conservation Society (Belize). Experts were also in attendance from the Scientific, Statistical and Technical Advisory Group of the Queen Conch Working Group (QCWG/SSTAG). Discussions focused on the progress made towards implementation of the Regional Queen Conch Fisheries Management and Conservation Plan and recommendations adopted at the 17th meeting of the Commission in 2019. Participants learned about collaborative work on Queen conch, especially at the regional level, and an overview of the intersessional activities undertaken.

Book excerpt: In view of the importance of other effective area-based conservation measures (OECMs) for biodiversity, and the need to improve individual countries’ capacity to report fisheries-related OECMs and understand how the fisheries sector contributes to current and future area-based biodiversity conservation objectives, FAO has been carrying out a series of activities to support countries to identify and implement OECMs. [Author] These activities include the organization of workshops and the development of practical guidance, as requested by FAO’s Committee on Fisheries (COFI). [Author] With the support of the Organización del Sector Pesquero y Acuícola del Istmo Centroamericano (Organization of the Fisheries and Aquaculture Sector of the Central American Isthmus [OSPECA]), FAO organized the workshop on other effective area-based conservation measures in fisheries-related areas in Latin America and the Caribbean. [Author] The workshop was held on 27–28 March 2023 in the city of San José, Costa Rica. [Author] This workshop supported Member Countries of the Commission for Small-scale and Artisanal Fisheries and Aquaculture of Latin America and the Caribbean (COPPESAALC), as well as regional and national fisheries-related organizations in the Latin American and Caribbean regions to: (i) apply CBD criteria for the identification of OECMs; (ii) understand the challenges, opportunities and needs that arise in the identification of fisheries‑related OECMs; and (iii) synthesize lessons learned and obtain recommendations. [Author] To achieve these objectives, topics discussed included: concepts and criteria for the identification, evaluation and reporting of OECMs; examples of OECMs in the world; conservation strategies in Latin America and the potential contribution of OECMs to these; the framework for fisheries governance and area-based management in Latin America; Argentina’s progress in recognizing OECMs; and the presentation of four case studies carried out in Chile, Costa Rica, Guatemala, and Mexico. [Author] The workshop enabled extensive exchanges on the difficulties of interpreting the concepts and criteria for the identification, evaluation, and reporting of OECMs, as well as the key points, challenges, and difficulties in analysing and considering potential OECMs. [Author]

[Author] The IHH is a global initiative of the Food and Agriculture Organization of the United Nations (FAO), Duke University and WorldFish carried out in support of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] The IHH report, published in March 2023, provides new evidence about the benefits, interactions and impacts of small-scale fisheries to inform policy and practice. [Author] This workshop focused on sub-Saharan Africa as a starting point; however, in the future, collaboration and support could extend to other regions. [Author] The workshop concluded that there is considerable value in both the IHH approach and the data already collected that can be capitalized on, at both national and regional levels, taking country priorities into account. Book excerpt: Small-scale fisheries (SSF) play an important role in food security and poverty reduction. However, this role is not always recognized and many SSF communities remain marginalized, both with regard to resource management and from a broader social and economic perspective. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

Book excerpt: The Fourth Meeting of the WECAFC/CRFM/IFREMER Working Group on the Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held virtually on 18 and 19 November 2020. Among the 39 participants were Working Group Members, national fisheries officers and representatives of government organizations, academia, fishing industry, partner organizations and the FAO. The final draft of the Sub-regional EAF Strategy and Fisheries Management Plan (FMP) for the shrimp and groundfish fisheries of the North Brazil-Guianas Shelf was reviewed. Among the issues discussed were options for the institutional mechanisms, including a technical and a decision-making body, required for implementation of the strategy and FMP. Representatives of Brazil, Guyana, Suriname, and Trinidad and Tobago presented an overview of the current status and outlook of their respective fisheries and national FMPs. While progress has been made toward management of the shrimp and groundfish fisheries, several challenges were encountered and some stocks continued to be overexploited. Results were presented of the pilot application of the Governance Effectiveness Assessment Framework in fisheries, pollution, and habitats and biodiversity on the North Brazil Shelf. The need for improvement in data collection was highlighted. In addition, the key findings of a decent work assessment of the shrimp and groundfish fisheries in Guyana, Suriname, and Trinidad and Tobago as well as at the regional level were discussed and recommendations presented. A major concern is IUU fishing in the context of human and labour rights violations and undocumented migrant workers. An update of the FIRMS inventories indicated that 29 resource fact sheets and 35 fisheries fact sheets for the WECAFC region have been produced for the reporting period 2016–2020. A call was made for Member States to submit fishery inventory updates. The proposed revised structure of the list of main species for WECAFC as well as the preliminary boundary proposals regarding FAO Fishing area 31 were discussed by participants. An update on vessel mapping for the WECAFC-proposed regional classification of fleet segments was presented. This is based on classifying fishing vessels according to the predominant gear used, to match the diversity of artisanal vessels and gear types that exist in the WECAFC region. The proposed modified structure of the interim Data Collection Reference Framework (iDCRF) and data policy were discussed. Participants reviewed and validated the WECAFC decision support system, which will support decision making in ecosystem approach to fisheries (EAF)-ecosystem based management (EBM) in the region.
