Available in PDF, EPUB and Kindle. Book excerpt: Though he was best known as a politician, Henry Clay (1777-1852) maintained an active legal practice for more than fifty years. He was a leading contributor both to the early development of the U.S. legal system and to the interaction between law and politics in pre-Civil War America. During the years of Clay's practice, modern American law was taking shape, building on the English experience but working out the new rules and precedents that a changing and growing society required. Clay specialized in property law, a natural choice at a time of entangled land claims, ill-defined boundaries, and inadequate state and federal procedures. He argued many precedent-setting cases, some of them before the U.S. Supreme Court. Maurice Baxter contends that Clay's extensive legal work in this area greatly influenced his political stances on various land policy issues. During Clay's lifetime, property law also included questions pertaining to slavery. With Daniel Webster, he handled a very significant constitutional case concerning the interstate slave trade. Baxter provides an overview of the federal and state court systems of Clay's time. After addressing Clay's early legal career, he focuses on Clay's interest in banking issues, land-related economic matters, and the slave trade. The portrait of Clay that emerges from this inquiry shows a skilled lawyer who was deeply involved with the central legal and economic issues of his day.

Book excerpt: This innovative study of racial upheaval and urban transformation in Baltimore, Maryland investigates the impact of "blockbusting"—a practice in which real estate agents would sell a house on an all-white block to an African American family with the aim of igniting a panic among the other residents. These homeowners would often sell at a loss to move away, and the real estate agents would promote the properties at a drastic markup to African American buyers. In this groundbreaking book, W. Edward Orser examines Edmondson Village, a west Baltimore rowhouse community where an especially acute instance of blockbusting triggered white flight and racial change on a dramatic scale. Between 1955 and 1965, nearly twenty thousand white residents, who saw their secure world changing drastically, were replaced by blacks in search of the American dream. By buying low and selling high, playing on the fears of whites and the needs of African Americans, blockbusters set off a series of events that Orser calls "a collective trauma whose significance for recent American social and cultural history is still insufficiently appreciated and understood." Blockbusting in Baltimore describes a widely experienced but little analyzed phenomenon of recent social history. Orser makes an important contribution to community and urban studies, race relations, and records of the African American experience.

The price of cotton steadily declined, and the farmer was hard put to meet the payments on his mortgage. At the same time the corporate and banking interests of the state seemed to prosper. There were reasons for this beyond the ken of the poor hill farmer -- the redneck, as he was popularly termed. But the redneck came to regard this situation -- chronic depression for him while his mercantile neighbor prospered -- as a conspiracy against him, a conspiracy which was aided and abetted by the leaders of his party. Revolt of the Rednecks: Mississippi Politics 1876--1925 is a study of the struggle of the redneck to gain control of the Democratic Party in orger to effect reforms which would improve his lot. He was to be led into many bypaths and sluggish streams before he was to realize his aim in the election of Vardaman to the governorship in 1903. For almost two decades thereafter the rednecks were to hold undisputed control of the state government. The period was marked by many reforms and by some improvement in the economic plight of the farmer -- an improvement largely owing to factors which were uninfluenced by state politics. The period closes in 1925 with the repudiation and defeat at the polls of the farmers' trusted leaders, Vardaman and Bilbo.

The effort to limit military power has enjoyed recurring support since shortly after World War I, when the United States, Britain, and Japan sought naval arms control as a means to insure stability in the Far East, contain naval expenditure, and prevent another world cataclysm. Richard Fanning examines the efforts of American, British, and Japanese leaders -- political, military, and social -- to reach agreement on naval limitation between 1922 and the mid-1930s, with focus on the years 1927-30, when political leaders, statesmen, naval officers, and various civilian pressure groups were especially active in considering naval limits. The civilian and even some military actors believed the Great War had been an aberration and that international stability would reign in the near future. But the coming of the Great Depression brought a dramatic drop in concern for disarmament. This study, based on a wide variety of unpublished sources, compares the cultural underpinnings of the disarmament movement in the three countries, especially the effects of public opinion, through examination of the many peace groups that played an important role in the disarmament process. The decision to strive for arms control, he finds, usually resulted from peace group pressure and political expediency.
