Book excerpt: This is an interim report by the Education Sub-committee which focuses on access to higher education. The terms of reference centre on the student experience of deciding whether to apply for admission to a higher education course, the process of applying and being accepted for admission. The report looks at the arrangements for student financial support and student fees/university funding and aims to contribute to the debate on these issues which is likely to become more important as a general election approaches. A report on the series of hearings held by the Education Sub-committee on the funding and support arrangements in Scotland is included as an annex. The report makes a large number of recommendations which include: commissioning research into differences in participation rates in order to provide robust data on which to base policy; raising the existing 5 per cent 'participation premium' to at least 20 per cent, with consideration given to raising it to 50 per cent; continuing participation premiums for each year the student is registered in order to encourage retention; providing readily accessible, clear information for students on the current system for financial support; raising the income threshold for repayment of student loans; rearranging the academic year to allow admissions to be based on actual, rather than projected, exam results.; promoting a more open dialogue about admissions processes. Recommendations are made on the arrangements for admissions to Oxford and Cambridge with the recommendation for UCAS that the same closing date for applications should apply for all universities, including all medical and veterinary schools. This report forms part of a larger inquiry by the Education Sub-committee which is looking at a whole range of issues concerned with higher education.
