As the popala tion on the banks of the Potomac increases, the necessity for such filtration will become more and more imminent. Numerous figures could be given, if space permitted, in support of the statements made above, but such detail is not considered necessary at present. A synopsis of the work of the water department during the past fiscal year shows that feet of water mains were laid; that high service mains were extended to Takoma Park and other points hereto fore without water facilities; and that the middle-service system has also been extended to include certain areas of the low service in which the pressure was insufficient to furnish a fair supply. The use Of trap rock for macadam purposes was continued during the past fiscal year, the stone being secured from the quarry owned by the District of Columbia at Dickerson, Md. This material has given increasing satisfaction, and while not in every case where used the cheapest available, yet its undoubted wearing quali ties justify the first cost as an economical expenditure. About cubic yards in all were used during the year. The labor of the chain gang was employed very advantageously throughout the year in grading various streets, avenues, and alleys (a detailed statement Of which is given in Table P), and in improving Rock Creek Park. The appropriation for the hire Of teams for. This work is unfortunately a little less than sufficient to maintain a proper force throughout the year. The grading itemized in Table P cost about cents (including foreman's pay) per cubic yard, and was therefore decidedly economical considering the average class of material moved and length of haul. AS a business proposition the appropriation for Grading streets, alleys, and roads should be increased from to and I so recommend. Approximately, therefore, 32 per cent of the entire population is colored. Practically the same ratio prevails during the earlier periods of life as in the population as a whole, as 34 per cent of those under 7 years of age, and the same per cent of those under 15 years, belong to the colored race. The annual average increase since the police census of December, 1894, has been per cent for the whites, per cent for the colored, and per cent for the entire population. While the rate of increase for the colored remains very much below. That for the whites, the falling off in the rate has been slightly greater among the latter. Of the entire population. 47 per cent is male and 53 per cent female. As between the races we find among the whites 49 per cent male and 51 per cent female, while among the colored the corresponding figures are 45 per cent and 55 per cent.
