David Paterson¿s intervention in a domestic violence case involving a former top aide. On Feb. 25, 2010, the Att. Gen. of NY (OAG) commenced an investigation into possible inappropriate involvement by the NY State Police and others in a domestic incident between David Johnson -- a close aide to Gov. Paterson -- and Johnson¿s girlfriend, and events arising therefrom. The investigation followed a NY Times article about the incident that reported that the State Police detail assigned to the Gov., and the Gov. himself, had contacted the victim of the incident, possibly to pressure her not to pursue a case against Johnson. The special counsel does not recommend any charges against the Gov.

Book excerpt: Every modern democracy in our increasingly complex world must confront a fundamental problem: how should politicians manage police, ensuring that they act in the public interest while avoiding the temptation to utilize them in a partisan manner? Drawing on first-hand experiences from six democracies, the authors describe how frequently disagreements arise between politicians and police commanders, what issues are involved, and how they are resolved.Governing the Police is organized into three parts: the intellectual and governmental context of democratic governance; the experience of chief officers in that relationship; and the reflections on lessons learned. Instead of describing practices within each individual country, it compares them across countries, developing generalizations about practices, explanations for differences, and assessments of success in managing the police/political relationship.Focusing mainly on the daily, informal interactions between politicians and police as they balance their respective duties, this book compares the experiences and opinions of chief police officers in Australia, Britain, Canada, India, New Zealand, and the United States. By examining the experiences of important officials, the authors explain how the balance between accountability and independence can be managed and what challenges leaders face. The authors conclude by posing well-informed recommendations for improving police governance.

Book excerpt: This report of the President's Commission on Law Enforcement and Administration of Justice -- established by President Lyndon Johnson on July 23, 1965 -- addresses the causes of crime and delinquency and recommends how to prevent crime and delinquency and improve law enforcement and the administration of criminal justice. In developing its findings and recommendations, the Commission held three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of individuals. Separate chapters of this report discuss crime in America, juvenile delinquency, the police, the courts, corrections, organized crime, narcotics and drug abuse, drunkenness offenses, gun control, science and technology, and research as an instrument for reform. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.

Available in PDF, EPUB and Kindle. Book excerpt: This book comes from first hand experiences, both in word and in pictures. It offers a partial record of a community and an institution coming together to accommodate an event while deflecting its potential violence. The history of the New Haven Green bridges over four centuries. It has served as a place for worship, for grazing cattle, staging revolutions, witness to hangings, and various campaigns. On the day before and on May Day of 1970, Yale University and New Haven prepared to host an agitated congregation of young civil rights activists with a diverse list of causes, but focused mainly on freeing Bobby Seale, the Black Panther leader. This book gives a glimpse of that diversity; diverse in cause, attitude, and dress. Marked changes in mood evolved over the approximate 32 hours. Yale and New Haven could be proud of avoiding real violence and blood shed. Like an archeological record, it exhibits not only the New Haven Green on that one day, but marks a broader shift in direction for a county at large. For those who were there, it seems painfully near. For later generations, it is likely a remote abstraction.

Book excerpt: The movement toward community policing has gained momentum in recent years as police and community leaders search for more effective ways to promote public safety and to enhance the quality of life in their neighborhoods. Chiefs, sheriffs, and other policing officials are currently assessing what changes in orientation, organization, and operations will allow them to benefit the communities they serve by improving the quality of the services they provide.Community policing encompasses a variety of philosophical and practical approaches and is still evolving rapidly. Community policing strategies vary depending on the needs and responses of the communities involved; however, certain basic principles and considerations are common to all community policing efforts. To date, no succinct overview of community policing exists for practitioners who want to learn to use this wide-ranging approach to address the problems of crime and disorder in their communities. Understanding Community Policing, prepared by the Community Policing Consortium, is the beginning of an effort to bring community policing into focus. The document, while not a final product, assembles and examines the critical components of community policing to help foster the learning process and to structure the experimentation and modification required to make community policing work.Established and funded by the U.S. Department of Justice, Bureau of Justice Assistance (BJA), the Community Policing Consortium includes representatives from the International Association of Chiefs of Police (IACP), the National Sheriffs' Association, the Police Executive Research Forum (PERF), and the Police Foundation. BJA gave the Consortium the task of developing a conceptual framework for community policing and assisting agencies in implementing community policing. The process was designed to be a learning experience, allowing police, community members, and policymakers to assess the effectiveness of different implementation procedures and the impact of community policing on local levels of crime, violence, fear, and other public-safety problems.

Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: The study edition of book the Los Angeles Times called, "The most extensive review of U.S. intelligence-gathering tactics in generations." This is the complete Executive Summary of the Senate Intelligence Committee's investigation into the CIA's interrogation and detention programs -- a.k.a., The Torture Report. Based on over six million pages of secret CIA documents, the report details a covert program of secret prisons, prisoner deaths, interrogation practices, and cooperation with other foreign and domestic agencies, as well as the CIA's efforts to hide the details of the program from the White House, the Department of Justice, the Congress, and the American people. Over five years in the making, it is presented here exactly as redacted and released by the United States government on December 9, 2014, with an introduction by Daniel J. Jones, who led the Senate investigation. This special edition includes: • Large, easy-to-read format. • Almost 3,000 notes formatted as footnotes, exactly as they appeared in the original report. This allows readers to see obscured or clarifying details as they read the main text. • An introduction by Senate staffer Daniel J. Jones who led the investigation and wrote the report for the Senate Intelligence Committee, and a forward by the head of that committee, Senator Dianne Feinstein.
