Book excerpt: This book focuses on the International Examinations Inquiry (IEI), an international, well-funded scientific project that operated in the 1930s, attracting key world figures in educational research, and which undertook significant exchanges of data. Originally involving the USA, Scotland, England, France, Germany and Switzerland, the IEI grew to include Norway, Sweden and Finland. Funded by Carnegie money, these researchers included major comparative educationalists, New Education Fellowship academics, statisticians and educational psychologists. They met at a significant time in the emergence of international scientific work in educational research between the USA and Europe; they were a midway stage between earlier individual contacts by well-travelled researchers, usually towards North America, and the development of joint research projects, sustained over time. The focus of the IEI was on methods of examining pupils for the coming expansion of secondary education, but their key problems were to do with establishing standardized methods of measurement, international scholarly communication and comparative understandings of national diversity. The IEI researchers acted to support national achievements and strategies within the borders of the nation and internationally, to exchange methods and results. In retrospect, they appear to be visible in their knowledge communities and national education histories but invisible in their internationalism.

But why have people felt the need to frame things as Nordic and why has the adjective Nordic become so prominent? This book adopts a rhetorical approach, analysing the speech acts which have shaped the meanings of the term. What do the different terms Nordic and Scandinavian have in common, and how have the uses of these terms changed in different historical periods? What accounts for the apparent upsurge in uses of the rhetoric of Nordicness in the 2010s? Drawing on eight case studies of the uses of Nordic and Scandinavian from the nineteenth century to the present day, the book explores the appeal and the flexibility of the rhetoric of Nordicness, in relation to race, openness, gender equality, food, crime fiction, Nordic co-operation and the Nordic model. Arguing that ‘Nordic’ and ‘Scandinavian’ are flexible and contested concepts that have been used in different, often contradictory and inherently political ways, the book suggests that the usage of the term has evolved from a means of creating a cultural community, to forging political co-operation and further to marketing models in politics and popular culture. The rhetorical approach also shows how many of the hallmarks of Nordic political culture, such as the Nordic model, Nordic gender equality or Nordic openness are more recent conceptualisations than usually assumed. As such, the book argues for the need to turn attention away from analysing the different components of Nordicness into studying how, when, and for what purpose different features were made Nordic.

Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

Key parts of the text deal with the recognition of Saami land and resource rights. More recently the three governments have embarked on negotiations to move from this draft text to a final convention that may be adopted and ratified by all three countries. Negotiations commenced in the Spring of 2011 and should be completed within five years. This collection of essays explores the national and international dimensions of indigenous property rights and the draft Convention which recognises the Saami as one people divided by international boundaries. Part one of the book seeks to provide a global and theoretical context for these developments in the Nordic countries, with a series of essays dealing with the moral and legal reasons for recognising indigenous property interests and different conceptualisations of the relationship between indigenous peoples and settler societies, including recognition, reconciliation and pluralism. Part two of the book examines some international legal issues associated with the Convention, including the background to the Convention. Part three turns to examine aspects of the recognition of Saami property interests in each of the three Nordic states, while Part four provides some comparative experiences, examining the recognition of indigenous property rights in a number of jurisdictions, including Canada, Australia and a number of South American states. An additional essay considers gender issues in relation to indigenous property rights.
