Book Synopsis Spending Review 2010 by : Great Britain. Treasury
Download or read book Spending Review 2010 written by Great Britain. Treasury and published by The Stationery Office. This book was released on 2010 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2009-10, public expenditure rose to 48 per cent of GDP whilst income fell to 37 per cent, resulting in the largest deficit in Britain's peacetime history. This Spending Review sets out how the Coalition Government will carry out its deficit reduction plan. Particular focus has been given to reducing welfare costs and wasteful spending. This has enabled the Coalition Government to prioritise the NHS, schools, early years' provision and the capital investments designed to support long term economic growth. Departmental budgets other than health and overseas aid will be cut by an average of 19 per cent over four years. Key areas of Annually Managed Expenditure (AME) in addition to Departmental Expenditure Limits (DELs) for each government department and for the devolved administrations are covered. The Review sets out departmental spending plans for the four years until 2014-15 and further savings and reforms to welfare, environmental levies and public service pensions. The Review protects high value transport maintenance and investment, maintains the science budget, invests in apprenticeships and the low carbon economy and allows universities to increase fees from the 2012-13 academic year. Fundamental reforms will simplify the welfare system and make net savings of 7 billion a year. Social housing will be reformed and social care will receive an additional 2 billion by 2014-15. Public service reform underpins the Review: decentralisation of power; cutting burdens and regulations on front-line staff; improving transparency, efficiency and accountability of local services. Local government will have greater freedom but must work within reduced allocations. Public sector pensions will be reformed in line with Lord Hutton's recommendations. Central government administration costs will be cut by 34 per cent by 2014-15. Government departments will produce business plans later in 2010 detailing reform plans and priorities.

Book Synopsis Arbitration and Contract Law by : Neil Andrews
Download or read book Arbitration and Contract Law written by Neil Andrews and published by Springer. This book was released on 2016-04-18 with total page 347 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book deals with the contractual platform for arbitration and the application of contractual norms to the parties' dispute. Arbitration and agreement are inter-linked in three respects: (i) the agreement to arbitrate is itself a contract; (ii) there is scope (subject to clear consensual exclusion) in England for monitoring the arbitral tribunal's fidelity and accuracy in applying substantive English contract law; (iii) the subject-matter of the arbitration is nearly always a ‘contractual’ matter. These three elements underlie this work. They appear as Part I (arbitration is founded on agreement), Part II (monitoring accuracy), Part III (synopsis of the English contractual rules frequently encountered within arbitration). The book will be a useful resource to foreign lawyers or English non-lawyers, English lawyers seeking a succinct discussion, and to arbitral tribunals.

Book Synopsis Injustice in Residential Care by : Great Britain. Parliamentary and Health Service Ombudsman
Download or read book Injustice in Residential Care written by Great Britain. Parliamentary and Health Service Ombudsman and published by The Stationery Office. This book was released on 2008-03-26 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: This joint report from the Health Service Ombudsman and the Local Government Ombudsman investigates complaints made by Mr & Mrs Taylor against Buckinghamshire County Council and Oxfordshire & Buckinghamshire Mental Health Partnership Trust. The complaints concern the care provided to their son, Frank, an adult with severe learning disabilities, from June 2001 to September 2003. Frank has no speech; cannot bathe, shave or dress himself; needs assistance to go to the toilet; needs to wear incontinence pads at night or for any lengthy periods spent outdoors. He needs one-to-one attention for 95 per cent of his waking time. The Council took over responsibility for the operation and management of the home in July 2002. In the care home his care needs were never properly assessed, and a number of significant failings in the level of care were identified. Complaints to both organisations were dealt with slowly, and there was confusion about which body should address the separate aspect of the complaints. Frank was removed from the care home, and kept and cared for at home for three months with no external support. The Ombudsmen, acting jointly under the Regulatory Reform (Collaboration etc between Ombudsmen) Order 2007, investigated. They find maladministration causing injustice and anxiety and distress to Frank and his parents. The conditions and care within the care home were unacceptable, and the Council failed to recognise that when taking over management responsibility. Frank's human rights may also have been infringed. The Ombudsmen recommend a payment of £32,000 as remedy for the injustice and distress caused.

Parliamentary and Health Service Ombudsman and published by . This book was released on 2013-06-03 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mrs L complained about the care that her father, the late Mr M, received at a Wakefield Metropolitan District Council-funded care home, Hazel Garth and from a visiting community nurse funded by NHS Wakefield District Primary Care Trust. Mr M was visited by the nurse on 13 October 2009 to deal with a problem with a catheter. Later that day he became unwell and was taken to hospital, where he was treated for urinary sepsis as well as a grade 4 necrotic (dead tissue) pressure ulcer on his sacrum. He was treated with antibiotics and recovered somewhat, but he died on 23 November 2009. Mrs L was not satisfied with the responses to her complaints to the Council and the Trust, and complained to the Ombudsmen. Their investigations find service failure by both Council and Trust for the care provided in the home and by the nurse. They also found failings in record keeping at the home and maladministration by both Council and Trust in dealing with Mrs L's complaints. The Council and the Trust's successor (Wakefield Clinical Commissioning Group) are instructed, within three months: to write to Mrs L apologising for the service failures and distress caused by the maladministration; to compensate her for the poor complaint handling; and to prepare action plans that describe what they have done to ensure they have learnt the lessons from the failings identified and what they have done or plan to do to avoid a recurrence.
