Book excerpt: Excerpt from Report and Accompanying Papers, Vol. 2: Commission Appointed by the President of the United States "to Investigate and Report Upon the True Divisional Line Between the Republic of Venezuela and British Guiana" I have the honor herewith to submit the Dutch transcripts gathered for the Commission in Europe. How and where they were found has been told in my report of that mission. It remains here to say a word of the method of their selection and translation. In the first place it must be borne in mind that during the process of my research there was given to the press by the Government of Great Britain a large body of extracts from these Dutch sources. The publication of these documents, nearly or quite all of which would else have been included in my own transcripts, made my work an aftermath. That the present transcripts must be studied with this British Blue Book constantly in hand needs no pointing out. To this end I have made liberal reference to that volume - the Blue Book thus briefly referred to being, of course, that known officially as "Venezuela, No. 3 (1896)." For what had thus been printed in the Blue Book it was deemed enough to verify the translations by the manuscript originals, save where the critical bearing of a passage upon the question at issue made it desirable to have it also in the original Dutch, or where dissent from a translation made an appeal to the original necessary. In such cases the passage is here transcribed; and, to make all objections to the translation as evident as possible, the exact wording of the British translators has been borrowed, except where there was ground for positive departure.
