These were years when the United States dealt with a crescendo of involvement in the military and political events of Vietnam. Among the many events he discusses are: 1965 air operations against Vietnam; capture of the Pueblo; and the Inchon landing. He discusses many of the political and military personages of that time who were involved with the Vietnam War.

Exploiting the inherent flexibility and mobility of naval forces, the Seventh Fleet operated with impunity for three years off the coast of North Vietnam. The success with which the Navy executed the later Operation Linebacker campaign against North Vietnam in 1972 revealed how much the service had learned from and exploited the Rolling Thunder experience of 1965–1968. The conference brought together active-duty and retired military officers, analysts, academic experts, and policy officials. Together they examined the constraints on and special requirements for force employment in crises that potentially involve the superpowers in a nuclear escalation. Tension can arise between the conflicting logics and imperatives of force and diplomacy when two nuclear-armed superpowers seek to have a war without shooting at each other. The logic of force employment in crisis thus differs from that in war. Conference participants concluded that the political signal that might be intended by the manipulation of military forces may not be understood by the adversary. Political leaders must understand the possible costs and risks in military terms of actions taken with military forces. Military leaders, on the other hand, must recognize the nature of the crisis management challenge to political leaders. Finally, political leaders must communicate their objectives clearly to those in charge of implementing them.

At War in the Shadow of Vietnam is the first book to recount the full story of U.S. covert activity in Laos from 1955 to 1975.
