Book excerpt: Recently the state of Missouri, through the Missouri Department of Higher Education, has started to work toward the goal of having 60 percent of state residents hold some type of postsecondary credential. This goal aligns with similar initiatives in other states as well as President Obama's objective for the nation. In order to reach this ambitious target, improvements in postsecondary education will need to be made in a number of areas. One such area is remedial education. Remedial education (sometimes also described as developmental education) refers to courses taught within postsecondary education that cover content below the college level. Students who require remediation upon entering postsecondary institutions may face adverse consequences. First, these students may be less likely to complete their course of study and more likely to stop out or drop out. Second, it may take these students longer, both in terms of the number of courses taken and number of years enrolled, to complete their studies. It is therefore in the best interests of Missouri that it address and improve remedial education at the postsecondary level. To this end, this report examines remedial education from several angles. It first investigates the extent of remedial coursetaking in postsecondary education both nationally and in Missouri. It then explores remedial students' persistence and attainment compared with the persistence and attainment of nonremedial students. The report concludes by describing the various approaches to remedial education that have been adopted throughout the country. A table, Research Evaluations of Remedial Education Interventions, is appended. (Contains 7 figures, 1 table, and 4 footnotes.).

Book excerpt: Remedial postsecondary coursework, while ubiquitous, is a high cost means for students to become prepared to complete the rigors of postsecondary education. Remedial coursework represents a void in time of students' lives when they are neither true college students nor enrolled members of a high school class. The onus of preparing Montana students for successful transitions to postsecondary education is on the shoulders of the school systems from which they graduate. Ultimately, paving the way for successful postsecondary transitions involves a number of different variables. The key facets of student achievement are embodied within school leaders, teachers and students. In this study, enrollment data gathered from the Montana University System was analyzed and a significant relationship was established between the variables of student ethnicity and socioeconomic status with enrollment in remedial writing. 243 English teachers in the state of Montana responded to items on the Support For Professional Development Questionnaire. The responses from this questionnaire revealed a high level of positive perception for administrator support for professional development among Montana English teachers. Lastly, this study highlighted that high school English teachers who participate in the MUS professional development activities express a greater understanding of the expected writing requirements for postsecondary institutions as compared to high school English teachers who do not participate in the MUS professional development activities.

Amanda Pallais and Sarah Turner examine barriers to access at elite universities for low-income students—including tuition costs, lack of information, and poor high school records—as well as recent initiatives to increase socioeconomic diversity at private and public universities. Top private universities have increased the level and transparency of financial aid, while elite public universities have focused on outreach, mentoring, and counseling, and both sets of reforms show signs of success. Ron Ehrenberg notes that financial aid policies in both public and private universities have recently shifted towards merit-based aid, away from the need-based aid that is most helpful to low-income students. Ehrenberg calls on government policy makers to create incentives for colleges to increase their representation of low-income students. Higher education is often vaunted as the primary engine of upward mobility. Instead, as inequality in America rises, colleges may be reproducing income disparities from one generation to the next. Economic Inequality and Higher Education illuminates this worrisome trend and suggests reforms that educational institutions and the government must implement to make the dream of a college degree a reality for all motivated students.

New research revealing the underlying causes of low success rates for remedial education students has led to promising new models that have resulted in dramatic increases in student success. At the heart of the new research and improved practice is the realization that placing students into multiƯ-semester, non-credit remedial course sequences as a pre-requisite to enrollment in college-level gateway courses results in most students leaking out of the system and never making it to a college gateway course. In addition, research has also revealed that assessment and placement practices at many colleges result in many college-Ưready students being placed into remedial courses. Consequently, innovators have found great success with models that place significantly more students directly into college-level courses and provide them additional academic support as a corequisite. With corequisite models showing student success rates in college-level gateway courses that are two or three times better than traditional models, postsecondary leaders and state policymakers are moving aggressively to implement corequisite remediation reform at scale. There is a growing sense that the adoption of corequisite models can result in significant increases in the percent of students placed into remedial education who complete gateway math and English courses in one academic year. Considerations for policymakers and postsecondary leaders considering corequisite support as a new solution are introduced.

Book excerpt: Remedial or developmental courses are the most common instruments used to assist postsecondary students who are not ready for college-level coursework. However, despite its important role in higher education and substantial costs, there is little rigorous evidence on the effectiveness of college remediation on the outcomes of students. This study uses a detailed dataset to identify the causal effect of remediation on the outcomes of nearly 100,000 college students in Florida. Using a Regression Discontinuity design, we provide causal estimates while also investigating possible endogenous sorting around the policy cutoff. The results suggest math and reading remedial courses have mixed benefits. Being assigned to remediation appears to increase persistence to the second year and the total number of credits completed for students on the margin of passing out of the requirement, but it does not increase the completion of college-level credits or eventual degree completion. Taken together, the results suggest that remediation might promote early persistence in college, but it does not necessarily help students on the margin of passing the placement cutoff make long-term progress toward earning a degree.
