How this came to be, and how the majority party in the House has made control of the speakership a routine matter, is far from straightforward. Fighting for the Speakership provides a comprehensive history of how Speakers have been elected in the U.S. House since 1789, arguing that the organizational politics of these elections were critical to the construction of mass political parties in America and laid the groundwork for the role they play in setting the agenda of Congress today. Jeffery Jenkins and Charles Stewart show how the speakership began as a relatively weak office, and how votes for Speaker prior to the Civil War often favored regional interests over party loyalty. While struggle, contention, and deadlock over House organization were common in the antebellum era, such instability vanished with the outbreak of war, as the majority party became an "organizational cartel" capable of controlling with certainty the selection of the Speaker and other key House officers. This organizational cartel has survived Gilded Age partisan strife, Progressive Era challenge, and conservative coalition politics to guide speakership elections through the present day. Book excerpt: Wall Street Journal’s Five Best Books on the Confederates’ Lost Cause Southern Association for Women Historians Julia Cherry Spruill Prize Even without the right to vote, members of the United Daughters of the Confederacy proved to have enormous social and political influence throughout the South—all in the name of preserving Confederate culture. Karen Cox traces the history of the UDC, an organization founded in 1894 to vindicate the Confederate generation and honor the Lost Cause. In this edition, with a new preface, Cox acknowledges the deadly riots in Charlottesville, Virginia, showing why myths surrounding the Confederacy continue to endure. The Daughters, as UDC members were popularly known, were daughters of the Confederate generation. While southern women had long been leaders in efforts to memorialize the Confederacy, UDC members made the Lost Cause a movement about vindication as well as memorialization. They erected monuments, monitored history for "truthfulness," and sought to educate coming generations of white southerners about an idyllic past and a just cause—states' rights. Soldiers' and widows' homes, perpetuation of the mythology of the antebellum South, and pro-southern textbooks in the region's white public schools were all integral to their mission of creating the New South in the image of the Old. UDC members aspired to transform military defeat into a political and cultural victory, in which states' rights and white supremacy remained intact. To the extent they were successful, the Daughters helped to preserve and perpetuate an agenda for the New South that included maintaining the social status quo. Placing the organization's activities in the context of the postwar and Progressive-Era South, Cox describes in detail the UDC's origins and early development, its efforts to collect and preserve manuscripts and artifacts and to build monuments, and its later role in the peace movement and World War I. This remarkable history of the organization presents a portrait of two generations of southern women whose efforts helped shape the social and political culture of the New South. It also offers a new historical perspective on the subject of Confederate memory and the role southern women played in its development.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law.
